On behalf of the People's Government of Zhejiang Province, I will now report to you on the work of the government and ask for your deliberation and approval. I also ask members of Zhejiang Provincial Committee of the CPPCC and those who are present for their comments.
I. A Review of Main Work and Achievements in 2021
Last year the provincial government has adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era, fully implemented the spirit of the 19th National Congress of the Communist Party of China and all Plenary Sessions of the 19th CPC Central Committee,thoroughly implemented the spirit of the important instructions of General Secretary Xi Jinping, and earnestly carriedout the work requirements of Zhejiang Provincial Committee of the CPC and the objectives and tasks set forth at the 5th Session of the 13th Zhejiang Provincial People's Congress, adhering to seeking progress while maintaining stability, fully, accurately, and comprehensively implementing the new development concept, faithfully implementing the “Double Eight Development Strategy”, striving to create an “important window”, striving to create a pioneering Province in socialist modernization, achieving high-quality development and construction of a demonstration zone for common prosperity, and making new achievements in economic and social development. The province's GDP reached 7.35trillion yuan, an increase of 8.5% over the previous year; the general public budget revenue increased by 14%, and the income of urban and rural residents increased by 9.2% and 10.4%, respectively. We havesuccessfully completed projects concerning ten aspects of people's livelihood.
1. We achieved a solid start in constructing a demonstration zone for common prosperity.
The high-quality development and construction of a demonstration zone for common prosperity is a glorious mission and a major political task entrusted to Zhejiang by the CPC Central Committee with Comrade Xi Jinping at its core. The CPC Central Committee and the State Council issued special support opinions, which brought unprecedented historical opportunities for the development of Zhejiang. We earnestly implemented the major strategic plans of the central government, formulated and issued implementation plans, compiled “four lists” of key tasks, breakthroughs, major reforms, and best practices, planned and implemented major reforms, launched the first batch of 28 pilot spots of common prosperity, undertaken special support policies of 15 national ministries and commissions including the Ministry of Finance and the Ministry of Civil Affairs, issued supporting implementation policies, and fully formed the sound dynamic of making breakthroughs and jointly promoting progress.
2. We effectively improved high-quality development.
We jointly promoted technological innovation and industrial upgrading. We gave top priority to the strategies of empowering the province with talents and innovation, managed to integrate the Zhijiang Laboratory into the national laboratory system, added two provincial laboratories, Yongjiang Laboratory and Oujiang Laboratory, and achieved 2.9% of the R&D investment intensity. “Ice Fiber” was listed as one of the ten major breakthroughs in science and technology in China. 5 academicians of Chinese Academy of Sciences and Chinese Academy of Engineering and 40 provincial leading innovation and entrepreneurship teams were added. The 2021 World Young Scientists Summit was successfully held with fruitful results. A new round of upgrading and transforming the manufacturing industry was launched. The added value of industries above the state designated size increased by 12.9%, the added value of high-tech industries and strategic emerging industries increased by 17.1% and 17%, respectively, and the average tax revenue per mu increased by 16.3%. We accelerated the promotion of the “5G + Industrial Internet” project, started the implementation of 36 pilot new intelligent manufacturing projects in industrial clusters and 33 pilot “Future Factories”, and increased the added value of the core industries of the digital economy by 20%. We carried out quality improvement actions, successfully holding China Quality (Hangzhou) Conference, where Ningbo Zhoushan Port Group won the China Quality Award, achieving a breakthrough of “zero” China Quality Award in Zhejiang Province.
The vitality of market entities continued to be stimulated. We have fully implemented various favorable policies for enterprises, including tax reduction and fee reduction, reducing the burden on enterprises by more than 250 billion yuan throughout the year. We increased financial support for the real economy, increasing medium and long-term loans to the private economy, inclusive small and micro enterprises, and manufacturing industries by 18.2%, 30.1%, and 47.1%, respectively. We made concerted efforts to create market-oriented, law-based, and international business environment, with a net increase of 652,000 market players throughout the year, including 318,000 enterprises, ranking first in the country for two consecutive years in the “Business Environment Evaluation by Ten Thousand Private Enterprises”. We actively cultivated and expanded market entities, with 110 new listed companies and 35 new champion enterprises.
Investment and consumption grew rapidly. We actively expanded effective investment by further promoting the “six hundred billion” industrial investment projects. The whole society's fixed asset investment increased by 10.8%, of which investment in manufacturing and technological transformation increased by 19.8% and 13.9%, respectively. We made efforts to boost residents' consumption, implemented new digital life service actions in depth, vigorously promoted the “Zhejiang goods distributed worldwide” project, and achieved express delivery into all villages. The total retail sales of social consumer goods increased by 9.7%.
