Department of Natural Resources of Zhejiang Province

Institutional functions:

 

(1) Performing the duties of owners of natural resource assets such as land, minerals, forests, grasslands, wetlands, waters, and oceans owned by all people, and the duties of regulating all land and space uses; implementing national and provincial guidelines, policies, laws and regulations related to natural resource management, land and space planning, and surveying and mapping geographic information management, and drafting relevant local laws and regulations.

 

(2) Being responsible for the investigation, monitoring and evaluation of natural resources: formulating indicator systems and statistical standards for natural resources survey, monitoring and evaluation, and establishing and improving a unified and standardized natural resource survey, monitoring and evaluation system; implementing basic natural resource surveys, special surveys and monitoring; being responsible for the supervision and management and information release of natural resource survey, monitoring and evaluation results; guiding the survey, monitoring and evaluation of natural resources in cities and counties.

 

(3) Being responsible for the unified confirmation of ownership and registration of natural resources: formulating systems, standards, and regulations for the unified confirmation of ownership and registration, investigation of ownership, real estate surveying and mapping, dispute mediation and resolution, and application of results of various natural resources and real estate; establishing and improving the basic information management platform for registration of natural resources and real estate in the province; being responsible for the collection, sorting, sharing and transfer management of data on natural resource and real estate registration; guiding and supervising the confirmation of ownership and registration of natural resources and real estate; being responsible for the confirmation of ownership and registration of natural resources and real estate determined by the Provincial Government; cooperating with relevant departments to mediate and settle disputes over the ownership of major natural resources and real estate ownership in the province.

 

(4) Being responsible for the paid use of natural resource assets: establishing a statistical system for natural resource assets owned by all people, and being responsible for the accounting of natural resource assets owned by all people;  formulating a balance sheet of natural resource assets owned by all people, and formulating assessment standards; formulating policies on the allocation, transfer, lease, valuation of capital contribution and land reserve of natural resource assets owned by all people, rationally allocating natural resource assets owned by all people; being responsible for the valuation management of natural resource assets, and collecting relevant asset income in accordance with the law.

 

(5) Being responsible for the rational development and utilization of natural resources: organizing the formulation and implementation of natural resource development plans, strategies and development and utilization standards; establishing a government-published natural resource pricing system, organizing and carry outing natural resource graded pricing evaluation, carry outing natural resource utilization evaluation and assessment, and guiding economical and intensive utilization; being responsible for natural resource market supervision; organizing the study of policies and measures on macro-control, regional coordination, and urban-rural coordination involved in natural resource management.

 

(6) Being responsible for establishing a spatial planning system and supervising its implementation; promoting strategies and systems for major functional zones, organizing the formulation and supervising the implementation of land and space plannings and related special plannings; carrying out the evaluation of the suitability of land and space development, and establishing a monitoring, evaluation and early warning system for the implementation of land and space planning; organizing the delineation of ecological protection red lines, permanent basic farmland, urban development boundaries, etc., and building a production, living, and ecological space layout that saves resources and protects the environment; establishing and improving a regulation system for land and space use, and formulating and supervising the implementation of policies on urban and rural planning; organizing the formulation and implementation of annual utilization plans for natural resources such as land and oceans; being responsible for converting the use of land, sea areas, islands and other land and space; being responsible for managing land acquisition and expropriation.

 

(7) Being responsible for the overall planning of ecological restoration of land and space: taking the lead in organizing the formulation of plans for land and space ecological restoration and implementing major ecological restoration projects; being responsible for the comprehensive rectification of land and space, land restoration and reclamation, mine geological environment restoration, rectification and restoration of seas, islands and coastlines (except port shoreline), and marine ecological restoration; leading the establishment and implementation of an ecological protection compensation system, formulating policies and measures on the rational use of social funds for ecological restoration, and proposing major alternative projects.

 

(8) Being responsible for organizing and implementing the most stringent farmland protection system: taking the lead in formulating and implementing farmland protection policies, and being responsible for protecting the quantity, quality and ecology of farmland; organizing the implementation the assessment of arable land protection responsibility targets and special protection of permanent basic farmland; improving the arable land occupation and compensation balancing system, and supervising the implementation of the arable land occupation compensation system.

 

(9) Being responsible for managing the geological survey industry and the  geological work in the province: organizing the formulation and implementation of geological survey plans;  organizing the implementation of major geological and mineral exploration projects; managing provincial geological survey projects; supervising and managing geological problems such as excessive groundwater exploitation and ground subsidence; being responsible for supervising and managing fossils; being responsible for managing the work safety of geological surveys.

