Fellow Deputies,

On behalf of the People’s Government of Zhejiang Province, I will now report to you on the work of the government and ask for your deliberation and approval. I also ask members of Zhejiang Provincial Committee of the CPPCC and those who are present for their comments.

I. A Review of Main Work in 2022 and the Past Five Years

Last year the provincial government has adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era, fully implemented the spirit of the 19th CPC National Congress, the plenary sessions of the 19th CPC Central Committee and the 20th CPC National Congress, thoroughly implemented the spirit of the important instructions of General Secretary Xi Jinping on epidemic prevention, economic stability and secure development, and on Zhejiang’s responsibility as an important economic province. In accordance with the decision and deployment of the 15th Provincial Party Congress and the objectives and tasks defined at the sixth session of the 13th Provincial People's Congress. We have faithfully implemented the “Double Eight Development Strategy”, striving to create an “important window”. We have solidly promoted high-quality development and construction of the demonstration area for common prosperity, made overall plans to fight for epidemic prevention and control, and for steady progress and quality improvement, and withstood unexpected shocks and challenges. The province’s GDP is expected to increase by about 3%, and the per capita disposable income of urban and rural residents is expected to increase by 4.1% and 6.6% respectively. 

1. We have made overall plans for epidemic prevention and control to minimize the impact of the epidemic on economic and social development. Putting people’s life above all, we have dynamically optimized the epidemic prevention measures, and constantly improved our capacity for scientific and accurate prevention. Focusing on "prevention of severe diseases", we have planned ahead of time designated hospitals, sub designated hospitals and ICU beds, accurately implemented the 10th national anti-epidemic plan and the 10th diagnosis and treatment plan, and made every effort to treat people infected with COVID-19, making sure all those who should be treated are treated. We set up ten thousand groups in villages and communities to offer the distribution service, achieved orderly transition of the epidemic policies and passed the peak smoothly. We have fully implemented the "white list" system for key enterprises and the closed-loop production and management model, so as to achieve continuous production and logistics, stable production capacity and order.

2. We have made great efforts to win favorable policies, innovate policies and make good use of policies to help market players cope with shocks and enhance confidence. Aiming to issue exact and efficient policies as early as possible, we launched the "5+4" policy package at the beginning of the year to stabilize growth and improve quality, implemented the national policy package to stabilize economy at the first time, and issued 38 and 79 points of policy to stabilize the economy in our province, as well as the rescue policies for the difficult enterprises in the service industry, small and medium-sized enterprises, and individual businesses. We also improved the mechanism for direct access to policies. We increased efforts to reduce taxes and fees. We reduced the burden of market entities by more than 400 billion yuan, cashed out 108.8 billion yuan of government-related subsidies, and completed 223.3 billion yuan of value-added tax rebates. State-owned units reduced rent by 8.2 billion yuan, benefiting 3.02 million small and micro enterprises and individual businesses. We successfully held the 6th World Conference of Zhejiang Merchants, with 749,000 new entities entering the market, up 14.7%.

3. We have vigorously promoted the construction of major projects to promote the supporting role of investment in stabilizing economy and improving quality. Taking projects as the basis for development, we established the provincial leadership responsibility mechanism and on-site supervision mechanism for major projects, and strengthened the guarantee of major project construction elements. We issued 312.8 billion yuan of local government special bonds, an increase of 38%, and invested 65.4 billion yuan of policy-based development financial instruments, accounting for 8.8% of the national share; 10 major projects were approved to consume 37.38 million tons of standard coal; a total of 570,000 mu of state-owned construction land was supplied, and 171 projects were included in the scope of national land supply. The investment completion rate of 918 provincial major projects reached 121.1%, driving the growth of fixed asset investment by about 9%. A number of major projects, such as Liuheng Highway Bridge, Hangzhou Xixian Datang, Ningbo-Zhoushan Railway, Tongzhou-Suzhou-Jiaxing-Ningbo Railway, Ningbo West Hub, and Jiaxing Airport has been under construction. A number of major industrial projects have been completed and put into operation, such as Rich Core Semiconductor, Jinruihong Microelectronics, Jingke Solar Energy and Devokang Health Care. A number of major infrastructure projects, including Hangzhou West Railway Station, Hangzhou Airport Phase III, and Hangzhou-Shaoxing-Taizhou High-speed Railway, were also completed and put into operation.

