Institutional functions:

 

Its main responsibilities include:

 

(1) Implementing the comprehensive transportation development strategies and taking the lead in promoting the construction of province with a strong transportation; organizing the formulation of comprehensive transportation development plans and policies, optimizing the layout of major throughway, and coordinating the development of regional, urban and rural transportation; guiding the planning and management of comprehensive transportation hubs, and promoting the integration of various transportation modes.

 

(2) Organizing the formulation and implementation of special plans, policies and standards for highways and waterways; coordinating with relevant departments to formulate special plans for civil airports; drafting relevant local laws and regulations; promoting comprehensive reforms in the transportation sector as a whole; guiding and supervising the administrative approval and comprehensive administrative law enforcement in the transportation system; being responsible for the construction of the transportation credit system; working with relevant departments to promote the development of the integrated transportation industry and being responsible for the cultivation of the transportation industry.

 

(3) Being responsible for overall planning and coordinating comprehensive transportation construction, and coordinating the scheduling of project construction; guiding the construction of highways, waterways, and civil airports across the province; being responsible for market regulation of highway and waterway construction; being responsible for supervising the quality and safety of highway, waterway, local railway, and intercity rail transit projects; guiding the management and maintenance of transportation infrastructure.

 

(4) Being responsible for coordinating and promoting comprehensive transportation development: promoting the joint development of seaports, dry ports, airports, and information ports, and guiding the optimization of multi-modal transportation and transportation structure; being responsible for the market regulation of road and water transportation; guiding the management of urban and rural passenger transport and related facilities; guiding the operation of local railway, rail transit (including subway), and buses and coaches; guiding the management of the taxi industry.

 

(5) Guiding the work safety and emergency management of the highway, waterway, and civil airport industries and ports within the scope of their powers; being responsible for the safety supervision of water traffic on the navigable waters under the provincial administration; undertaking the inspection, supervision and management of various ships, offshore installations, and marine products in accordance with the law; coordinating national key materials and emergency passenger and cargo transportation in accordance with regulations; being responsible for the operation monitoring and coordination of national and provincial road and waterway networks, and guiding the operation monitoring and coordination of rural road networks.

 

(6) Being responsible for making recommendations on the arrangement of transportation funds and supervising the use of funds; proposing the scale and direction of investment of fixed assets of highways, waterways, and civil airports; putting forward and supervising the implementation of suggestions on the arrangement of special funds for transportation development; guiding and supervising the implementation of traffic-related fees and policies.

 

(7) Working with relevant departments to formulate science and technology development plans in the transportation field, organizing the implementation of major transportation science and technology projects, and promoting the improvement of scientific and technological innovation capabilities in the transportation field; being responsible for managing comprehensive transportation big data, and taking the lead in building a digital transportation service system; implementing the requirements of ecological and environmental protection in the transportation industry, and guiding the work related to ecological protection and restoration, energy conservation, emission reduction, and pollution prevention and treatment in the highway and waterway industries, at ports and alone the shorelines.

 

(8) Being responsible for port management: being responsible for port planning, port shoreline use and port project investment management; guiding the development of port logistics and organizing the formulation of relevant policies and standards; undertaking the work related to the integrated management of Ningbo Zhoushan Port; guiding port piloting management.

 

(9) Being responsible for the local management of civil airports: guiding and supervising the implementation of relevant technical standards, and rules and regulations by civil airports; coordinating and promoting the construction of civil airport projects; undertaking the comprehensive coordination of civil aviation; being responsible for general aviation management in addition to civil aviation industry management.

 

(10) Being responsible for the work related to military-civilian integration in the national defense transportation and in the transportation field in the province.

 

(11) Completing other tasks assigned by the Provincial Party Committee and the Provincial Government.

 

(12) Transforming functions: optimizing comprehensive transportation systems and mechanisms, and building a pattern of an overall planning map, a coordinated constructing scheme, and an integrated management; deepening the reform of “Maximum One Visit Service Procedure”, further streamlining administration and delegating power, reducing links, optimizing processes and improving efficiency, minimizing direct allocation and interference of market resources, and optimizing the business environment; promoting structural reforms on the supply side of transportation and focusing on reducing the cost for the logistics; further enhancing the scientific and technological innovation capabilities in the transportation field, promoting the in-depth integration of the Internet, big data, intelligence and the transportation industry, vigorously cultivating new technologies, new business modes, and new models, and striving to build a modern comprehensive transportation system of diversification and three-dimension of water, land and air, interconnection, direct linking, safety and convenience, and greenness and intelligence.