 

(10) Being responsible for implementing the relevant requirements of the comprehensive disaster prevention and mitigation plans, organizing the formulation ans supervising the implementation of geological disaster prevention plans and protection standards; organizing, guiding, coordinating and supervising the survey and evaluation of geological disasters and the general survey, detailed investigation and examination of hidden dangers; guiding the work related to public monitoring and prevention, and professional monitoring, forecasting and early warning, and guiding the development of engineering control of geological disasters; undertaking technical support for emergency rescue during geological disasters.

 

(11) Being responsible for managing mineral resources: being responsible for managing mining rights, supervising and guiding the construction of tangible markets for mining rights; working with relevant departments to undertake the regulation and related management of specific minerals and advantageous minerals for protective mining; being responsible for managing mineral resource reserves and approving overlying mineral resources; supervising and guiding the exploration, development and utilization, and protection of mineral resources.

 

(12) Being responsible for comprehensively coordinating and managing marine affairs, and guiding the marine administration in the province: formulating and supervising the implementation of marine functional zoning, main functional zoning and related planning; organizing the formulation of marine disaster risk zoning; participating in the formulation of strategies and policies on marine development in the province; being responsible for marine observation and forecasting, early warning and monitoring, and disaster mitigation, and participating in the emergency response to major marine disasters.

 

(13) Being responsible for supervising and managing marine protection and utilization: formulating and supervising the implementation of plans for the protection and utilization of sea areas and islands; coordinating the marine resource development activities of various marine departments and industries; being responsible for managing uninhabited islands, sea areas, and submarine topographic names, and being responsible for protecting and managing special-purpose islands such as territorial sea base points; being responsible for statistics and related accounting of marine economy.

 

(14) Being responsible for surveying and mapping, and managing geographic information: being responsible for basic surveying and mapping, and managing the surveying and mapping industries; being responsible for managing surveying and mapping qualifications and credit; supervising and managing geographic information security and market order; supervising and managing the work of surveying and mapping and geographic information achievements, mapping work and protection of survey signs; being responsible for managing geographic information public service.

 

(15) Promoting the development of science and technology in the field of natural resources: formulating and implementing strategies, plannings and plans for technological innovation and development and talent training in the field of natural resources; organizinf the formulation and supervising the implementation of technical standards and regulations; organizing the implementation of provincial-level scientific and technological projects and innovation capacity building, and promoting the informatization of natural resources and information public services; implementing the strategy of revitalizing the sea through science and technology

 

(16) Organizing foreign exchanges and cooperation in the field of natural resources: participating in implementing relevant international conventions, treaties and agreements; assisting in safeguarding national maritime rights and interests, and participating in relevant negotiations and consultations.

 

(17) Being responsible for natural resources inspection and administrative law enforcement: according to the authorization of the Provincial Party Committee and the Provincial Government, supervising the implementation of the guidelines and policies, decisions and deployments, and laws and regulations on natural resources and land and space planning in cities and counties; investigating and handling major violations in natural resource development and utilization, and land and space planning and surveying and mapping; guiding relevant administrative law enforcement  in cities and counties.

 

(18) Managing the Forestry Bureau of Zhejiang Province.

 

(19) Completing other tasks assigned by the Provincial Party Committee and the Provincial Government.

 

(20) Transforming functions: implementing the requirements of the central and provincial governments on the unified exercise of the responsibilities of the owner of natural resource assets owned by all people, the unified exercise of responsibilities of regulation of use and ecological protection and restoration of all land and space, strengthening the system design, giving play to the control role of land and space planning, and promoting “the integration of multiple regulations”, to provide scientific guidance for the protection and rational development and utilization of natural resources; further strengthening the investigation, monitoring and evaluation, confirmation of ownership and registration, protection and rational development and utilization of natural resources, and establishing and improving a working mechanism that combines source protection and full-process restoration and management to achieve overall protection, systematic restoration, and comprehensive management; innovate systems and measures that simultaneously promote incentives and constraints to promote the conservation and intensive use of natural resources; further streamlining and delegating related administratively approved matters and strengthening supervision, advancing in depth the “Maximum One Visit Service Procedure” reform, giving full play to the decisive role of the market in resource allocation, better playing the roles of the government, strengthening the binding role of rules, standards, and systems for natural resource management, promoting digital transformation, upgrading the modernization of natural resource management in the province, and promoting convenient and efficient services.