4. We have worked hard to promote the industrial recovery and stability, so as to make effective use of its role of "ballast stone" in stabilizing the economy. We successfully held the International Forum on Supply Chain Resilience and Stability, and General Secretary Xi Jinping sent a congratulatory letter and gave important instructions. Aiming to promote adjustment with stability and optimization with adjustment, we launched a new round of industrial recovery campaign. The added value of enterprises above the designated size increased by about 4.3%, and the added value of manufacturing, high-tech and strategic emerging industries, the core industries of the digital economy, increased by 10.5%, 6% and 10% respectively. Hangzhou’s digital security, Ningbo’s magnetic materials and green petrochemical and Yueqing’s electric were included into the list of national advanced manufacturing clusters. 9 enterprises were listed in the top 500 of the world, with 1 new one, 107 listed in the top 500 of China's private enterprises, with 11 new ones. We have 79 companies newly listed at home and abroad, 40 national champion enterprises (products), and 601 "small giant" enterprises.

5. By stabilizing foreign trade and foreign investment and promoting consumption, we have effectively stimulated economic growth. We issued 10 measures to stabilize foreign trade and foreign capital, successfully held the first Global Digital Trade Expo, and launched the action of "grabbing orders and attracting projects". We added 15 international routes, opened 86 commercial scheduled routes, and 29 commercial charter flights. It is estimated that the import and export will increase by 13%, of which the export will increase by 13.9%. The actual use of foreign capital increased by 3.6%. The cargo throughput of Ningbo Zhoushan Port reached 1.25 billion tons and the container throughput reached 33.35 million TEUs, ranking the first and third in the world respectively. The container traffic volume of the "Yiwu-Xinjiang-Europe" liner increased by 18.7%. More than 6 billion yuan of consumer bonds were issued, and the total retail sales of consumer goods increased by about 3.7%. We helped solve the difficulties in catering, retail, tourism, transportation, civil aviation and other service industries, and the added value of the service industry increased by about 2%.

6. We have fully promoted digital reform and technological innovation, and stimulated endogenous momentum. Driving systematic reform with digital reform, we made every effort to promote the construction of digital government, digital economy, digital society and digital culture. A total of 143 provincial-level applications have been put into operation, and a number of landmark applications have emerged, such as "Mutual Recognition of Zhejiang Health Care", "Intelligent Zhejiang Police", and "Intelligent Quick Handling of Minor Issues". With self-reliance in science and technology, the intensity of R&D investment in the whole society reached 3%. We have set up 11 new national key laboratories, 4 new provincial laboratories and 4 new provincial technology innovation centers. We have turned out 263 new products of localization substitution, set up 7,000 new high-tech enterprises and 12,000 high-tech SMEs, attracted 35 experts through "Kunpeng Action", and introduced more than 1500 new leading talents. Ningbo Graphene Innovation Center has become the first national manufacturing innovation center in our province.

7. We have strengthened efforts to coordinate regional development and constantly improve the level of coordinated development. In promoting the integration of the Yangtze River Delta, we took the lead in constructing the digital Yangtze River Delta, and deepened the regional cooperation and development of Xiaoyangshan between Zhejiang and Shanghai. We completed with high quality the delineation of the "three zones and three lines" and the preparation of the provincial land space planning, and launched the pilot project of comprehensive land remediation across towns. We promoted the coordinated development of Hangzhou and Ningbo, as well as the four major metropolitan areas and the central cities. We also promoted the organic renewal of cities and complete the transformation of 616 old residential areas. We supported Jingning and Shengsi to carry out pilot projects to explore new ways of high-quality development in mountainous island counties, and constructed 26 "industrial enclaves". The GDP growth of 26 counties in mountainous areas is higher than the provincial average. Aiming to become a strong marine province, we promoted the planning, policy formulation, project construction and industrial development. We did a good job in counterpart support, counterpart cooperation and cooperation between the East and the West.

