Government Work Report

At the Fifth Session of the Thirteenth People's Congress of Zhejiang Province on January 26, 2021

Fellow Deputies,

On behalf of the People's Government of Zhejiang Province, I will now report to you on the work of the government for your deliberation and approval. I also ask members of the Provincial Committee of the CPPCC and those who are present for their comments.

I. A review of our main work in 2020 and achievements during the 13th Five-Year Plan Period

2020 is an extraordinary year. During the critical period of coordinating the epidemic prevention and control and economic and social development, General Secretary Xi Jinping visited Zhejiang and gave Zhejiang a new goal and new positioning of building an "important window", which has pointed out a strategic direction for Zhejiang's high-quality development. In the past year, facing profound and complex changes in the domestic and international situation, especially the sudden outbreak of the Covid-19 pandemic, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at the core and the direct leadership of the Provincial Party Committee, the provincial government has adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era, fully implemented the spirit of the 19th National Congress of the Communist Party of China and the 2nd, 3rd, 4th, and 5th Plenary Sessions of the 19th Central Committee, and thoroughly carried out the important instructions of General Secretary Xi Jinping during his inspection of Zhejiang. We have faithfully implemented the "Double-Eight Strategy", strived to create an "important window", paid equal attention to both production resumption and pandemic prevention, and kept stability in six aspects, so as to gather strength for development, empower the enterprises, and contribute to the construction of a well-off society and the improvement of governing efficiency, and to achieve new results in economic and social development. The province’s GDP reached 6461.3 billion yuan, an increase of 3.6% over the previous year; the general public budget revenue increased by 2.8%, and the income of urban and rural residents increased by 4.2% and 6.9% respectively. We have made decisive achievements in the three major battles, and successfully completed projects concerning ten aspects of people's livelihood.

1. Major achievements have been made in pandemic prevention and control. We have adopted precise measures of “source investigation and control, hard core isolation and precision intelligent control”, formulated a smart control system of “one map, one code and one index”, and formed a closed loop in pandemic prevention. We have taken the lead in effective control of the pandemic in communities, entry ports and maritime shipment. A total of 1,306 confirmed cases have been reported in the province, with a cure rate of 99.9%. We have guaranteed sufficient supply of medical materials for epidemic prevention. The daily output of masks has increased from 155,000 at the beginning of the epidemic to 10 million within two weeks, and the daily output of medical protective clothing has increased from zero to 128,000; scientific research on emergency response has achieved positive results. We took the lead in production resumption. By February 24, the industrial enterprises above designated size basically realized full resumption of work, and the industrial added value increased by 5.4% throughout the year; the market, the schools, universities and tourist sites were reopened in a safe and orderly way. We resolutely offered help to the main epidemic battle fields in Wuhan, Hubei province. We sent 2018 medical workers in 17 groups to help Wuhan and Jingmen, Hubei province, achieving a glorious victory with zero infections, and we fully completed the state's instructions for the allocation of emergency supplies such as masks and protective clothing; we also did a good job in helping overseas Chinese and sent a medical team to Italy.

2. Obvious results have been achieved in stabilizing enterprises and growth. Our action of "striving for excellence" boosted a strong economic rebound. The economic growth rate quickly rebounded from -5.6% in the first quarter to 5.8% in the second quarter, with a 0.5% increase in the first half and 2.3% in the first three quarters. We overcame the difficulties by "cutting taxes, fees, rent, interest, and expenditures", and we efficiently gave the state’s fiscal funds directly to the grassroots in cities and counties to benefit the enterprises and the people. Throughout the whole year, we reduced the burden of enterprises by 480 billion yuan, 210 billion yuan more than the 270 billion yuan estimated at the beginning of the year. We had unprecedented financial support for the development of the real economy. Loans for the private economy and small and micro-sized enterprises increased by 996 billion yuan and 788.7 billion yuan respectively, which were twice and 1.7 times the previous year’s increase. The scales of first loan, credit loan, and renewal without repayment were among the top in the country, and non-financial corporate bond issuance amounted to 906.8 billion yuan, an increase of 59.4%. We effective prevented major risks in the economic and financial sectors, and steadily resolved corporate bond default risks, listed company equity pledge risks, and corporate "two-chain" risks. The year-end non-performing loan rate was 0.98%, and illegal online lending institutions were all cleared. Foreign trade and foreign investment rose steadily, with exports amounting to 2,518 billion yuan, an increase of 9.1%, and its share in the nation’s total amount increased from 13.4% of the previous year to 14%; the actual use of foreign capital was 15.8 billion US dollars, an increase of 16.4%. We effectively expanded investment and promoted consumption. The six “hundred-billion industrial investment” projects were implemented in depth, and the fixed asset investment of the whole society increased by 5.4%. The action of “Trustworthy Consumption in Zhejiang” helped boost consumption, and digital life services became a new highlight. The total retail sales of consumer goods amounted to 2,663 billion yuan, a decrease of 2.6% from the previous year, which was 1.3 percent less than the national average.