Opening up to the outside world continued to be expanded. We actively participated in the joint construction of the “Belt and Road” and deepened the innovation and development of the pilot free trade zone. New forms of foreign trade, such as cross-border e-commerce and digital service trade, have flourished. The total import and export volume of foreign trade jumped to the third place in the country, and the actual use of foreign capital increased by 16.2%. “Yiwu-Xinjiang-Europe” China-Europe trains increased by 36%. Ningbo Zhoushan Port has ranked first in the world in terms of cargo throughput for 13 consecutive years, becoming the third 30 million-class container port and the sixth largest fueling port in the world.
The quality of the ecological environment continued to improve. By implementing a combination of measures to treat polluted water, polluted air, and polluted soil, and dispose of waste and plastic, the proportion of water quality of sections I-III controlled by the province increased by 1.3 percent, and the ratio of days with good air quality in prefecture cities increased by 0.8 percent. The ecological restoration of the eight major river systems and coastal waters was carried out in depth, and the moratorium and ban on fishing and the ban on fishing on the Yangtze River were fully implemented. We started the construction of the first batch of 11 pilot low-carbon counties and 10 green low-carbon parks, and comprehensively carried out the cleaning and rectification of “two high” projects.
3. We leveraged the reshaping of systems and mechanisms with digital reform.
Digital reform has achieved hard core results. We resolutely took digital reform as the general breakthrough for comprehensively deepening reform, vigorously promoting the reform of provincial governance quality, efficiency, and power. We launched online the integrated intelligent public data platform at the provincial, city, and county. A large number of characteristic applications, such as “Zhejiang Takeaway Online”, “Zhejiang E-bike Online”, “One Matter of Vehicle Inspection”, and “Intelligent Quick Handling of Key Minor Things on People's Livelihood”, have been launched online. “Zheliban” has 2.6 million daily active users. 85% of government services were handled via “one website for all services” in the province.
Major breakthroughs were made in reforms in key areas. We promoted the improvement of 13 major reforms, including the coordination system and mechanism of land and sea regions, the entire-chain integrated reform of intellectual property protection, the deepening of the reform of mixed ownership of state-owned enterprises, and the reform of “grand comprehensive integration” administrative law enforcement. A number of major reform results with Zhejiang characteristics have emerged. We implemented the recommendations on strengthening supervision and promoting the healthy development of the platform economy and launched “Zhejiang Fairness Online”, effectively curbing the illegal activities of monopoly and unfair competition.
4. We achieved remarkable results in the coordinated development of urban and rural areas.
The integration of the Yangtze River Delta was steadily advanced. We strengthened the integration of the whole province into the Yangtze River Delta in an all-round way, and accelerated the implementation of 24 integrated, collaborative matters. We jointly set up the Yangtze River Delta Pilot Free Trade Zone Alliance, and actively built an integrated oil and gas trading market in the Yangtze River Delta. We accelerated the construction of the digital Yangtze River Delta, realizing cross-provincial handling of 105 government services and mutual recognition of 30 types of high-frequency electronic certificates.
The construction of the “Four Major” projects presented new highlights. We actively improved the platform capacity of the Greater Bay Area, promoting the standardized and healthy development of characteristic towns, accelerating the construction of 20 new industrial platforms of “10,000 mu and 100 billion yuan”, and integrating the number of development zones (parks) from 1,059 to 134. We accelerated the creation of the Grand Garden of Poetic and Picturesque Zhejiang, releasing the first batch of 8 demonstration counties of grand gardens and 16 “dazzling pearls”. We accelerated the construction of the grand throughway, completing a number of major projects, such as the Hangzhou-Taizhou high-speed railway, the Jinhua-Taizhou railway, the Hangzhou-Haining intercity highway, the Hangzhou-Shaoxing intercity highway, and the main channel of Ningbo Zhoushan Port. We strengthened the agglomeration and radiation functions of the four major metropolitan areas and implemented the five-year action plan for the coordinated development of Hangzhou and Ningbo.
Mountainous areas and oceans have accelerated to become new growth points. We implemented the support policies for high-quality development by leaps and bounds in 26 counties in mountainous areas, making the growth rate of per capita disposable income of all residents in these 26 counties higher than that of all people in the province. We implemented the recommendations on the policies of accelerating the development of the marine economy and building a strong marine province, making the growth rate of the gross marine product 1 percent higher than the economic growth rate. We created an upgraded version of the Mountain-Ocean Collaboration Project, implementing 369 Mountain-Ocean Collaboration Projects and completing an investment of 46 billion yuan.
