Being responsible for the routine work of the provincial government, development and reform, natural resources, emergency management, taxation, statistics, government affairs management, national defense mobilization, data, food and strategic reserve, energy, forestry, military civilian integration development, people’s armed forces, foreign affairs, and publicity of government affairs.

Taking charge of the General Office of the Provincial Government (Provincial Counsellor’s Office), the Development and Reform Commission of Zhejiang Province, the Department of Natural Resources (the Oceanic Bureau) of Zhejiang Province, the Emergency Management Department of Zhejiang Province, the Research Office of the People’s Government of Zhejiang Province, the Bureau of Statistics of Zhejiang Province, the Bureau of Government Affairs of Zhejiang Province,  the State Mobilization Office (Office of People’s Defense) of Zhejiang Province, the Data Administration (Office of Governmental Affairs) of Zhejiang Province, the Office of the People’s Government of Zhejiang Province in Beijing, the Office of the People’s Government of Zhejiang Province in Shanghai, the Food and Strategic Reserves Bureau of Zhejiang Province, the Energy Bureau of Zhejiang Province, the Forestry Bureau of Zhejiang Province, the Development Planning Research Institute of Zhejiang Province, and the Geological Institute of Zhejiang Province.
