[Main Responsibilities]

 

(I) Organizing the formulation of national health policies in the province, formulating draft local laws and regulations, and policies and plans for the development of health services, and formulating and organizing the implementation of local standards and norms; making overall plans for the allocation of health service resources, and guiding the formulation and implementation of health plans for cities and counties; formulating and organizing the implementation of policies and measures, such as equalization, popularization, convenience, and extension of public resources to the grassroots of basic public health services.

 

(II) Coordinating and advancing the deepening of the reform of the medical and health system, and studying and putting forward recommendations on major guidelines, policies, and measures on deepening the reform of the medical and health system; organizing and deepening the comprehensive reform of public hospitals, promoting the separation of management and operation, improving the modern hospital management system, strengthening the Party building of public hospitals, formulating and organizing the implementation of policies and measures on promote the diversification of public health service providers and the diversity of service methods, and proposing recommendations on medical services and drug pricing; working with relevant departments to formulate and implement policies and measures for the development of the health service industry.

 

(III) Formulating and organizing the implementation of plans for disease prevention and control, immunization plans, and measures to tackle problems that seriously endanger people's health and public health; being responsible for health emergency work, organizing and guiding the prevention and control of public health emergencies and medical and health rescue in various public emergencies.

 

(IV) Organizing the formulation and coordinating implementation of policies and measures to deal with population aging, and being responsible for promoting the construction of the elderly health service system and the integration of health care and fitness maintenance.

 

(V) Organizing the implementation of policies on and systems for national essential drugs, carrying out drug use monitoring, clinical comprehensive evaluation and early warning of shortage of drugs, and putting forward suggestions on the pricing of basic drugs in the province; carrying out food safety risk monitoring, formulating and publishing local standards for food safety in accordance with the law, and organizing and guiding the filing of standards of food security enterprises.

 

(VI) Being responsible for supervising and managing public health such as occupational hygiene, radiation hygiene, environmental hygiene, school hygiene, public place hygiene, drinking water hygiene, and infectious disease prevention within the scope of responsibilities, and improving the comprehensive hygiene and health supervision system; taking the lead in implementing  Framework Convention on Tobacco Control.

 

(VII) Formulating and supervising the implementation of management measures for medical institutions and medical service industries, and establishing a medical service evaluation and supervision management system: being responsible for supervising and managing work safety in the health industry; cooperating with relevant departments to organize the implementation of qualification standards for health professionals; formulating and organizing the implementation of specifications and standards for medical services, and practicing rules and service specifications for health professionals; guiding and promoting the quality management and brand cultivation of medical institutions and public health institutions.

 

(VIII) Being responsible for family planning management and services, carrying out population monitoring and early warning, studying and putting forward policy recommendations related to population and family development, and improving family planning policies.

 

(IX) Guiding grassroots health work, and guiding the construction of the grassroots medical and health, and maternal and child health service system and the building of teams of general practitioner; promoting the innovation and development of health technology.

 

(X) Organizing the formulation of development plans for traditional Chinese medicine and ethnic medicine and incorporating them into the overall plan for the development of health care, being responsible for the inheritance and innovation of traditional Chinese medicine and its integration with Western medicine, and coordinating the development of traditional Chinese medicine and Western medicine.

 

(XI) Being responsible for the medical and health care of the central government leaders and important foreign guests visiting Zhejiang and those enjoying provincial-level health care, and being responsible for the medical and health guarantee for important national and provincial meetings and major events.

 

(XII) Completing other tasks assigned by the Provincial Party Committee and the Provincial Government.

 

(XIII) Transforming functions: firmly establishing the concept of general hygiene and general health, promoting the implementation of the healthy China strategy and the healthy Zhejiang strategy, deepening the “Maximum One Visit Service Procedure” reform in the medical and health field, comprehensively establishing health impact evaluation systems, and providing the people with a full-range and full-cycle health services, by taking reform and innovation as the driving force, by focusing on promoting health, transforming models, strengthening the grassroots and highlighting security, and by shifting the focus from treating diseases to centering on people's health; first, paying more attention to prevention and health promotion, strengthening the prevention and control of major diseases, actively responding to the population aging, and improving the health service system; second, paying more attention to the grassroots public health as the focus and the allocation of health resources to the grassroots, to promote the extension of public health resources to the grassroots, to rural areas, to remote areas and to people in difficulties. Third, paying more attention to improving the quality and level of services, and promoting the equalization, inclusiveness, and convenience of basic public health services; fourth, coordinating and deepening the reform of the medical and health system, intensifying the reform of public hospitals, promoting the separation of management and operation, promoting the diversification of public health service providers and the diversity of service methods, and promoting the coordinated development of health undertakings and industries.