3.Important progress has been made in technological innovation and industry upgrading. We accelerated the development of the three major innovation highlands in "Internet+", life and health, and new materials, and sped up the construction of the Hangzhou West Science and Innovation Corridor; the Zhijiang Laboratory and the West Lake Laboratory were included in the national laboratory construction sequence, and the first batch of provincial laboratories went under construction. We implemented the "Pioneer, Vanguard, Leading Goose, and Pilot" Operation, achieving 73 independent and controllable import substitutions. We carried out the "Kunpeng Action", newly introduced and cultivated 35 leading innovative and entrepreneurial teams. We successfully hosted the 2nd World Young Scientists Summit. The digital economy grew against the trend, the added value of core industries increased by 13%, and the industrial Internet platform system was initially established. We actively promoted enterprises to go on cloud platforms, and built a total of 62,600 5G base stations, covering all counties and key towns. With the momentum of the manufacturing industry strengthened, we fully implemented the version 2.0 of traditional industrial transformation and upgrading, and actively promoted the projects of industrial foundation reengineering and industrial chain upgrading, with 263 products newly cultivated and identified. We carried out in-depth the Eagle Action, Phoenix Action, and Eaglet Action, and nurtured many new companies, including 33 single-champion companies, 86 listed companies, 5 world's top 500 companies, 6449 high-tech enterprises and 16,032 technology-based small and medium-sized enterprises. We implemented the new-era craftsman cultivation project, and successfully held the first Zhejiang Skills Competition. 

4. New steps have been taken in the integrated development of the Yangtze River Delta and the "Four Major Constructions". With the accelerated implementation of the national strategy for the integrated development of the Yangtze River Delta, we smoothly carried out the construction of 250 major projects, took the lead in implementing the ecological green integrated development policy of the Yangtze River Delta, and orderly promoted the Zhejiang-Shanghai cooperative development of Yangshan. We upgraded the energy level of the Greater Bay platform, optimized and integrated various development zones and industrial clusters, expanded the new industrial platforms, and newly established the Jinhua-Yiwu New District and Taizhou Bay New District. We steadily promoted the construction of Greater Garden, started the construction of the Tang Poetry Road in East Zhejiang, accelerated the construction of 10 Famous Mountain Parks and 10 Island Parks, and cultivated 12 large-scale scenic sites, each with an investment of tens of millions of yuan. We accelerated significantly the construction of the Greater Corridor, and increased investment in railways and rail transit by 42.5%. We completed and put into operation the Shangqiu-Hefei-Hangzhou Railway and the Quzhou-Ningde Railway, accelerated the construction of a number of railways including Hangzhou-Shaoxing-Taizhou Railway, and started the construction of Nantong-Suzhou-Jiaxing-Ningbo Railway, Ningbo-Zhoushan Railway, Shanghai-Suzhou-Huzhou Railway, and Quzhou-Lishui Railway; we completed and opened to traffic Hangzhou West Double Line, Qiandaohu-Huangshan Expressway, and the Wencheng-Taishun Section of the Longquan-Lishui-Wenzhou Expressway. With the steady progress of the construction of the Greater Metropolitan Area,  we actively promoted the integrated development of garden city clusters such as Hangzhou-Shaoxing-Ningbo, Jiaxing-Huzhou, and Quzhou-Lishui, and fully implemented the integrated development plan of Ningbo and Zhoushan. We achieved positive results in the construction of characteristic towns, the cultivation of small cities, and the development of future community pilots, further strengthened the organic renewal of cities, and started the renovation of 116,000 sheds and 622 old communities.

5. New breakthroughs have been made in reform and opening up. We further promoted the reform of "maximum one visit service procedure", achieved one-process handling of 56 personal and enterprise life-cycle issues, and fully completed the reform of the "full-cycle career management" of the personnel in government agencies and institutions. We continuously optimized business environment, deepen the reform of "license-permit separation", and reduced the time for business start-up approval to one working day. We allowed at most 80 days for approval of general enterprise investment projects, and handled all international trade import and export businesses at "one single window". We accelerated the establishment of a new type of credit-based supervision mechanism, which stipulates to have more checks on bad credit, and no checks on good credit. We made a number of breakthroughs in reforms in key areas, accelerated the reform of "acre-based evaluation system" and the reform of "multiple regulations in one", and fully completed the reform of public institutions. The mixed reform rate of provincial state-owned enterprises reached 77% and the asset securitization rate reached 65%. We achieved initial results in constructing an important hub of the “Belt and Road” initiative, and accelerated the construction of the free trade pilot zone, with three new areas added-- Ningbo, Hangzhou, and Jinhua-Yiwu. The "Yiwu-Xinjiang-Europe" train ran 1,399 times, an increase of 165%. We opened new cross-border e-commerce comprehensive pilot areas, including Huzhou, Jiaxing, Quzhou, Taizhou, and Lishui, and set up pilot areas for market procurement trade in Huzhou, Shaoxing, and Taizhou.

