Department of Housing and Urban-Rural Development of Zhejiang Province

Institutional functions:

 

(1) Organizing the formulation and supervising the implementation of development plans and annual plans for urban housing security, and formulating and guiding the implementation of policies on urban housing security; taking the lead in supervising and guiding the construction of housing security projects across the province, and being responsible for basic housing security for urban low-income families with housing difficulties; cooperating with relevant departments to undertake the work related to the funding arrangements for housing security projects.

 

(2) Drafting local laws and regulations on housing and urban-rural development, and formulating  and guiding the implementation of housing construction plans and housing policies in the province; guiding housing construction and housing system reforms, and studying major issues in housing and urban-rural development.

 

(3) Being responsible for managing qualifications in the field of housing and urban-rural development, and guiding or organizing the investigation and handling of violations of laws and regulations in the field of housing and urban-rural development; implementing the ecological and environmental protection requirements in the supervision of construction, and guiding and coordinating pollution prevention and control involved in urban construction sites and urban management infrastructure in accordance with the division of responsibilities; being responsible for supervising and managing the work safety in the construction and real estate industries, and guiding the management of work safety in urban construction, management and operation.

 

(4) Formulating and supervising the implementation of local standards for project construction and project cost and pricing references, formulating and supervising the implementation of construction standards for public service facilities (excluding communication facilities), guiding and supervising the implementation of construction standards for and cost and pricing of various projects, and organizing the release of information on project cost.

 

(5) Formulating and supervising the implementation of policies on the supervision of the real estate market, organizing the monitoring and analysis of the real estate market, putting forward suggestions on the development plans and systems for the real estate industry, and formulating and supervising the implementation of management systems for urban real estate development, housing transactions, housing leasing, housing area, real estate valuation and brokerage, property management, compensation for housing expropriation, security in housing use, termite control in housing, etc.

 

(6) Working with relevant departments to formulate and organize the implementation of policies on and development plans for housing provident fund, supervising the management and use of the housing provident fund and other housing funds in the province, and managing the housing provident fund information system.

 

(7) Formulating, and guiding and supervising the implementation of the policies and development plans of urban development in the province, participating in the promotion of urbanization, and guiding the planning and construction, operation security, and emergency management of municipal public infrastructure in the province; being responsible for the quality and safety supervision and management of urban subway and urban rail transit projects; guiding law enforcement in the field of urban management.

 

(8) Formulating and guiding the implementation of management policies for village and township development, participating in the improvement of rural living environment in the province, and participating in rural revitalization strategies and the construction of beautiful rural areas; guiding rural housing design, rural housing construction and safety and dilapidated housing renovation.

 

(9) Formulating and organizing the implementation of development plans and industrial policies for the construction industry, the survey and design industry, and the supervision and cost consulting industry, formulating and supervising the implementation of the construction market system and credit standards, organizing and promoting the industrialization of construction, general contracting of projects, and whole-process project consulting, and guiding construction enterprises to contract with other enterprises to build projects.

 

(10) Formulating and organizing the implementation of development strategies and plans for the quality and safety of construction projects; formulating and supervising the implementation of policies on quality of construction projects, work safety in construction and completion and acceptance programs; organizing or participating in the investigation and handling of major project quality and safety accidents, formulating and guiding the implementation of technical policies for the construction industry, and organizing and promoting the standardized regulation of project quality and safety, and the creation of brand projects.

 

(11) Formulating scientific and technological development plans for and policies on housing and urban-rural development in the province, working with relevant departments to formulate and supervise the implementation of policies on and plans for energy-saving buildings and green buildings, and promoting urban emission reduction in housing and urban-rural development; guiding the work related to the protection of famous historical and cultural cities, towns and villages, management of urban underground space development and utilization construction, urban sculpture construction, etc.

 

(12) Organizing and implementing international financial organization loan projects and foreign exchanges and cooperation in the management of housing and urban-rural development.

 

(13) Completing other tasks assigned by the Provincial Party Committee and the Provincial Government.

 

(14) Transforming functions: in accordance with the goals of the“two high-levels, comprehensively promoting the modernization of infrastructure and the integration of urban and rural areas, strengthening the support for urban infrastructure, increasing the overall carrying and radiation capacity of cities, promoting high-quality urban and rural environmental improvement, and improving urban and rural living environment; strengthening the classified control of the real estate market, fully implementing a housing system with multiple housing suppliers, and multi-channel guarantees, and allowing for rental and purchase, steadily expanding the coverage of housing security, and comprehensively improving the construction of security housing and the management of housing provident funds; deepening the reform of “Maximum One Visit Service Procedure” in housing and urban-rural development, continuing to take the lead in deepening the reform of the approval system for construction projects, and continuously optimizing the approval process; continuing to streamline, cancel, and delegate service matters in the construction industry, and promoting the modernization of the industry governance system and governance capabilities.