Rural revitalization and new urbanization were promoted in concert. We continued to deepen the “project of rectifying the environment of thousand of villages”, significantly improving the rural living environment. We launched actions for empowering agriculture with technology and machinery and resolutely rectified the use of arable land for “non-agricultural” and “non-grain” purposes, achieving a 2.5% increased in the total grain output. We promoted the construction of beautiful towns in the new era, starting the construction of 212 urban and rural model areas, creating 221 new future communities, and renovating 814 old residential areas. We sped up the extension of urban public services to rural areas, improving the capacity of the medical communities across the countries and making the paired schools of educational communities cover all villages and 60% of township schools.
5. We continuously strengthened people's livelihood security and social governance.
The well-being of the people has been continuously improved. We adhered to the priority of employment, making 1.224 million people newly employed in cities and towns and 129,000 people in difficulties newly employed. We further standardized the provincial overall planning system for basic endowment insurance for enterprise employees, setting the annual minimum living standard for urban and rural residents at more than 10,000 yuan. We built and collected 174,000 affordable rental flats, and built 108,000 flats for shantytown replacement. We newly renovated and expanded 113 rural inclusive kindergartens, adding 37,500 positions for children. We newly renovated and expanded 116 primary and secondary schools, adding 150,000 positions for students. We implemented the “double reduction” policy, providing after-school education services in all schools of compulsory education. We established the National Medical Center for Infectious Diseases, and put the National Regional Medical Center for Children into operation. We took the lead in implementing the reform of mutual recognition and sharing of medical examination results across the province, effectively reducing the burden of medical treatment for people. We The steadily improved the services for “the elderly and the baby”, adding 365 township (sub-district) home care service centers and 16,600 inclusive nursing positions for infants and young children under 3 years old.
The construction of culture and sports has been steadily advanced. We have succeeded in establishing the brand of “Courtesy in Zhejiang”, ranking first in all provinces (autonomous regions and municipalities) in the number of honorees in the national moral model selection. We have been learning from historical lessons, vigorously implementing the hard campaign of inspecting, rectifying, and improving the security of cultural relics. We accelerated the construction of cultural landmarks, such as the Hangzhou branch of the Depository Library of Chinese Publications, started the implementation of the Song cultural heritage project, and successfully held the ceremony of offering sacrifices to the Yellow Emperor in Xiandu. We added two China important agricultural culture heritages, ranking first in the country in terms of the cumulative number. We accelerated the construction of the Zhijiang Cultural Industry Belt and fully promoted the “micro-transformation and refined upgrading” of the tourism industry. We solidly advanced the preparatory work for the Hangzhou Asian Games and the Asian Games of Disabled Persons, basically completing the construction of venues. Sports athletes in this province have made great achievements in major events, such as the Tokyo Olympics and the National Games, ranking first in the number of gold medals won in the Tokyo Olympics in the country.
The construction of Secure Zhejiang continued to be deepened. We strengthened normalized epidemic prevention and control by vaccinating 142 million doses against the COVID-19 in total to fight against the pandemic. We effectively prevented and controlled the financial risks in key areas and maintained the non-performing loan ratio at a low level in the country. We vigorously pushed forward the fight against “major accidents” in key areas, decreasing the number of work accidents and deaths by 12.9% and 11.2%, respectively. We strengthened the work of preventing flood- and typhoon-related accidents, effectively defending against the “Fireworks” and “Chanthu” typhoons. We complete the tasks of maintaining security and stability for the 100th anniversary of the founding of the Communist Party of China with high quality. We carried out in depth the special campaign to clear social conflicts and disputes, decreasing the number of complaints and proposals in the province by 27.5%. We normalized the fight against gangsters and evil forces, continuing to crack down on telecommunication and network fraud crimes and decreasing the number of filed cases by 31.3%.
We supported the modernization of national defense and the army and made solid progress in the joint construction of dual support. We made new achievements in ethnic and religious affairs, auditing, statistics, radio and television, foreign affairs and overseas Chinese affairs, civil and coastal defense, historical records and archives, meteorology and earthquake, assistance to Tibet, Xinjiang, and youth, and cooperation between the east and the west. We made new progress in trade unions, women and children, youth, the elderly, charity, disabled people, and other undertakings.
Over the past year, we have resolutely implemented the requirements of comprehensively and strictly governing the Party, carried out the study and education of the Party history solidly, paid close attention to the construction of the government itself, and made concerted efforts to build a modern government featuring overall intellectual governance, loyalty, practicality, and down-to-earth style, and pioneering and striving-for-excellence spirit. We accepted the supervision of the People's Congress in accordance with the law, accepted the democratic supervision of the CPPCC, and earnestly handled the suggestions of the deputies of the People's Congress and the proposals of the CPPCC members. We continued to strengthen the building of work style, strictly implementing the spirit of the Eight-point Regulation of the CPC Central Committee, resolutely rectifying formalism and bureaucracy, and effectively reducing the burden on primary-level governments.
