April 26 this year was the 24th World Intellectual Property Day. On the morning of that day, Zhejiang launched the 2024 Intellectual Property Day themed activities in Wenzhou with the theme of “Intellectual Property Promoting the Development of Enterprises and Developing New Productivity”. At the scene, the first integrated data intellectual property service platform “Digital Notification” in the country was officially launched.

Data intellectual property refers to intellectual property generated based on data resources, such as algorithms, models, software, databases, etc. As one of the first batch of pilot provinces to launch national data intellectual property reforms, Zhejiang has accepted 10,971 data intellectual property applications since April 2023, registered and issued 6,004 certificates, and protected 297 million data rights and interests.

“Now facing the data market, many companies are afraid, unable or unwilling to share data because they are worried about touching the red line and the bottom line.” Deputy Director of the Intellectual Property Development Division of the Market Regulation Administration of Zhejiang Province (the Intellectual Property Administration of Zhejiang Province) Xu Xiaojun said that Zhejiang began planning a “Digital Notification” platform last year, aiming to solve the problem of “difficulty in confirming rights” in the process of data utilization, help enterprises improve data utilization capabilities, tap potential data intellectual property value, and carry out data intellectual property application and protection.

It is learned that “Digital Notification” will provide users with a one-stop channel for data intellectual property registration, application and protection. Now, by registering information on the “Digital Notification” platform, companies can get an intellectual property certificate in as soon as 20 days. When applying for data intellectual property registration, companies can also fill in their service needs and usage intentions such as transaction transfer, pledge financing, data processing, and shareholding forms. “Digital Notification” will accurately push it to relevant service agencies; companies can also choose as needed the operation service projects released by the service agencies, and get free access to service components such as distributed data intellectual property accounting and transaction contract templates.

While fully tapping the value of data intellectual property, the platform also takes into account the data security of enterprises. Registration, evaluation, transaction, distribution, financing and other information on “Digital Notification” will all be uploaded to the chain for solid evidence and serve as evidence for administrative law enforcement and judicial trials, providing a powerful way to safeguard the legitimate rights and interests of data intellectual property registration subjects and all parties involved in operational activities.