6. The rural revitalization has boomed. We tightened the responsibility for "rice bags" and "vegetable baskets", and newly built 649,000 mu of high-standard farmland, with a total grain output of 12.11 billion jin, the highest in five years. We also built 157 large-scale pig farms, and the number of live pigs amounted to 6.28 million. We continued to polish the "rural revitalization" card, and set up 11 beautiful rural demonstration counties, 100 demonstration towns, and 300 characteristic villages, ranking first in the country's rural environment evaluation. We carried out 572 rural land improvement projects, built and renovated more than 8,000 kilometers of rural roads", and provided 3.84 million additional rural residents with standard drinking water. We also launched the pilot projects for the integration of beautiful rural areas in the new era.

7. Solid progress has been made in cultural construction. With the core values of socialism deeply rooted in the hearts of the people, we solidly carried out the pilot civilization practice center for the new era, and realized the integration of "construction, management, use and nurturing" of the rural cultural auditorium, which further improved its coverage and benefit to the people. All 11 districted cities were rated among the national civilized cities, and national dual-support model cities. Excellent traditional culture was developed in the process of inheritance. We accelerated the construction of the Grand Canal National Cultural Park, effectively protected world heritage sites such as the relics of Liangzhu Ancient City, and created the Song style cultural brands. We accelerated the integration of culture and tourism, further polished the brand of "A Thousand Dishes in Hundred Counties", and established 25 provincial-level pilot areas for culture-tourism integration.

8. We have further consolidated the establishment of ecological civilization demonstration. With the further improvement of environmental quality, the six air quality indicators in cities above the county level all reached the standards for the first time, and the proportion of Grade I to III water quality in the provincial-controlled sections increased by 3.2%. 1.384 million mu of contaminated arable land were put to safe use; our annual capacity to utilize and dispose of hazardous waste increased by 1.44 million tons; the coverage of urban garbage classified disposal reached 91.5%. We further intensified ecosystem protection, accelerated the ecological protection and restoration projects of mountains, rivers, forests, fields, lakes and seas, completed afforestation of 570,000 mu, and released the country’s first provincial-level ecological system GDP accounting technical specifications.

9. New results have been achieved in enriching, benefiting and protecting the people. With the improvement of employment, social security and income, 1.118 million new jobs were created in urban areas, and the urban unemployment rate was 4.3%. We fully implemented the reform of the medical insurance payment methods, achieved the dual goals of improving the quality of medical services and saving medical insurance funds, and regulated the provincial-level overall planning system for basic pension insurance for enterprise employees; the income of low-income farmers increased by 14%. We further promoted educational development and reform, built or expanded 193 inclusive rural kindergartens and provided 50,679 additional seats. We realized full coverage of “one public central school for one town”, and fully carried out the reform of the compulsory education enrollment system. With the further implementation of the Healthy Zhejiang Action, the "two chronic diseases" of hypertension and diabetes were included in the whole life cycle health management, and 12 chronic diseases were included in the coverage of outpatient clinics for urban and rural residents. We steadily improved services for the young and the aged, built 385 home care service centers in towns and sub-districts, and set up 342 additional nurseries for infants and children under 3 years old, which provided 14,627 new care places. With the improvement and expansion of the quality of public sports, we steadily promoted preparations for the Hangzhou Asian Games and the Asian Para Games. We continued to deepen the construction of a peaceful Zhejiang, adhere to the "Fengqiao Experience" in the new era, and established a dispute center in all the counties (cities, districts), and the complaints received by letter or personal visit dropped by 28.5% in the whole province. We further promoted the campaign against gang crimes, and eliminated 3,474 gangs. With the launch of the Security Seawall Project, we started the construction of 171 kilometers of the seawall, and successfully controlled the largest flood since the Xin’anjiang Reservoir was built. With the completion of the three-year action for comprehensive management of production safety, we reduced both the number of production accidents and the death toll by 22%, the number of road traffic accidents by 3.9%, the death toll in road traffic accidents by 16.1%, the number of fire accidents by 23.6%, and the death toll in fire accidents by 50%. People’s satisfaction rates for food and drug safety increased from 83.8% and 85.6% in the previous year to 85.9% and 87.8% respectively.