Fellow deputies, the good start of the “14th Five-Year Plan” did not come easily. It is the result of the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the result of the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and the result of the efforts of the people of the province led by the provincial Party committee. Here, on behalf of the People's Government of Zhejiang Province, I would like to extend our heart-felt gratitude to the people of the whole province, the deputies to the People's Congress, members of the Chinese People's Political Consultative Conference, various democratic parties, and people's organizations and public figures from all sectors of society, to the central units in Zhejiang, the People's Liberation Army in Zhejiang, the Armed Police Force, public security officers, and the fire and rescue team, and to our fellow countrymen and women in the Hong Kong and Macao special administrative regions, in Taiwan, and overseas, who care for and support the development of Zhejiang!
We are also aware that there are still many difficulties and challenges on the way forward. The triple pressures of shrinking demand, disrupted supply, and weakening expectations has emerged in our province to varying degrees. Economic development is facing many uncertainties, industrial and supply chains are facing restructuring and reshaping, and enterprises are facing “lack of chips”, “lack of labor”, and rising raw material prices. there is still a gap between the industrial structure, the economic structure, and the requirements of green and low-carbon development. There are still many hidden risks in the fields of economy, finance, work safety, etc. The situation of epidemic prevention and control is severe and complicated. There are a number of aspects of weakness. The service awareness and working abilities of some civil servants need to be further enhanced. We must attach great importance to these problems and take more effective measures to solve them seriously.
II. Major Tasks for 2022
The overall requirements for the work in 2022 are as follows. We will adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement the spirit of the 19th National Congress of the Communist Party of China CPC), the Plenary Sessions of the 19th Central Committee of the CPC, and the Central Economic Work Conference, loyally support the “Two Establishes” (The Party has established Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and defined the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.), resolutely maintain the “Two Upholds” (Upholding General Secretary Xi Jinping's position as the core of the CPC Central Committee and the whole Party, as well as the authority of the CPC Central Committee and its centralized, unified leadership), adhere to the underlying principle of pursuing progress while ensuring stability, fully, accurately, and comprehensively implement the new concept for development, accelerate the construction of new patterns for development, faithfully implement the “Double Eight Development Strategies”, and strive to create an “important window”. We will focus on the supply side structural reform, coordinate epidemic control and economic and social development, coordinate development and security, and do a solid job of “stability on six key fronts” and “security in six key ares” (The six fronts refer to employment, the financial sector, foreign trade, foreign investment, domestic investment, and expectations. The six areas refer to job security, basic living needs, operations of market entities, food and energy security, stable industrial and supply chains, and the normal functioning of primary-level governments.). We will make steady progress while improving quality, defuse risks while maintaining security, and shape changes and reforms, to keep the major economic indicators within the appropriate range and ensure the stability of the overall social situation. We will promote the high-quality development and construction of a common prosperity demonstration zone to achieve breakthrough progress and characteristic results, strive to make new and greater contributions to the overall situation of the country, and welcome the 20th National Congress of the CPC with excellent results.
The main projected targets for development this year are as follows: GDP growth of around 6%; R&D investment of 3%; growth in general public budget income and personal income in urban and rural areas that is basically in step with economic growth; continuous decrease in the wide gap of income between urban and rural residents; CPI increase of around 3%; over 11 million new urban jobs; a surveyed urban unemployment rate of no more than 5.5%; completion of the objectives of energy and environmental indicators planned by the state.
1. Making every effort to benefit and help enterprises to fully stimulate the vitality of market entities
We will provide market entities with financial incentives to reduce their burden and help them focus on development. We will fully implement the tax and fee reduction policies, actively strive for greater national policy support, maximize the cost reduction in the province, promote various policies to benefit enterprises directly and early in accordance with the principle of “first time + maximum benefits”, and strive to reduce the burden on market entities by 300 billion yuan. Further clean up and standardize the fees charged by enterprises in the fields of administrative We will further clear and regulate enterprise-related fees collected by administrative approval intermediaries, port shipping intermediaries, industry associations and chambers of commerce, water supply, power supply, and gas supply, and guide platform enterprises to reduce excessive fees. We will carry out daily inspections on the prices of bulk raw materials, investigate and punish acts of collusion to raise prices and drive up prices in accordance with the law, so as to effectively reduce the pressure of cost on enterprises.
We will inject more vitality into market entities financially. We will implement financial support policies to stimulate the vitality of market players, and ensure that the supply of funds is effectively matched and reasonably sufficient. We will further promote loans and financial services for small and micro enterprises, expand the coverage of government financing guarantees, expand the scale of initial loans, credit loans, loan renewals without principal repayment, and medium and long-term loans, so as to improve the availability and convenience of corporate financing. We will actively guide the financial system to offer reasonable benefits to market players, to ensure that the comprehensive financing cost of enterprises is stable and steadily decreasing.
