The quality of fiscal revenues in Zhejiang took the lead in the country in 2023

The reporter recently learned from the Department of Finance of Zhejiang Province that the general public budget revenue reached 860.02 billion yuan in Zhejiang in 2023, a year-on-year increase of 7.0%, and the tax revenue reached 712.406 billion yuan, a year-on-year increase of 7.6%. These figures indicate that the quality of fiscal revenues took the lead in the country.

At the beginning of 2023, focusing on the “8 + 4” economic policy system, Zhejiang implemented two essential steps: establishing a financial element support system by providing 600.4 billion yuan for the whole province, making policies directly and rapidly beneficial to eligible enterprises; strongly supporting the construction of thousands of major projects of trillions of dollars by providing 16.06 billion yuan, driving a total investment of 62.96 billion yuan in 2023, paving the way for high-quality development.

Private enterprises are the main force of economic development in Zhejiang. In the past year, Zhejiang has become the only province with both waterways and land ports of departure, and the financial authorities in Zhejiang have successfully secured relevant policies to greatly reduce the financial costs of enterprises. Besides, Zhejiang had established the “2 + 11” financial policy system based on the “32 measures to boost the private economy,” to step up such support as increasing government procurement and industrial funds for micro-, small- and medium-sized enterprises. Additionally, Zhejiang has implemented a combination of measures to cut taxes, reduce the burden on enterprises and benefit enterprises, reducing a total of 258.5 billion yuan in taxes and costs for market players, which represented one-tenth of the national total reduction, effectively reducing the burden on enterprises.

Public finance is taken from the people, and should be used for the people and benefit the people. Over the past year, Zhejiang financial authorities supported the implementation of the “seven priorities” projects of public services, using 75.5% of the general public budget expenditure across the province for people’s living, which strongly supported the high-quality completion of projects concerning the ten aspects of people’s living. Zhejiang also deepened the family-oriented fiscal and taxation policy system by carrying out the three-year action plan for a million families to get rich, to help promote the “expansion of medium-income families and increase of the income of low-income families.” In addition, Zhejiang increased the provincial standard for financial subsidies for basic medical insurance for urban and rural residents to RMB 660 per person per year, the provincial basic pension standard for basic old age insurance for urban and rural residents to RMB 200 per person per month, and the standard for provincial subsidies for basic public health services to RMB 102 per persona per year, thereby strongly enhancing people’s well-being and solidly advancing common prosperity.