8. Giving priority to agricultural and rural development, we have made new progress in rural revitalization. We successfully held the World Conference on Globally Important Agricultural Heritage Systems (GIAHS), and General Secretary Xi Jinping sent a congratulatory letter and gave important instructions. We further implemented the action of "strengthening agriculture with science and machinery", renovated 633,000 mu of cultivated land and 986,000 mu of grain production areas, and distribute 2.52 billion yuan of grain production subsidies, planting 15.37 million mu of grains and harvested 12.42 billion jin. In the construction of beautiful villages in the new era, we built 14 beautiful rural demonstration counties and 22 demonstration belts. We promoted integrated reform to enrich the villages, and over 50% of the administrative villages had an annual operating income of more than 500,000 yuan in the collective economy.

9. Actively creating key cultural works, we have made new achievements in building a strong cultural province. "Chinese Traditional Tea Making Techniques and Related Customs" was successfully included into the list of representative works of human intangible cultural heritage, and the "Chinese Painting Series of All Dynasties" was successfully concluded. General Secretary Xi Jinping made important instructions on the two works respectively. The Song Cultural Heritage project was further promoted, the Deshou Palace and the Southern Song Museum was completed and opened, and so was the Hangzhou National Archives of Publications and Culture. Fine works of literary and artistic creation have emerged one after another. Seven works, including reportage "The Way" and opera "Red Boat", won the 16th "Five One Project" award, and the Yue opera "Maple Leaves Are Like Flowers" won the 17th Wenhua Award. We solidly promoted the construction of "15-Minute Cultural Life Circle", and further polished the civilization card of "Zhejiang Courtesy". The preparatory work for the Hangzhou Asian Games was advanced with high quality, and 56 competition venues and 31 training venues were all completed and accepted. The 17th Provincial Games was successfully held.

10. We have further constructed ecological civilization with firm steps towards green low-carbon development. We increased efforts to ensure the supply and price of energy, put the Baihetan UHV DC project into operation, and started the construction of 16 projects of clean thermal power, nuclear power, wind power and pumped-storage power. When all projects are completed, the installed capacity will reach 1.987 million kilowatts. We further promoted the Fresh Air Action and the construction of "zero direct sewage discharge zone" and "waste-free city". The rate of days of good air quality in districted cities reached 89.3%, the rate of good water quality in provincial control sections reached 97.6%, and the rate of urban and rural garbage recycling exceeded 60%. We strengthened the land greening operation, and the forest coverage rate reached 61.3%. We carried out rescue projects for rare and endangered wild animals and plants and for minor populations of wild plants. Huzhou City was awarded the demonstration area for international cooperation in ecological civilization.

11. We made great efforts to solve the people's urgent problems, and comprehensively accomplished the ten issues in people's livelihood. Adhering to the principle of "more, earlier, faster", we promoted the completion of 22,702 practical projects in 38 categories concerning people’s livelihood. We increased 1,156,000 new jobs in cities and towns, helped 128,000 people with difficulties to be employed, and brought down the unemployment rate to 4.7% in cities and towns. We increased 61,000 seats for infant nurseries, 51,000 seats for public kindergartens and 156,000 seats for public compulsory education. The proportion of students in private compulsory education dropped to 3.6%, the gross enrollment rate of higher education reached 66.3%, and 52 disciplines in 8 universities were rated as Class A disciplines. We added 7,154 beds of special care for cognitive impairment. The number of enterprise employees with basic endowment insurance increased by 598,000, and the number of long-term nursing insurance participants reached 16.6 million. 15 county-level tertiary hospitals were newly founded, and the medical insurance coverage rate of urban and rural residents reached 99.6%. We built 363,000 affordable rental housing units and renovated 3,778 kilometers of rural water supply networks.