10. The governance of the government has been further improved. With the consolidation of government digital transformation, we upgraded government office applications such as Zheliban, Zhezhengding and Zhelidu, issued a number of scene-based multi-service collaborative applications, and continued to advance the “Internet + Supervision” system. As a result, Zhejiang is now becoming “a province of mobile services” and “a province of mobile offices”. We also accelerated the construction of a rule-of-law government as the first province to make breakthroughs in the comprehensive administrative law enforcement reform, with our administrative reconsideration reform promoted across the country. We comprehensively strengthened the construction of a clean government, conscientiously implemented the eight regulations of the Party Central Committee, and continuously promoted an honest working style. We also received good results in reducing the burden of the grassroots, reduced the government's general expenditures by 57.1 billion yuan, and put limited financial resources to the benefit of enterprises and people.

Fellow Deputies! The completion of the main objectives and tasks in 2020 marks the successful conclusion of the "13th Five-Year Plan". Over the past five years, we have thoroughly studied and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, earnestly implemented the decisions of the Party Central Committee, worked hard to overcome difficulties, and achieved decisive results in building a well-off society at a high level. The total economic volume has jumped to a new height of 6 trillion yuan, with an average annual growth of 6.5%; the general public budget revenue has increased from 481 billion yuan in 2015 to 724.8 billion yuan, an average annual growth of 8.5%; the income of urban and rural residents has reached 60,000 yuan and 30,000 yuan respectively, with an average annual increase of 7.5% and 8.6% respectively; the average life expectancy has increased from 78.3 years to 79.2 years; the satisfaction rate for people’s sense of security has stabilized above 96%. 

Over the past five years, we have fully implemented the innovative development concept, and significantly improved the development momentum and quality. The proportion of the province’s R&D expenditures in GDP increased from 2.3% to 2.8%; the number of high-tech enterprises increased from 6,437 to 22,158, and the proportion of the added value of high-tech industries in industries above designated size increased from 37.2% to 59.6%; we were also at the forefront of the country as an innovative province. Our digital economy also led the country, with core industries accounting for 10.9% of the added value. The average added value per mu of the industries above designated size increased from 939,000 yuan to 1.36 million yuan, and the average tax per mu increased from 187,000 yuan to 275,000 yuan. With the major breakthroughs in the reform of “maximum one visit service procedure” and the digital transformation of the government, Zhejiang has become one of the provinces with the fewest approval items, the highest management efficiency, and the best service quality.

Over the past five years, we have fully adhered to the concept of coordinated development, and continuously improved the coordinated development between urban and rural areas. The urban and rural areas took on a look with each passing day. The urbanization rate of permanent residents increased from 65.8% to 71%. We were the first to basically achieve the same quality of drinking water in both urban and rural areas; low-income farmers were moving towards a high-level and comprehensive well-off society; the income gap between urban and rural residents shrunk from 2.07 times to 1.96 times. We had 1179 kilometers of expressways and 325 kilometers of high-speed railways newly built, realizing "high-speed connections between counties" in land areas, and our rural roads became a national demonstration. We accelerated the pace of green development and ecological enrichment in mountainous areas. 18 of the 26 counties had higher economic growth rates than the province’s average, and the urban and rural residents’ income in 25 counties increased faster than the average of the province.

Over the past five years, we have fully adhered to the concept of green development, and the quality of the ecological environment has improved significantly. We continued to advance the construction of beautiful Zhejiang, and completed the task of eliminating water quality inferior to Grade V three years ahead of schedule. The proportion of days with good air quality in districted cities increased by 9.5%; the energy consumption per 10,000 yuan of GDP fell from 0.45 tons of standard coal to 0.37 tons of standard coal; and the forest coverage rate rose to 61.2%. As a result, our mountains became greener, our water clearer, our sky bluer, our land cleaner. We were the first to pass the acceptance as a national ecological province, and our “green village” project won the United Nations Champion of the Earth Award.

Over the past five years, we have fully adhered to the concept of open development and accelerated the speed of opening up. The share of exports in the country increased by 1.9%, and the accumulated actual use of foreign capital was US$65.6 billion, an increase of 38%. The pilot free trade zone was approved for construction and empowered for expansion, and the entire oil and gas industry chain was accelerated; the cross-border e-commerce comprehensive pilot zone covered all districted cities, and its transaction volume ranked second in the country. The cargo throughput and container throughput of Ningbo Zhoushan Port steadily ranked first and third in the world, and the passenger throughput of the airport exceeded 70 million. The successful holding of the G20 Hangzhou Summit and World Internet Conference greatly enhanced Zhejiang’s international influence.