We will create first-class business environment. We will carry out in-depth actions to optimize the business environment, and promote the construction of a pilot city for business environment innovation in Hangzhou, to ensure that the business environment in the province continues to be at the forefront of the country. We will comprehensively promote simplified approval and licensing and facilitated registration of business start-ups, to accelerate the realization of “no intervention, no print material, no fee, and no personal visit” in the registration of commercial entities, optimize cancellation services, establish a closure system, and smooth the exit channels for enterprises. We will continue to clean up unreasonable restrictions in government procurement and bidding, and increase the proportion of government procurement projects reserved for small and medium-sized enterprises by 10%. We will strengthen the fair supervision of market entities in the whole process, build a large-scale intellectual property protection pattern in the whole chain, strengthen the governance of platform enterprises, and maintain a fair competition environment. We will actively build close and clean government-business relationships, protect the rights and interests of private enterprises in accordance with the law, promote the construction of a “two health” pilot zone in Wenzhou in the new era, vigorously promote the entrepreneurial spirit of the new era, and allow entrepreneurs to concentrate on innovation, operate with peaceful mind, and run enterprises with reassurance.
2. Making every effort to expand effective investment, activate consumer goods consumption, and enhance endogenous power and development potential
We will secure the construction of major projects. We will take the construction of major projects as the breakthrough to implement the “1+9” action of optimizing structure and expanding investment, expand effective investment, optimize investment structure, improve investment efficiency, and achieve a growth of 6% in effective investment. We will implement a number of major industrial projects, supported by key industrial platforms such as enterprises of “10,000 mu and 100 billion yuan” and development zones (parks). We will focus on “415” industrial clusters and characteristic industrial chains, such as network communications, intelligent equipment, biomedicine, and new materials, to make overall plans to attract large and powerful enterprises and activate domestic capital and achieve a 10% increase in manufacturing investment, of which investment in high-tech industries will increase by more than 12%. We will implement a number of major infrastructure projects, focus on transportation, energy, water conservancy, disaster prevention and mitigation, new infrastructure, and other fields in accordance with the requirements of moderately advanced layout, make good project reserves on a rolling basis, accelerate the construction of projects in progress to ensure that the Huzhou-Hangzhou Railway and the express railway to Hangzhou Airport, and other projects will be completed and open to traffic, promote the start of the construction of projects, including Ningbo Zhoushan Storage and Transportation Base, Suzhou-Jianxing-Ningbo Railway, Ningbo-Zhoushan Railway, Jiaxing Airport, Ningbo-Jinha-Quzhou-Shanghai Expressway, Changshanjiang Avionics Hub, and other projects, make breakthroughs in major projects, such as Hangzhou Central Ring, Hangzhou-Shaoxing-Ningbo expressway, reconstruction and expansion of Ningbo-Taizhou-Wenzhou Expressway, Liuheng Highway Bridge, Shanghai-Suzhou-Huzhou Railway, Sanmen Nuclear Power Phase II, and Zhejiang LNG Phase III, and achieve an increase of about 5.5% in infrastructure investment. We will implement a number of major urban construction and renovation projects, actively promote the renovation of old urban communities, update gas pipelines, control urban waterlogging, and improve urban functions. We will implement a number of major livelihood projects, and increasingly promote projects in the fields of education, medical care, culture and sports, and affordable housing. We will promote the concentration of resource elements in major projects, make full use of government special bonds, strive to increase available special debt funds by more than 20% which cover major projects at the provincial and above levels, and actively strive for more projects to be included in the list of major national land security projects and the list of major national energy consumption projects. We will establish a provincial-led implementation mechanism for major cross-regional, cross-basin, and cross-cycle major projects and improve the mechanisms for the race in investment and the transparency of projects, to ensure early implementation, operation, and profits of projects.
We will take multiple measures to activate residents' consumption. We will implement policies to enhance traditional consumption and expand new consumption, so that the total retail sales of social consumer goods will increase by about 6%. We will vigorously cultivate new consumption hot spots, promote the consumption of new energy vehicles, carry out green and smart home appliances to the countryside and trade in old ones for new ones, actively develop the night economy, and promote the recovery of the tourism market. We will cultivate and expand cultural and sports services, leisure tourism, health and wellness, and other living service industries, to increase the supply of high-quality services. We will increase policy support for community commercial facilities, the renovation of pedestrian streets, and the construction of smart business circles, improve the urban-rural integrated smart logistics system, crack down on counterfeiting and shoddy products, and create a high-quality consumption environment.
