According to the “Provisions on the Function Assignment, Internal Institutions, and Staffing of Department of Water Resources of Zhejiang Province” (Departmental [2018] No. 78) issued by the General Office of the Zhejiang Provincial Committee of the Communist Party of China and the General Office of the People's Government of Zhejiang Province, the main responsibilities of Department of Water Resources of Zhejiang Province are as follows:

 

 (1) Being responsible for ensuring the rational development and utilization of water resources: formulating strategic plans and policies on water conservancy, and drafting relevant local laws and regulations; organizing the formulation of major water conservancy plans, such as strategic plans for water resources, comprehensive plans for important river and lake basins (regions), and flood control plans, in the province.

 

 (2) Being responsible for the overall planning and security of water for life, production and operation, and ecology and environment: organizing the implementation of the most stringent water resources management system, and implementing unified supervision and management of water resources; formulating and supervise the implementation of plans for mid- and long-term water supply and demand  and programs for water diversion in the province and across regions; being responsible for the dispatch of water resources in important river basins, regions and major water diversion projects, organizing the implementation of systems for water withdrawal permits, water resources demonstration and flood prevention and control demonstration, and guiding the development of paid use of water resources; guiding water supply in the water conservancy industry and in rural areas.

 

 (3) Formulating and guiding the implementation of systems for the construction and management of water conservancy projects in accordance with regulations: being responsible for proposing suggestions on the investment scale, direction, and specific arrangements of water conservancy fixed assets, and organizing and guiding the implementation; reviewing fixed asset investment projects within the plannings and annual plans in accordance with the specified authority, and proposing suggestions on the arrangements of central water conservancy funds and provincial-level fiscal water conservancy funds and being responsible for regulating the project implementation.

 

 (4) Guiding water resources protection: organizing the formulation and implementation of plans for water resources protection; guiding the protection of drinking water sources, and guiding the development and utilization of groundwater and the management and protection of groundwater resources; organizing and guiding the comprehensive treatment of areas where groundwater is over-exploited.

 

 (5) Being responsible for water conservation: formulating water conservation policies, organizing the formulation and implementation of water conservation plans, and organize the formulation of relevant standards; organizing the implementation of management systems such as total water consumption control, organizing and supervising water conservation in the province, and guiding and promoting the construction of a water-saving society.

 

 (6) Guiding hydrological work: being responsible for hydrological monitoring and water resource monitoring, and construction and management of hydrological station networks, monitoring rivers, lakes, reservoirs and groundwater, and publishing hydrological and water resources information, intelligence forecasts and provincial water resources bulletins; organizing and carrying out water resource survey and evaluation, and monitoring and early warning of water resource carrying capacities;  guiding the informatization of water conservancy.

 

 (7) Guiding the management, protection and comprehensive utilization of water conservancy facilities, water areas and their shorelines: organizing and guiding the construction of water conservancy infrastructure networks; guide the treatment, development and protection of important rivers, reservoirs, lakes and estuaries; guiding the protection and restoration of river and lake water ecology, the regulation of river and lake ecological flow and water amount, and the connection between river and lake water systems; being responsible for the reclamation of tidal flats; guiding the treatment and development of low-hill red soil.

 

   (8) Guiding and supervising the construction and operation management of water conservancy projects: organizing the implementation of the construction and operation management of important water conservancy projects that play controlling roles and that are across regions and river basins; organizing to propose and coordinate the implementation of relevant policies and measures for the operation of projects directly managed by the provincial authority and subsequent project construction, guiding and supervising the safe operation of the projects, organizing the work related to project acceptance, and urging and guiding the construction of supporting projects in cities and counties; being responsible for the ecological and environmental protection in the water conservancy industry according to the division of labor; organizing the regulation of the water conservancy construction and operation management market.

 

  (9) Being responsible for water and soil conservation: formulating and supervising the implementation of plans for water and soil conservation, and organizing the implementation of comprehensive prevention and control, monitoring and forecasting, and regular announcement of soil erosion; being responsible for supervising and managing water and soil conservation of construction projects, and guiding the implementation of provincial key water and soil conservation construction projects.

 

 (10) Guiding water conservancy in rural areas: organizing the construction and transformation of large and medium-sized irrigation and drainage projects; guiding the construction and management of projects for flood control and drainage in polder areas and projects for the security of rural drinking water; guiding the work related to water-saving irrigation; guiding the reform and innovation of rural water conservancy and the construction of a social service system; organizing and carrying out surveys and evaluations of hydro-power resources in accordance with regulations, and guiding the development of rural hydro-power resources, the transformation of small hydro-power stations, and the electrification of hydro-power stations in rural areas.

 

 (11) Guiding water administration supervision and water administration law enforcement, being responsible for the investigation and handling of major water-related illegal incidents, and guiding and coordinating the handling of water disputes; being responsible for supervising and managing work safety in the water conservancy industry, and guiding the regulation of work safety of water conservancy projects such as reservoirs, hydro-power dams, rural hydro power stations, river embankments, and sea ponds; organizing the implementation of supervision of water conservancy project construction.

 

 (12) Carrying out the work related to water conservancy science and technology, education and foreign exchanges: organizing water conservancy scientific research, technology promotion and foreign exchanges; organizing and carrying out quality supervision in the water conservancy industry; formulating and supervising the implementation of technical standards, regulations and specifications, quotas in the water conservancy industry.

 

 (13) Being responsible for implementing the requirements of plans for the comprehensive disaster prevention and mitigation, organizing the formulation and guiding the implementation of plans for flood and drought disaster prevention and standards for protection; undertaking water and drought monitoring and early warning; organizing the formulation of plans for flood and drought prevention diversion and emergency water diversion in major rivers and lakes, and major water projects, submitting these plans for approval according to procedures, and organizing their implementation; organizing to put forward proposals for flood diversion in the Taihu Lake Basin; undertake the technical support for the emergency rescue during floods and typhoon surges; undertaking the diversion of important water projects; undertaking the assessment of flood impact in flooded areas, and flood storage and detention areas; organizing the formulation and supervising the implementation of policies on water conservancy for flood and drought prevention and control.

 

  (14) Completing other tasks assigned by the Provincial Party Committee and the Provincial Government.

 

(15) Transforming of functions: effectively strengthening the rational use of water resources, optimized allocation, and conservation and protection; insisting on giving priority to water conservation, shifting from increasing supply to paying more attention to demand management, and strictly controlling total water consumption and improving water consumption efficiency; adhering to the priority of protection, strengthening the management and protection of water resources, water areas and water conservancy projects, and maintaining the health and beauty of rivers and lakes; insisting on overall planning and all-round consideration, ensuring reasonable water demand and sustainable use of water resources, and providing water security for economic and social development; adhering to attaching importance to both construction and management, strengthening the regulation of water conservancy projects; persisting in deepening the reform of streamlining administration and delegating power, combining decentralization and regulation, and optimizing services, and promoting the in-depth development of the “Maximum One Visit Service Procedure” reform in the water conservancy sector; promoting the digital transformation of water conservancy and accelerating the modernization of water conservancy.