Over the past five years, we have fully adhered to the concept of shared development, and steadily improved the people's sense of gain. We eliminated the outstanding problems concerning the life, medical care and education of poverty-stricken people, raised the income of families whose per capita annual income was less than 8,000 yuan, and improved the villages with weak collective economy; the minimum living standard increased from an average of 570 yuan per month in rural areas and 653 yuan in urban areas to 886 yuan in both urban and rural areas. The 15-year education penetration rate from three years before school to senior high school was over 99%, and the gross enrollment rate for higher education increased from 56% to 62.4%. The spiritual and cultural life of the people became richer. The 80 impoverished counties outside the province that we had assisted were rid of poverty as scheduled.

Fellow deputies, our achievements during the 13th Five-Year Plan period were hard-earned. This is the result of the great leadership of the Party Central Committee with Comrade Xi Jinping at the core, the result of Xi Jinping's scientific guidance on socialism with Chinese characteristics for the new era, and the result of the united struggle of the people of our province led by the Zhejiang Provincial Committee of the Communist Party of China. Here, on behalf of the Provincial People's Government, I would like to express my sincere gratitude to the people of the province, the workers, the deputies to the National People's Congress, the members of the CPPCC, various democratic parties, the Federation of Industry and Commerce, people's organizations and people from all walks of life! Gratitude to the central units stationed in Zhejiang, the People's Liberation Army stationed in Zhejiang, the officers and soldiers of the armed police force, public security officers and fire rescue teams! My gratitude also goes to Hong Kong and Macao compatriots, Taiwan compatriots, overseas Chinese and friends at home and abroad who care and support the development of Zhejiang!

At the same time, we are also clearly aware that there are still many difficulties and problems in the economic and social development of our province. Mainly: the foundation for high-quality economic development is not yet solid, strategic emerging industries still lack strong support, and the transformation and upgrading of traditional industries is not fast enough; our scientific and technological innovation ability is still not strong enough, and the “bottleneck” problems in key core technology are still prominent; the problem of inadequate and unbalanced urban-rural and regional development still exists; the carrying capacity of resources and the environment is insufficient, and the industrial structure and energy structure cannot meet the requirements of low-carbon development; there are still many shortcomings in education, medical care, elderly care, housing, environmental protection, food and drug safety, and urban congestion control; there are still hidden risks in the fields of finance, network, supply chain, and production safety, and there are still weak links in supervision in some fields; we should still stay alert to various derivative risks caused by the pandemic, and the task of preventing and resolving risks remains arduous. Formalism and bureaucracy still exist to varying degrees in some government workers, who have low quality and efficiency, poor service awareness, and unrealistic and inaccurate work style. We must face up to difficulties and problems, dare to take responsibility and actions, and take more targeted measures to solve them.

II. The main goals and tasks in the "14th Five-Year Plan" period

The "14th Five-Year Plan" period is the first five years that our country has embarked on a new journey of comprehensively building a modern socialist country. The Provincial Government has conscientiously studied and implemented the spirit of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China. According to the Proposals on the "14th Five-Year Plan" by the CPC Zhejiang Provincial Committee, the Provincial Government has prepared the "Outlines of the 14th Five-Year Plan and the 2035 Long-Term Goals for National Economic and Social Development of Zhejiang Province (Draft)" and submitted to the conference for deliberation. After the approval of this conference, the Provincial Government will seriously organize the implementation.

The guiding ideology for economic and social development during the "14th Five-Year Plan" period is: adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the 2nd, 3rd, 4th, and 5th Plenary Sessions of the 19th Central Committee, and fully implement the Party’s basic theory, basic lines, and basic strategy; promote balanced economic, political, cultural, social, and ecological progress; promote coordinated implementation of the Four-Pronged Comprehensive Strategy; adhere to the overall leadership of the Party, to the people as the center, to the new development stage as our start point, to the implementation of the new development concept, to the deepening of reform and opening up, to the system concept, and to the general tone of seeking progress while maintaining stability; take the promotion of high-quality development as our theme, take the supply-side structural reform as our main line, take reform and innovation as our fundamental driving force, take the satisfaction of the people’s growing needs for a better life as our fundamental goal; faithfully implement the "Double Eight Strategy", strive to create an "important window", and coordinate development and safety; take the lead in exploring effective ways to build a new development pattern, in building a modern economic system, in advancing the modernization of provincial governance, in pushing the people of the province towards common prosperity, so as to achieve higher-quality, more efficient, fairer, more sustainable and safer development, to highlight the beauty of ecology, humanities, harmony, and integrity, to comprehensively enhance the people’s sense of gain, happiness, and security, and to make Zhejiang a pioneer province in socialist modernization.

