The scale of import and export, foreign capital actually used and outward foreign direct investment ranked in the 3rd, 5th and 2nd place in China respectively, and Ningbo Zhoushan Port is the first in Zhejiang Province to win the China Quality Award.

The empowerment and expansion of pilot free trade zones were achieved, and 11 national pilot plans for opening up were carried out. Oil and gas free trade zone, digital free trade zone and hub free trade zone saw accelerated development. The annual oil and gas throughput of Ningbo Zhoushan Port jumped to the first in China. The integration and upgrading of development zones continued to be deepened, the services of Special Customs Supervision Zones were strengthened, and full coverage of provincial-level development zones in mountainous counties was realized.

Hangzhou and Ningbo airports were granted the fifth freedom rights.
