1. According to Article 39 of the Exit and Entry Administration Law of the People's Republic of China: "For foreigners staying in hotels in China, the hotels shall register their accommodation in accordance with the relevant regulations on the administration of public security in the hotel industry, and report the foreigner's accommodation registration information to the local public security organs. Foreigners who live or stay in domiciles other than hotels shall, within 24 hours after check-in, register with the public security organ of the place of residence by themselves or the accommodation provider."

2. Foreigners who live or stay in domiciles other than hotels shall apply to the police station of the public security organ at the place of accommodation for registration. If there is a police office or a foreigner service station of the public security organ in the place of residence, they can apply for accommodation registration at the police office or foreigner service. Institutions that recruit foreign students or units that host foreigners may, as accommodation providers, apply to the local public security organs for accommodation registration on behalf of the foreigners in accordance with the law.

3. According to Article 76 of the Exit and Entry Administration Law of the People's Republic of China, foreigners who live or stay in other domiciles other than hotels, but do not apply for accommodation registration to the public security organ comply according to the provisions of Paragraph 2, Article 39 of the Exit and Entry Administration Law of the People's Republic of China, shall be given a warning and may be fined not more than 2,000 yuan.

4. If the hotel fails to register the foreigner's accommodation in accordance with the regulations, it shall be punished in accordance with the Law of the People's Republic of China on Administrative Penalties for Public Security; those who fail to report the foreigner's accommodation registration information to the public security organs will be given a warning; a fine of not less than 1,000 yuan but not more than 5,000 yuan will be imposed in cases of gross violation.