3. Making every effort to stabilize foreign trade and foreign investment and promote high-level opening up
We will promote the steady development of foreign trade and foreign investment. We will seize the major opportunity of the implementation of RCEP, guide enterprises to make good use of rules such as zero tariffs, implement policies such as export tax rebates and export credits, and promote new business formats such as cross-border e-commerce and overseas warehouses, to ensure that the share of exports in the country is basically stable. This year, provincial-level foreign trade funds have increased by 14%, the coverage of export credit insurance for small and micro enterprises has been expanded, and the overall level of government unified insurance platform fees has dropped by more than 10%. We will actively expand the import of advanced technology equipment, key components, and scarce resources. We will comprehensively optimize foreign investment services, strive to use 18 billion U.S. dollars of foreign capital, and give better play to the important role of foreign capital in technological innovation and industrial transformation and upgrading.
We will build pilot free trade zones with high standards. We will strengthen the joint development of the four areas, adhere to the two-pronged approach of institutional innovation and project construction, promote the Zhoushan area to strengthen the entire oil and gas industry chain and build a highland for commodity resource allocation, promote the Ningbo area to forge a world-class strong port hard core force and build an advanced manufacturing cluster area, promote the construction of a digital trade demonstration area, an international financial technology center, and a pilot digital logistics area in the Hangzhou area, and promote the Jinyi area to build a high-level world capital of small commodities and accelerate the formation of characteristic results in the high-quality development of the pilot free trade zone.
We will deeply participate in the joint construction of the “Belt and Road”. We will support the innovative development of the China-CEEC Economic and Trade Cooperation Demonstration Zone, implement the three-year action plan for the “Silk Road Piloting” initiative, optimize the layout of overseas economic and trade cooperation zones, strengthen the construction of international industrial cooperation parks, speed up the construction of a foreign-related legal system, strengthen the risk control for overseas projects, enhance the market competitiveness of “Yiwu-Xinjiang-Europe” China-Europe freight trains, and strive to create a center for China-Europe freight trains in the Yangtze River Delta, to provide strong support for serving the new pattern for development of “dual circulation”.
4. Strengthening the drive of innovation and accelerate the construction of a global advanced manufacturing base
Vigorously promote technological innovation.We will focus on the construction of the three major scientific and technological innovation highlands, implement major scientific research platform facilities construction projects of 100 billion yuan, and increase provincial funds for scientific and technological innovation by 40%. We will promote the establishment of a comprehensive scientific center in the Hangzhou West Sci-Tech Innovation Corridor, accelerate the construction of innovation corridors along the Yongjiang River, Da Luoshan and G60 (Zhejiang Section), complete the construction of 10 major provincial laboratories and improve the platform of Medical Research Institute of the Chinese Academy of Sciences. We will strengthen research on key core and basic common technology, and organize more than 400 key leading research projects. We will implement policies on research and development expenses, promote enterprises to increase investment in innovation, and see the establishment of 10 innovative leading enterprises, 4,000 high-tech enterprises, and 8,000 technology-based small and medium-sized enterprises. We will support leading enterprises and universities to jointly build R&D institutions, set up 5 new innovation consortiums, set up 1 new national technology innovation center, and complete the layout of 10 provincial innovation centers. We will promote in-depth implementation of talent projects such as the "Kunpeng Action" and "Special Support Program for High-level Talents", set up 25 leading innovation and entrepreneurship teams, and improve the talent training, evaluation and incentive mechanism.
Accelerate the enhancement of the core competitiveness of the manufacturing industry. We will reshape the policy system for high-quality development of the manufacturing industry, integrate the existing capital of 9.9 billion yuan at the provincial level, with 2 billion yuan newly increased, promote the “upgrade and replacement” of a new round of manufacturing industry, and increase industrial growth value increased by more than 6%. We will strengthen the leadership and drive of leading enterprises, implement the "Phoenix", "Eagle", "Eaglet", "Fish Raise" and single champion cultivation actions, and strive to establish 70 new listed companies, cultivate 10 eagle enterprises, 100 "Little Giant" enterprises and 20 single champion enterprises. We will strengthen the chain-based cultivation, promote the integrated development of the innovation chain and the industrial chain, and implement more than 60 projects to strengthen, supplement and solidify the chains. We willstrengthen cluster development, cultivate about 20 "new star" industrial clusters, and actively create national strategic emerging industrial clusters. We will make good use of the national value-added tax refund policy, support technological transformation of enterprises, and achieve an increase of more than 10% in investment in technological transformation. We will strengthen the integrated development of advanced manufacturing and modern service industries, optimize productive service industries such as technological services, modern logistics, and creative design, and promote the manufacturing industry to go up the high end of the value chain.