12. We fought a resolute battle to eliminate risks and ensure social stability and order, and that the people live and work in peace and contentment. We accomplished various tasks with high quality to contribute to the success of the Twentieth CPC National Congress. We carried out special actions in safe production, group crime crackdown, social conflicts and disputes resolving, and the backlog of complaints. The number of production accidents and deaths decreased by 31.2% and 30% respectively, the number of five types of malignant cases decreased by 38.8%, and the number of cases of telecommunications network fraud decreased by 38.6%. With quick response to the super typhoon Hinnamnor and strong typhoon "Muifa", and achieved "less loss and zero death".

In the past year, we have made progress in national defense mobilization, civil defense and coastal defense, mutual support and the affairs of ex-servicemen, made achievements in ethnic affairs and religion, auditing and statistics, foreign and overseas Chinese affairs, Hong Kong, Macao and Taiwan affairs, historical records and archives, and meteorological and earthquake work, and seen progress in issues concerning the trade unions, women and children, youth, the elderly, the Red Cross, charity, and the disabled.

In the past year, we have strengthened the CPC construction in the government system, promoted the administration according to law, accepted the supervision of the People's Congress according to law and the democratic supervision of the CPPCC, handled the proposals of the deputies to the People's Congress and the members of the CPPCC, promoted the construction of an honest government, corrected the "four tendencies", and improved administrative efficiency and credibility.

Dear deputies! The term of office of the current provincial government has expired. Over the past five years, under the firm leadership of the Party Central Committee with Comrade Xi Jinping as the core, we have conscientiously implemented the decisions and of the Provincial Party Committee, and worked together with the people of the province to promote the economic and social development of Zhejiang to a higher starting point.

We have made a solid start in high-quality development and construction of a demonstration zone for common prosperity. We have fully implemented the opinions of the CPC Central Committee and the State Council on supporting the high-quality development and construction of the common prosperity demonstration zone in Zhejiang, formulated and implemented the plans of our province, and effectively promoted the key work and reform in common prosperity. The per capita disposable income of urban and rural residents continued to rank the first in all provinces and regions, and the income gap between urban and rural residents narrowed from 2.04 to 1.94.

We have significantly improved the quality of economic development. The regional GDP has passed the threshold of 6 trillion yuan and 7 trillion yuan, with an average annual growth of 5.8%. The added value of core industries in the digital economy has increased from 9.5% to 11.7% in the regional GDP, the added value of high-tech industries has increased from 40.1% to 62% in the added value of industries above the designated size, and the total number of market entities has increased from 5.93 million to 9.43 million. The average added value per mu and the average tax per mu of industries above the designated size increased by 59.1% and 35.3% respectively, and the energy consumption intensity of industries above the designated size decreased by 19.4%. The general public budget revenue rose from 659.8 billion yuan to 803.9 billion yuan, ranking third in the country.

We have achieved further success in reform and opening up. We have iteratively promoted key reforms concerning service procedures, government digital transformation, and digitalization. We have planned and implemented 39 key crucial reforms, and 316 items have been approved as national pilot reforms. We actively participated in "the Belt and Road" initiative, achieved the empowerment and expansion of the pilot free trade zone, and carried out 11 national pilots for opening up. We jumped to the third, fifth and second places in the country in the scale of import and export, foreign capital actually used and foreign direct investment, and Ningbo Zhoushan Port won the first China Quality Award in our province.

We greatly improved our ability in innovative development. The regional innovation capacity rose to the fourth place in the country, the intensity of R&D investment increased by 0.58%, and the contribution rate to scientific and technological progress reached 68%. 12 academicians and 73 experts of the "Kunpeng Action" were introduced. Zero breakthrough has been achieved in big scientific devices, the Zhijiang Laboratory has been incorporated into the national laboratory system, and the top 10 provincial laboratories and the top 10 technological innovation centers have been laid out. We won 60 national science and technology awards and every 10,000 people have 13.9 high-value invention patents.