The main goals of economic and social development during the "14th Five-Year Plan" period are as follows: realize sustained, healthy and high-quality economic and social development on the basis of significantly improved quality and efficiency; by 2025, the province’s GDP and per capita GDP will exceed 8.5 trillion yuan and 130,000 yuan respectively; the added value of the digital economy will account for about 60% of the GDP; the urbanization rate of the permanent population will reach about 75%; the R&D expenditures will increase by 12% annually, accounting for about 3.3% of GDP; the average life expectancy will exceed 80 years; the income gap between urban and rural residents will shrink to 1.9 times; the residents’ comprehensive reading rate will reach 92.5%; an olive-shaped social structure with middle-income groups as the mainstay will basically take shape; the gap between urban and rural development will continue to narrow, so will the gap between the living standards of the residents; we will strive to create a high-quality economic development highland, three high-tech innovation highlands, a new highland for reform and opening up, a cultural highland for the new era, a pilot zone for a beautiful China, a pilot zone for provincial modern governance, and a happy and beautiful home for the people.

To achieve the above goals, we must unwaveringly complete the following five tasks:

1. Unswervingly promote high-quality development. We must adhere to new development concepts, explore effective ways to build a new development pattern, deepen supply-side structural reforms, provide high-quality products and services, and strengthen demand-side management. We must vigorously promote scientific and technological innovation, strengthen technical research on bottleneck problems, deepen the construction of digital Zhejiang and build a modern economic system, so as to achieve the unity of development scales, speed, quality, structure, efficiency, and safety.

2. Unswervingly promote high-level balanced development. We must adhere to the integrated development of urban and rural areas, and the coordinated development of land and marine economy, making them complementary to each other, and promote strategies of new urbanization and rural revitalization. We must broaden our development space in coordinated development, strengthen our development potential in improving the weak areas, and make great efforts to narrow the urban-rural gap, regional gap and income gap, so as to take the lead in breaking the problem of unbalanced and insufficient development, and in promoting the common prosperity of the people of the province.

3. Unswervingly create a high-quality life. We must start from the points where the people care most, do what the people need most, and strive to ensure at a higher level education for young children, medical care for the sick, and support for the weak and the elderly. We must make sure every worker gets paid and everyone has a shelter to live in. We must make every effort to satisfy people's yearning for a better life, meet their higher-quality spiritual and cultural needs, and enrich their sense of gain.

4. Unswervingly strengthen high-efficiency governance. We must combine an effective market with an effective government, strengthen the leading role of digital reform, and accelerate the construction of a government governance system with clear boundaries of responsibilities and rule-of-law administration. We must create a market-oriented, legalized international first-class business environment, forge new advantages in systems and mechanisms, and continuously improve governance efficiency to release market vitality and social creativity.

5. Unswervingly hold the bottom line of safe development. We must fully adhere to the overall national security concept, make a better coordination between development and security, and integrate security development through all fields of economic and social development, with our attention on loopholes and weaknesses. We must work scientifically, initiatively, and predictively, strengthen the security system and capacity building, and effectively prevent and resolve risks and challenges to build a safe Zhejiang at a higher level.

To promote the development of the "14th Five-Year Plan" and achieve the goals of the plan, we must completely, comprehensively and accurately implement the new development concept in accordance with the requirements of the new development stage, and take precise and pragmatic measures to form a new development pattern for Zhejiang.

1. Strengthen innovation-driven development and make every effort to create new development advantages. We must adhere to the two-wheel drive of technological innovation and system innovation, strengthen the deep integration of innovation chain with industry chain, and break through the industry bottleneck, so as to contribute more Zhejiang power to the country's scientific and technological self-reliance, and contribute more Zhejiang elements to the creation of an independent, controllable, safe and efficient industry chain and supply chain. We must vigorously promote scientific and technological innovation, implement the strategy of development with talents and innovation, strengthen the optimization and integration of innovation platforms, and give full play to the role of enterprises in innovation. We must improve the diversified mechanism where the government guides and drives the entire society, formulate a ten-year action plan for basic research, use applied research to promote basic research, and use basic research to lead applied research, and accelerate the creation of three high-tech innovation highlands. We must strengthen the introduction of high-end talents and gather more than 5,000 leading talents and over 1 million highly skilled talents in five years. We must vigorously promote industrial innovation, accelerate the development of digital economy and strategic emerging industries, make development plans for future industries, strengthen the transformation and upgrading of traditional manufacturing, and optimize and upgrade industrial platforms. We must accelerate the construction of an "individual-event champion" province, cultivate and upgrade industrial clusters, and create a batch of trillion-level world advanced manufacturing clusters, and make the added value of manufacturing stabilize at about 1/3 of the GDP. We must improve agricultural quality, efficiency and competitiveness, and accelerate the high-quality development of the service industry. We must vigorously strengthen the province with quality, and promote enterprises to win national and provincial quality awards, so as to promote the "Made in Zhejiang" brand. We must vigorously promote the spirit of model workers and craftsmen, and cultivate high-quality industrial workers. We must vigorously promote the innovation of systems and mechanisms, give full play to the leveraging effect of digital reforms, vigorously promote the reform of "acre-based evaluation", improve the market-oriented allocation of factors, and further smooth the circulation of land, capital, labor, data and other factors, and make resource factors flow towards advantageous regions, advantageous industries, and advantageous projects to create the most flexible market mechanism.