 

(XIV) Division of related responsibilities.

 

1. The division of responsibilities with Development and Reform Commission of Zhejiang Province. Health Commission of Zhejiang Province is responsible for carrying out population monitoring and early warning, formulating childbirth policies, researching and proposing policy recommendations on the number, quality, structure, and distribution of the population related to childbirth, promoting the matching of childbirth policies and relevant policies on economic and social development, participating in the formulation of plans for and policies on population development, and implementing relevant tasks in population development plans. Development and Reform Commission of Zhejiang Province is responsible for monitoring and evaluating population changes and the resulting impacts, implementing a population forecasting system, carrying out assessments of the impact of major decisions on population, improving the decision-making and consultation mechanisms for major population policies, and studying and putting forward policy recommendations for the coordinated and sustainable development of population and economy, society, resources, and environment, and for the coordinated promotion of long-term and balanced population development. Development and Reform Commission of Zhejiang Province is responsible for formulating and organizing the implementation of development plans for and policies on the health service industry  in the province, and leading the organization and coordinating major issues in the development of the health service industry in the province, and Health Committee of Zhejiang Province works with relevant departments to formulate and implement policies and measures on the development of the health service industry.

 

2. The division of responsibilities with Department of Civil Affairs of Zhejiang Province. Health Committee of Zhejiang Province is responsible for formulating policies and measures on dealing with population aging, and combining health care and fitness maintenance, comprehensively coordinating, supervising and guiding, and organizing and promoting the development of the elderly cause, and undertaking elderly health work such as the prevention and treatment of elderly diseases, health care for the elderly, mental health and care services for the elderly, etc. Department of Civil Affairs of Zhejiang Province is responsible for overall planning, urging and guiding, and supervising and managing the elderly care services, formulating and organizing the implementation of plans, policies, and standards for the construction of the elderly care service system, and undertaking the welfare of the elderly and the assistance to the elderly in special difficulties.

 

3. The division of responsibilities with the customs. Health Committee of Zhejiang Province is responsible for the overall prevention and control of infectious diseases and emergency response to public health emergencies in the province. Health Committee of Zhejiang Province, Hangzhou Customs and Ningbo Customs establish and improve cooperation mechanisms for responding to port epidemics and public health incidents, notification and communication mechanisms for infectious disease and public health incidents, and notification and collaborative handling mechanisms for the imported epidemics through ports.

 

4. The division of responsibilities with Zhejiang Provincial Administration for Market Regulation. Health Commission of Zhejiang Province is responsible for monitoring  risks  related to food safety, and works with Zhejiang Provincial Administration for Market Regulation and other departments to formulate, adjust, and implement food safety risk monitoring programs. When finding possible food safety hazards through monitoring or receiving public reports, Health Commission of Zhejiang Province shall immediately report to Zhejiang Provincial Administration for Market Regulation and other departments, and Zhejiang Provincial Administration for Market Regulation and other departments shall organize further investigations. Health Commission of Zhejiang Province is responsible for supervising the sanitation of the centralized disinfection services for tableware and drinking utensils; when finding through testing that tableware and drinking utensil services provide unqualified products, Zhejiang Provincial Administration for Market Regulation shall promptly report to Health Commission of Zhejiang Province, and Health Commission of Zhejiang Province shall deal with the case in accordance with the law.

 

5. The division of responsibilities with Healthcare Security Administration of Zhejiang Province. Health Commission of Zhejiang Province, Healthcare Security Administration of Zhejiang Province and other departments strengthen the integration of systems and policies in health care, medical insurance, medicine, etc., establish communication and consultation mechanisms, coordinate the promotion of the reform of the linkage of health care, medical insurance, and medicine and the construction of county medical and health service communities, and accelerate the advancement of interconnection of data between medical insurance, and healthcare and medicine to improve the efficiency of medical resource utilization and the standard of healthcare security.

 

6. The division of responsibilities with Medical Products Administration of Zhejiang Province. Medical Products Administration of Zhejiang Province and Health Commission of Zhejiang Province establish information notification mechanisms for  the quality management of medical device clinical trial. Medical Products Administration of Zhejiang Province works with Health Commission of Zhejiang Province to improve the monitoring systems for adverse drug reactions and adverse events related to medical devices, and perfect the mutual notification mechanism and joint disposal mechanism. Health Commission of Zhejiang Province works with Medical Products Administration of Zhejiang Province and other departments to strengthen the supervision and management of the ethical review of clinical trial institutions for drugs and medical devices.