We have founded the first ecological civilization demonstration area. We are the first ecological province in the country. The good water quality proportion in the provincial control section increased by 15.2%, the proportion of good days of air quality in the districted cities increased by 1.7%, the proportion of installed renewable energy increased by 10%, the proportion of non-fossil energy consumption increased by 4.7%, and the energy consumption, water consumption and carbon dioxide emissions of every 10,000 yuan of GDP continued to decline.

We have accelerated the pace of urban-rural integration. The urbanization rate of the permanent population has increased from 70% to about 73%, and the gap between urban and rural development and in the living standard of residents has continued to narrow. The quality of urban and rural settlements has been significantly improved, and the "Green Village" project has won the United Nations Earth Guardian Award. We have made expressways accessible to every county, added 601 kilometers of high-speed railway, and set up a national demonstration for "good rural roads".

The people's wellbeing has continued to improve. Great progress has been made in the construction of a strong province in education and health. In the past 15 years, the popularization rate of basic education has exceeded 99%, and the gross enrollment rate of higher education has increased by 8.1%. The number of beds per 1000 people in medical and health institutions increased to 5.65. The average life expectancy reached 82.3 years. We took the lead in achieving the same standard in the urban and rural minimum living standard at the municipal level, and all the 11 districted cities exceeded 1000 yuan/month.

The construction of cultural Zhejiang has yielded fruitful results. Liangzhu Ancient City Site was added to the list of the World Heritage, and 24 projects were included in the list of the fifth batch of national intangible cultural heritage; the basic public cultural service facilities achieved full coverage at five levels; the establishment of a national civilized city and a national model city for mutual support achieved full coverage in in districted cities; the integrated development of culture and tourism was accelerated, and the coverage rates of scenic villages, towns and cities reached 57%, 57% and 70% respectively. The sports industry was booming, and the citizen’s fitness rate ranks second in the country. Zhejiang athletes achieved the best results in history at the Tokyo Olympic Games and the Xi'an National Games.

The construction of a peaceful Zhejiang and a law-based Zhejiang has reached a higher level. Focusing on "Fengqiao Experience" in the new era, the grass-roots governance system has been increasingly improved, the number of criminal cases, production accidents and casualties has continued to decline, and we have been rated as excellent for three consecutive years in “Peaceful China” Operation assessment. The Standing Committee of the Provincial People's Congress reviewed 38 local laws and regulations, and formulated and modified 51 government regulations. The success rate of developing a law-based government was the first in the country.

We have achieved high score in epidemic prevention and control. In the past three years, under the continuous attack of the COVID-19, we have comprehensively, accurately and resolutely implemented the important instructions of General Secretary Xi Jinping and the decisions of the CPC Central Committee and the State Council. With scientific judgment and precise implementation of measures, we handled each outbreak within the shortest time, the smallest scope, and at the least cost, effectively curbed the spread of the epidemic, and protected people's life and health to the maximum extent. Coordinating epidemic prevention and economic development, we worked hard to stabilize people's livelihood and guaranteed the ongoing of production and daily life to the maximum extent. Our efforts for epidemic prevention and control have always been the most effective.

Dear delegates! Looking back on the past five years, we are filled with emotions and gratitude. What makes us most grateful is the deep concern of General Secretary Xi Jinping to Zhejiang. He encouraged us to "work hard and never stop, go ahead for a new chapter, and ride the wave bravely ", and "strive to become an important window to comprehensively demonstrate the superiority of the socialist system with Chinese characteristics in the new era". He gave Zhejiang the glorious mission of high-quality development and common prosperity, and charted the future and the sailing course for Zhejiang, which has greatly stimulated our enthusiasm for our mission and increased our confidence to forge ahead. What moved us most was the courage, tenacity and commitment of the people of the province. Facing the unprecedented changes in the world, the huge impact of the epidemic and the turmoil external environment, the people of the whole province have joined hands and worked hard together, cracked one difficulty after another, overcome one problem after another, won one tough battle after another, and finally embarked on the new journey of the "two pioneer missions" with great pride.