Make every effort to promote the development of the digital economy.We will deepen the "No. 1 Project" of the digital economy, expand and strengthen industries such as digital security, integrated circuits, intelligent computing, and intelligent photovoltaics, promote the development of future industries such as brain-like intelligence and quantum information, and strive to increase the added value of the core industries of the digital economy by 12%. We willvigorously promote the digital transformation of traditional manufacturing industries, and establish 15 "Future Factories" and 150 smart factories. We willoptimize the digital reform system structure, and comprehensively promote business process optimization, system remodeling and system reconstruction across different departments, levels and fields. We willimprove the integrated intelligent public data platform, and build a digital resource system with powerful functions and strong support.Focusing on systems such as party building leadership, digital government, digital economy, digital society,digital rule of law, and grassroots governance, we will speed up the creation of a number of major applications that are useful, practical and easy to use. We willstrengthen the protection of personal information to ensure data security.
Solidly push forward the reform of "expanding middle income group" and "raising the income of low-income group". We will accelerate the construction of a comprehensive basic database to accurately identify the base number of middle and low income groups, and actively explore the ways toincrease theirincome.We will improve the inclusive human capital investment mechanism, comprehensively expand the channels for residents to increase their income, innovate the distribution adjustment mechanism, and improve the assistance mechanism for the disadvantaged groups. 6. Promoting the coordinated development of regional, urban and rural areas to further narrow the gap
Promote the deep integration of the Yangtze River Delta. We will improve the integrated and coordinated urban and rural planning and construction, solidly promote the organic renewal of cities, and strengthen the improvement of urban and rural landscapes. We will jointly promote the construction of future communities and future villages, strengthen the protection of historical and cultural villages, and build 50 urban style model areas, 30 county style model areas, 40 future communities, and 200 future villages. We will promote the further construction of rural roads,orderly promote the urbanization of rural population, and promote the implementation of policies of providing basic public services to dwellers of permanent residence.
Accelerate the modernization of agriculture. We will implement the strictest cultivated land protection policies, scientifically formulate and implement a supplementary plan for cultivated land restoration, and resolutely curb the "non-agriculturalization" and "non-grain transformation" of cultivated land. We will strengthen the construction of high-standard farmland, implement the "field chief system", and spare no effort to ensure grain production and supply of important agricultural products,and guarantee that the grain sown area will not be less than 15.1 million mu. We will actively promote the reform of agricultural standard land, intensify efforts to strengthen agriculture through science and technology. We will see the provincial financial support fund increase by 86%, revitalize the modern seed industry, speed up the rectification of agricultural machinery shortcomings, and improve the agricultural socialized service system, so as to promote the comprehensive improvement in agricultural quality and efficiency.
Vigorously promote the construction of a strong marine province.We will accelerate the construction of the Ningbo-Zhoushan-Wenzhou-Taizhou Port Industrial Belt, actively develop industries such as marine equipment manufacturing and marine biomedicine, promote the construction of downstream new material projects, complete a national-level green petrochemical industry base, and promote the transformation and upgrading of marine fisheries. We will support the construction of marine central cities,accelerate the construction of Ningbo Zhoushan Port as a world-class port, and improve the port collection and distribution system, as well as the development of multimodal transportation.
Promote high-quality development of 26 counties in mountainous areas.We will implement policies by classification, improve the provincial overall planning mechanism and policies for incentives, rewards and subsidies, and allocate special funds with provincial finance to support key ecological industry projects in 26 counties. We will support the development of old revolutionary areas in southwest Zhejiang, implement the mountain-sea cooperation projects, and promote 300 mountain-sea cooperation projects with an investment of more than 40 billion yuan, so as to enhance the endogenous momentum of mountainous areas.
7.Promoting green low-carbon development, and making green the most splendid color of Zhejiang
Vigorously promote green low-carbon production and lifestyle.With overall planning, we will orderly promote carbon peaking and carbon neutrality, implement the policy that newly added renewable energy and raw material energy consumptionshall not be included in the total energy consumption control, resolutely curb the blind development of "two high" projects, and avoid "one size fitting all" practice and "violent measures of carbon reduction". We will promote the construction of 100 clean energy projects with an investment of 100 billion yuan, start the construction of 7 million kilowatts of clean thermal power and 1 million kilowatts of new energy storage projects, and actively promote the construction of pumped storage power stations. We will strengthen energy operation and scheduling to ensure energy security and supply. We will implement a comprehensive conservation strategy, promote resource conservation and intensive recycling, and advocate a simple, moderate, low-carbon lifestyle.
Consolidate and improve environmental quality. We will further promote the clean air action to ensure that the average concentration of PM2.5 in districted cities is lower than 26 micrograms per cubic meter, and the ratio of days with good air quality is higher than 92%. We will further promote theclearwater action, continue to construct "zero direct discharge areas", and see to it that more than 94% of the province's surface water sections will have excellent water quality. We will strengthen soil pollution control, so that more than 94%contaminated plots will befit for safe utilization. We will promote the further construction of a "waste-free city" in the whole region, and strengthen the control of plastic pollution, waste classification and resource utilization.