2. Promote coordinated development in an all-round way and accelerate the improvement of balanced development. We must pay attention to the overall planning and coordination of development, and focus on the coordinated development of urban and rural areas, regional areas, and material civilization and spiritual civilization. We must promote the coordinated development of urban and rural areas, promote the full integration of new urbanization and rural revitalization, and accelerate the realization of the same plan and the same network for urban and rural transportation, water supply, power grid, and natural gas. We must promote the equal exchange of urban and rural elements and the rational allocation of public resources, and promote the open, integrated and balanced development of urban and rural areas, so as to make agriculture highly efficient, rural areas pleasant to live and work in, and farmers rich and prosperous. We must promote the coordinated development of the regions and make good use of the mountain and ocean resources in the new era, so as to make significant achievements in the construction of Zhejiang as a strong marine province, and comprehensively enhance the endogenous development momentum of mountainous areas. We must engage ourselves deeply into the integrated and high-quality development of the Yangtze River Delta and the development of the Yangtze River Economic Belt, continue to do a good job in counterpart assistance and cooperation, and accelerate the formation of a land-sea linkage pattern. We must carry out the New Era Cultural Zhejiang Project, improve the public cultural service system for the people, accelerate the construction of a modern cultural industry system, and promote the unity of meeting the people's cultural needs and strengthening the people's spiritual power, so as to promote the development and prosperity of culture, and create new glory for Chinese culture with Zhejiang strength.

3. Promote the demonstration of ecological civilization and make green the most splendid color in development. We must adhere to the concept of green development, fight for a long-term battle to improve the ecological environment, and accelerate the construction of a beautiful China pilot demonstration zone. We will promote green recycling and low-carbon development, resolutely meet the requirement for the carbon peak action, and vigorously advocate green and low-carbon production and lifestyles, so as to raise the proportion of non-fossil energy in primary energy to 24%, and reduce the coal-fired power installed capacity to 42%. We will continue to promote blue sky, clear water, clean land, and waste removal actions, so that the proportion of days with good air quality in districted cities will reach 93%, the proportion of grade III surface water and above will reach 95%, and all districted cities and 60% of counties (cities) will become "waste-free". We will further promote the protection and restoration of the ecological system, advance the greening of the country at a high level, and strengthen the construction of ecological coastal zones, so that the forest coverage rate will reach 61.5%, the retention rate of the mainland natural coastline will be no less than 35%, and the island natural coastline retention rate is not less than 78 %, and we will resolutely implement a ten-year ban on fishing in the Yangtze River. We will improve the environmental governance system, establish a coordinated ecological environment governance system, optimize the zoning management model, and improve the pollution discovery mechanism and the long-term closed-loop management mechanism for striking ecological problems.

4. Continue to expand domestic demand and promote high-level opening up. We will integrate the strategy of expanding domestic demand with the supply-side structural reforms to effectively penetrate through the circulation blockages and eliminate bottlenecks. We will fully integrate into the construction of a unified national market, participate in all aspects of the great domestic cycle, and strive to build a strategic fulcrum for the great domestic cycle and a strategic hub for the domestic and international double cycles. We will further carry out the new consumption policy, enhance traditional consumption, cultivate new types of consumption, and continue to promote the "Consumption in Zhejiang" brand. We will promote the construction of a modern circulation system, accelerate the cultivation of an international consumption center, and build a strong province of digital life and service. By 2025, the total retail sales of consumer goods will reach 3.5 trillion yuan, and the household consumption rate will reach 42%. We will further carry out the new investment policy, give full play to the role of investment and technological transformation in optimizing the supply structure and improving the quality of supply, and focus on the major projects in technological innovation, modern industry, transportation facilities, ecological and environmental protection and public services. We will develop a higher-level open economy, focus on the simultaneous practice of opening up based on flows of goods and factors of production and opening up based on rules and related institutions, accelerate the optimization and upgrading of foreign trade, and build a global investment haven. We will create an important hub for the “Belt and Road” initiative and build a high-standard free trade pilot zone, so as to promote the free and facilitated investment and trade and enhance Zhejiang’s position in the global value chain. By 2025, the import and export volume of goods trade and service trade will reach 4 trillion yuan and 600 billion yuan respectively, and the actual use of foreign capital will reach 17 billion US dollars.