The five years of hard work and fruitful achievement is the result of the wise leadership of General Secretary Xi Jinping, the result of the scientific guidance of Xi Jinping Thoughts on Socialism with Chinese Characteristics for the New Era, and the result of the Provincial Party Committee leading the people of the province forging ahead. Here, on behalf of the Provincial People's Government, I would like to express my heartfelt thanks to the people of the province, to the deputies to the National People's Congress, members of the CPPCC, all democratic parties, all people's organizations and people from all walks of life, to the Central Government units in Zhejiang, the People's Liberation Army in Zhejiang, the Armed Police Force, the police for public security, and the fire rescue teams, and to the compatriots in Hong Kong and Macao, Taiwan, overseas Chinese and friends at home and abroad who care about and support the development of Zhejiang!

While affirming the achievements, we are also soberly aware that there are still some problems and weaknesses against the demands of the "two-pioneer missions". The main problems are: our innovation and development capacity is insufficient, the integration of innovation and industry is not deep enough, and there is still a gap from the requirements of building a modern industrial system and achieving high-quality development; we still need to make continuous efforts to narrow the "three big gaps" and meet the people's needs for high-quality life; green low-carbon development, energy supply and price stability are still under great pressure, and there are still shortcomings in the construction of a national ecological civilization pilot zone; we still need to pin down the responsibilities of all parties to prevent and defuse risks in the fields of economy, finance and production, and we still have a long way to go in building a peaceful Zhejiang at a higher level; we still need to improve our ability to reform and innovate and our capacity for modernization. For these problems, we will further strengthen our efforts and continue to overcome difficulties.

II. Overall requirements, objectives and tasks for development in the next five years

The next five years will be a key period for our province to make great efforts to promote the "two-pioneer missions". The overall requirement is: to adhere to the guidance of Xi Jinping Thoughts on Socialism with Chinese Characteristics for a New Era, and comprehensively implement the spirit of the 20th CPC National Congress; further understand the decisive significance of "Two Establishments", strengthen "Four Points of Consciousness", "Four Aspects of Confidence", and "Two Upholdings"; completely, accurately and comprehensively implement the new development concept, actively serve and integrate into the new development pattern; follow the decisions of the 15th Provincial Party Congress and the 2nd Plenary Session of the 15th Provincial Party Committee, faithfully implement the "Double Eight Strategy" and work hard to create an "important window"; take high-quality development as the primary task, narrowing the three major gaps as the main direction of effort, reform and innovation as the fundamental driving force, and realizing the people's aspiration for a better life as a fundamental goal; construct a high-quality demonstration area for common prosperity, promote systematically Zhejiang practice of Chinese path to modernization, and achieve outstanding results in promoting common prosperity and provincial modernization.

According to the idea of "aiming for five years, planning for three years, and working hard for each year", on the basis of achieving the 2025 target set in the "Fourteenth Five-Year Plan" and the plan for the Common Prosperity Demonstration Zone, by 2027, the regional GDP will reach 12 trillion yuan, the per capita GDP will reach 170,000 yuan, the per capita disposable income of residents will reach 85,000 yuan, and the income difference between urban and rural residents will be reduced to less than 1.9. The R&D investment in the whole society will exceed 3.4%, the total labor productivity will reach 280,000 yuan/person, the added value of industries above the designated size will exceed 3 trillion yuan, and the added value of core industries in the digital economy will exceed 1.6 trillion yuan, which will lay a solid foundation for taking the lead in basically realizing common prosperity and provincial modernization.

