Department of Emergency Management of Zhejiang Province thoroughly implements the guidelines and policies, and decisions and deployments on emergency response made by the Party Central Committee and the Provincial Party Committee, and adheres to and strengthens the Party's centralized and unified leadership over emergency response in the process of performing its duties. Its main responsibilities include:


(1) Being responsible for emergency management, guiding departments at all levels in the province to respond to emergencies related to work safety, natural disasters, and comprehensively prevent and mitigate disasters and do the relief work); being responsible for comprehensively supervising and managing work safety and supervising and managing work safety in the industrial, mining, commercial and trade industries.


(2) Implementing relevant laws and regulations, organize the formulation of plans for the construction of provincial emergency response systems, work safety, and comprehensive disaster prevention and mitigation, and drafting relevant local laws and regulations, formulating and supervising the implementation of relevant policies, procedures and standards.


(3) Guiding the construction of emergency response planning systems, establishing and improving the scaled response systems for accidents, disasters and natural catastrophes, organizing the formulation of the overall emergency response plans and special plans for work safety and natural disasters, comprehensively coordinating the connection between emergency plans, and organizing and guiding drills based on the plans; inspecting and guiding the formulation and implementation of emergency plans by relevant provincial departments and municipal governments, and promoting the construction of emergency refuge facilities.


(4) Taking the lead in establishing a unified emergency management information system, being responsible for the planning and layout of information transmission channels, establishing monitoring and early warning and disaster reporting systems, improving information retrieval and sharing mechanisms for work safety accidents and natural disasters, and uniformly publishing disaster information in accordance with the law.


(5) Organizing, guiding and coordinating the emergency rescue in emergencies related to work safety and natural disasters, comprehensively researching and judging the development of emergencies and making suggestions for response, and assisting the Provincial Party Committee and the Provincial Government in organizing the emergency response to major accidents and disasters.


(6) Uniformly coordinating and commanding various emergency professional teams in the province, establishing an emergency coordination linkage mechanism, promoting the connection of command platforms, and arranging the People's Liberation Army and the Armed Police Force to participate in emergency rescue.


(7) Coordinating the building of emergency rescue forces in the province, being responsible for the building of professional emergency rescue forces for fire fighting, forest and grassland fire fighting, flood fighting, earthquake and geological disaster rescue, work safety accident rescue, etc., managing the national comprehensive firefighting rescue teams stationed in Zhejiang in accordance with the prescribed authority, guiding and promoting the building of emergency rescue forces by various departments at all levels in the province and by the public.


(8) Being responsible for supervising and managing firefighting work, and guiding the work related to firefighting supervision, fire prevention, firefighting, etc.; leading the national comprehensive firefighting rescue team stationed in Zhejiang to undertake the emergency rescue work for major disasters and accidents.


(9) Guiding and coordinating the prevention and control of forest and grassland fires, flood and drought disasters, earthquakes and geological disasters, etc., being responsible for the comprehensive monitoring and early warning of natural disasters, and guiding the comprehensive risk assessment of natural disasters.


(10) Organizing and coordinating disaster relief work, organizing and guiding disaster verification, loss assessment, and disaster relief donations; managing, distributing and supervising the use of funds and materials allocated by the central and provincial governments.


(11) Exercising the power of comprehensive supervision and management of work safety in accordance with the law, guiding, coordinating, supervising and inspecting the work safety of relevant provincial departments and governments of prefecture cities, and organizing inspections and assessments of work safety.


(12) In accordance with the principle of the level of authority and jurisdiction, supervising and inspecting the implementation of laws and regulations on work safety by industrial, mining, and commercial and trading units and the work safety related to equipment (except special equipment), materials, and labor protection products; being responsible for supervising and managing the work safety of provincial enterprises in industrial, mining, commercial and trading industries; organizing and supervising the implementation of the work safety access system in accordance with the law; being responsible for comprehensively supervising and managing the safety of hazardous chemicals and the work safety in the production of fireworks and firecrackers; cooperating with relevant departments to supervise and inspect the disposal of hazardous chemicals, storage facilities and production equipment during shutdown or relocation of production and storage units.


(13) Organizing and guiding the investigation and handling of work safety accidents in accordance with the law, and supervise the implementation of accident investigation and handling and accountability; organizing and guiding the investigation and evaluation of natural disasters.


(14) Carrying out exchanges and cooperation in emergency management and work safety, and organizing and participating in cross-regional rescue work for emergencies related to work safety and natural disasters.


(15) Formulating and organizing the implementation of plans for the reserves of emergency materials and the emergency rescue equipment, and establishing and improving the reserves of emergency materials, information platforms and allocation systems in conjunction with Food and Strategic Reserves Bureau of Zhejiang Province and other departments, and dispatching them during disaster relief in a unified manner.


(16) Being responsible for emergency management, and publicity, education and training on work safety, and organizing, guiding and coordinating emergency management, scientific and technological research, promotion and application, and informationization of work safety.


(17) Organizing the implementation of the instructions and orders of the State Headquarters for Response to Major Catastrophes; undertaking the routine work of the provincial headquarters for response to major disasters, and coordinating the relevant work of the member units of the headquarters; guiding the work of the counterpart headquarters in the cities and counties.


(18) Completing other tasks assigned by the Provincial Party Committee and the Provincial Government.


(19) Transforming functions: strengthening, optimizing, and coordinating the improvement of the emergency response capabilities in the province, building an emergency response capability system with unified leadership, consistent power and responsibility, authority and efficiency, and promoting the formation of an emergency management system featuring unified command, specialization and regularity, flexible responsiveness, linkage between upper and lower authorities, and combination of peacetime and wartime duties. First, insisting on focusing on prevention and combining prevention, response and relief, insisting on the unity of normal disaster reduction and abnormal disaster relief, striving to shift the focus from post-disaster relief to pre-disaster prevention, from responding to single disaster to comprehensive disaster mitigation, and from reducing disaster-induced losses to reducing the risks of disasters, improving the emergency management standard and disaster prevention, mitigation and relief capabilities, and preventing and resolving major safety risks; second, adhering to the people-oriented principle, ensuring the top priority of the people’s lives,  ensuring the basic living of the people affected by the disasters, strengthening drills of emergency plans, enhancing the public awareness of disaster prevention and mitigation, improving public knowledge and self-rescue and mutual-rescue skills, and reducing casualties and loss of property; third, establishing the concept of safe development, insisting on the top priority of life and security, improving the responsibility system for work safe, and resolutely curbing major and serious safety accidents.