5. Vigorously support and improve people's livelihood to let the people share the fruits of development. We will implement new measures to enrich the people, benefit the people and keep the people safe, to let those who have become rich help others become rich, carry out the basic modernization actions for low-income groups, and take the lead and make substantial progress in promoting common prosperity. We will promote continuous increase of residents’ income, work for adequate and high-quality employment, and encourage enterprises to expand the income of employees by improving quality and efficiency. We will improve the mechanism of reasonable wage growth, and the mechanism of distribution partly according to innovative elements, and increase residents’ income through multiple channels. We will improve the multi-level social security system, optimize sustainable social insurance system, steadily raise the minimum living standards of urban and rural residents, and improve the social assistance system. We will actively respond to the aging population, improve the elderly care service system, and increase the number of licensed elderly care workers from 16 per 10,000 elderly people to 25. We will speed up to improve the modernization of education, fully implement the fundamental tasks of education, promote the establishment of "modern schools", develop high-standard basic education, and vigorously implement the strategy of strengthening the province with higher education. We will promote a high-standard healthy Zhejiang, shift our focus from treating diseases to health, and build a strong public health system, and a high-quality efficient medical and health service system. We will work together to create a "medical peak", promote the inheritance and innovation of traditional Chinese medicine, and raise the number of practicing (assistant) physicians per 1,000 people from 3.67 to 4.3, and the number of beds in medical institutions per 1,000 people from 5.99 to 7.5. We will improve the public service system for national fitness, and turn Zhejiang into a sports province.

6. Lay a firm foundation for safe development and effectively prevent and resolve various risks. We must strengthen our awareness of dangers and risks, keep to the bottom line thinking, and focus on safety to ensure development. We must strengthen the protection of grain and important agricultural products, strictly protect permanent basic farmland and 8.1 million mu of grain production areas, and stabilize the comprehensive grain production capacity of advantageous production areas such as the Hangzhou-Jiaxing-Huzhou Plain. We will vigorously promote the application of high-quality, high-yield varieties and advanced applicable technologies to realize "grain storage in the land" and "grain storage in technology", so that the sown area of grain will steadily increase to make the output exceed 12 billion jin, and the self-sufficiency rate of pork will increase and stay around 70%. We will strengthen energy security, deepen structural reform in the energy sector, improve oil and gas reserves, and promote the development of clean energy and the clean use of coal. We must prevent and resolve risks in economic security, improve risk monitoring and early warning mechanisms over corporate debt, steadily resolve hidden debt risks of local governments, and strengthen our risk monitoring network to ensure the safety of the industrial chain and supply chain and improve the emergency reserve system. We must maintain public safety, implement the production safety responsibility system, and form an effective work mechanism for curbing major accidents to ensure a continuous decline in the number of production accidents and deaths. We must strengthen the resolution of social conflicts and disputes, and the construction of a public security system, innovate the comprehensive management of the network and promote social stability to protect the security of the people. 

III. Go all out to have a good start of the "14th Five-Year Plan"

This year is the 100th anniversary of the founding of the Party and the first year of the "14th Five-Year Plan". We must make a good start and show a new outlook.

To do this year’s work, we must follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era, fully implement General Secretary Xi Jinping’s important instructions and the Party Central Committee’s decisions, and earnestly meet the work requirements of the Provincial Party Committee. We must accurately seize the opportunity of the new development stage, thoroughly carry out the new development concept, accelerate the construction of a new development pattern, and strive to create new development advantages. We must improve the implementation mechanism of the "Double Eighth Strategy", highlight our pioneer spirit in reform, service, and risk prevention and control, and implement the "13 strategies" to consolidate and expand the results of epidemic prevention and the fruit of economic and social development. We will make a big push to ensure stability in six areas and carry out 'six priorities', strive to build a modern government of "smart and pragmatic governance", and promote new breakthroughs in high-quality development, so as to have a good start in striving to be a pioneer province in socialist modernization, and celebrate the 100th anniversary of the Party with excellent achievements.

Taking all factors into consideration, the main expected goals of the province in economic and social development this year are: make GDP grow more than 6.5%; R&D expenditures account for 2.9% of the GDP, and the urbanization rate of the permanent population reaches about 72%; steadily increase the income of urban and rural residents, and make fiscal revenue growth basically synchronize with economic growth; control the increase in consumer prices at about 3%; create 800,000 urban jobs, confine the urban surveyed unemployment rate at about 5.5%; complete the targets of the energy and environmental indicator plan issued by the state.