To achieve the above goals, we must unswervingly implement the "Double Eight Strategy", adhere to integrity, innovation and systematic thinking, and find new carriers for implementing the strategy in the new era, so that the strategy will glow with more brilliant light of truth and achieve more fruitful practical results; we must unswervingly implement the people-centered development concept, always keep in mind the principle of "doing everything well and winning the hearts of the people", regard serving the people and benefiting the people as the most important political achievements, and make every effort to turn the people's yearning for a better life into reality, so that a happy life will be within reach; we must unswervingly carry out reform, innovation and opening up, optimize the policy supply through reform, expand the development space through opening up, and stimulate the endogenous power through innovation, so as to lay a solid foundation for the future development; we must unswervingly implement the "two unswerving principles", actively build a clean political and business relationship, create a first-class market-oriented and law-based international business environment, and make Zhejiang the most dynamic and creative province for development; we must "work hard and never stop, go ahead for a new chapter, and ride the wave bravely". With unity and hard work, with the spirit of seizing the moment, and with the fighting attitude against difficulties, we must spare no efforts in writing a brilliant Zhejiang chapter of the Chinese way of modernization.

1. Building a modern industrial system with Zhejiang characteristics and creating a high-quality economic development highland. We will accelerate the construction of a modern industrial system with advanced manufacturing as the backbone, digital economy as the core, modern transportation and logistics system as the artery, and modern infrastructure as the support, a system featured by the deep integration of modern service industry with advanced manufacturing and modern agriculture, and the digital economy with the real economy. We will put the focus of economic development on the real economy, promote the construction of a strong province in quality, intellectual property, brands and standards, and firmly push the high-end, intelligent and green development of manufacturing industry. We will vigorously cultivate the "415X" advanced manufacturing clusters. We will create 4 trillion-level advanced industrial clusters in the following fields, namely, the new generation of information technology, high-end equipment, modern consumption and health, and green petrochemical and new materials; 15 hundred-billion-level characteristic industrial clusters, such as new energy vehicles and parts, intelligent photovoltaic, and intelligent electrical; and a number of ten-billion-level new star industrial clusters with technological leadership and international competitiveness, such as the third generation of semiconductor, genetic engineering, and cutting-edge new materials. Through this, we will lay out a number of future industries that will lead the development, and basically build a global advanced manufacturing base. We will optimize and expand the digital economy, vigorously implement the "No.1 Development Project" of the digital economy, and strengthen the research of core digital technologies. We will build strategic industries such as artificial intelligence, network communication, industrial internet, high-end software, integrated circuits, intelligent computing and  blockchain, cultivate a number of eco- enterprises which have control power over industrial chain, and promote the cluster development of core digital industries; we will accelerate the pace of digitalization in manufacturing, service, agriculture and other industries, and promote the digitalization of traditional industries, and small and medium-sized enterprises. We will promote the deep integration of modern service industry and advanced manufacturing industry, and build a digital trade center, high-tech innovation highland, shipping service center and emerging financial center with international influence. We will cultivate and expand the productive service industries such as business services, human resources, creative design, energy conservation, environmental protection, and testing, and promote the development of modern commerce, cultural tourism, health care and other life service industries, so as to shine the brand of "Zhejiang Service". We will improve modern infrastructure, optimize the layout, structure and function of infrastructure, complete the construction of a provincial water network pilot area, and basically turn Zhejiang into a world-class port and a high-level transportation province.

2. Promoting the construction of a strong province in education, science and technology, and talent, and foster new drivers of innovation and development. We will give priority to education, further popularize preschool education, and improve the quality and balanced development of compulsory education; we will support the construction of "double first-class" in provincial universities, support Zhejiang University to build a world-class university, and support new universities such as West Lake University to build small, sophisticated high-level research universities; we will deepen the reform of integrated talent training in higher vocational education and promote the deep integration of vocational education and industry. Focusing on the construction of the "315" innovation system, we will support Hangzhou to create a comprehensive national science center, support Zhijiang Laboratory to turn into a national laboratory, and guide the provincial laboratories such as West Lake, Yongjiang, Oujiang, East China Sea and other national key laboratories to strengthen basic research and applied basic research; we will optimize the innovation ecology, and support the leading enterprises, colleges and universities to establish provincial technology innovation centers and manufacturing innovation centers, so as to promote the deep integration of the innovation chain and the industry chain. We will strictly take the responsibility for food security and farmland protection, gradually turn all basic farmland into high-standard farmland, and ensure the stable supply of food and important agricultural products.