Strengthen ecological restoration and protection.We will actively participate in the protection of the Yangtze River Economic Belt. We will implement the comprehensive fishing ban system for the eight major water systems, take actions to protect and construct the beautiful bays, and carry out ecological restoration of abandoned mines. We will strengthen the rescue and protection of rare and endangered species and the control of alien species invasion, so as to improve the level of biodiversity protection.
8.Coordinating development and security to effectively prevent and resolve risks
Never be negligent in epidemic prevention and control.We will fully implement various measures for normalized epidemic prevention and control, strengthen vaccination, and take care to prevent foreign imports and domestic rebounds. We will improve the six mechanisms of epidemic prevention and control, respond quickly in detection, investigation, grouping, transportation and isolation of infected people, and continuously improve our anti-epidemic capabilities to win the overall battle againstCovid-19.
Make every effort to prevent economic and financial risks. We will continue to prevent and resolve corporate debt risks, deal with risk points such as private equity investment funds in an orderly manner, and severely crack down on illegal financial activities such as illegal fundraising. We will further improve the monitoring and warning mechanism in food and medical safety, and strengthen the construction of "sunshine kitchens" and safe markets in urban and rural areas, so as to improve food and drug safety.
Create a stable and peaceful social environment. We will adhere to the "Fengqiao Experience" in the new era, strengthen the construction of "one center, four platforms and one grid" for grassroots governance, and improve the mechanism for mediation and resolution of grassroots conflicts and disputes. We will carry out in-depth actions to improve the overall capability of network security and promote integrated online and offline governance. We will take solid measures to maintain security and stability in major events such as the 20th National Congress of the CPC and the Asian Games. We will strengthen the construction of social security system, normalize the fight against gangsters and organized crimes, and severely crack down on illegal crimes such as telecommunication fraud and cross-border gambling, so as to enhance the people's sense of security.
9.Be a good host of the Asian Games and Asian Paralympic Games in Hangzhou to present to the world a splendid galaof Chinese characteristics, Zhejiang style and Hangzhou flavor
Create a first-class competition environment. Hosting the Hangzhou Asian Games is a glorious task entrusted to Zhejiang by General Secretary Xi Jinping, which requires the whole province to participate and make it a successful event.We will strengthen the close cooperation between Hangzhou and Ningbo, Wenzhou, Jinhua, Shaoxing, Huzhou and other co-host cities, improve the job security system, and gather a strong force for the success of the grand event. 1. We will see the establishment of nursery institutions in 150 townships (subdistricts),with 50,000 new nursery places, including 30,000 new inclusive nursery places. We will renovate and expand 100 public kindergartens and increase 20,000 seats in public kindergartens.
2. We will see the renovation and expansion of 100 public primary and secondary schools, and increase 80,000 seats for public compulsory education.We will support 26 counties in mountainous areas and 6 island counties to set up 500 cross-regional paired schools.
3. We will carry out vocational skills training for more than 1.5 million people, adding 400,000 skilled talents, including 200,000 new high-skilled talents.
4. We will see the construction of 10 national key clinical specialty projects,and the increase of 5,000 beds in county-level public tertiary hospitals, and the renovation of 500 standardized village clinics (community health service stations).We will support 26 mountainous counties and 6 island counties to establish three standardized treatment centers for chest pain, stroke, and trauma, and three shared centers for examination, imaging, and pathology, and build more than 128 clinical specialties, and 40 pre-hospital emergency service stations.
5. We will see 6,000 beds added in the cognitive impairment care area, and 6,000 people obtain certificatesas nursing care workers. Each county (city, district) will build at least one smart public nursing home, and all home-based nursing service centers in township (subdistricts) will be equipped with intelligent terminals. The number of people covered by long-term care insurance willreach 15 million.
6. We will build 300,000 sets of affordable rental housing, and renovate no less than 600 old urban communities and 7,500 buildings.
7. We will upgrade or build 50 standardized rehabilitation institutions for children, 200 standardized homes for the disabled, and 1,000barrier-free places for public service.

We will see the renovation of 520 kilometers of national and provincial roads in the province with undulating disease points, and 100 bridgeheads, as well as 460 kilometers of urban roads and 260 urban bridges. The 11 districted cities will see the construction of 100,000 new parking spaces, and the renovation of 1,600 kilometers of rural roads.

We will start the reinforcement of 240 kilometers of seawalls, consolidate 200 dangerous reservoirs and 450 mountain ponds, upgrade and transform 1,500 agricultural irrigation pump stations, weirs and sluices, renovate 2,800 kilometers of rural water supply pipelines, and 500 kilometers of small and medium-sized rivers.
