Zhejiang Provincial Development and Reform Commission

Zhejiang Provincial Development and Reform Commission is a department of the Provincial Government and is at the departmental level. This commission implements the guidelines and policies, and decisions and deployments on development and reform made by the Party Central Committee and the Provincial Party Committee, and adheres to and strengthens the Party’s centralized and unified leadership over development and reform in the course of performing its duties. Its main responsibilities include:


(I) Formulating and implementing strategies, medium and long-term plannings and annual plans for the national economic and social development of the province; taking the lead in organizing the establishment of a unified planning system across the province, and being responsible for the overall coordination and linkage between provincial special plannings, regional plannings, and spatial plannings and provincial development plannings; being responsible for the coordination between important total balances and major proportional relationships like the total social demand and the total supply of the whole province, and proposing goals, tasks and related policies related to economic and social development, major structural optimization, modern economic system, and high-quality development; drafting relevant local laws and regulations in the field of development and reform; being responsible for the evaluation and supervision of major strategic plans and major policies.  


(II) Organizing the formulation of strategies, plans and related policies for regional coordinated development, to guide and promote the coordinated development of regional economy: coordinating and promoting the implementation of national major  regional development strategies such as the integrated development of the Yangtze River Delta and the Yangtze River Economic Belt; organizing the formulation and implementation of the provincial new urbanization plans; taking the lead in advancing the development of marine economy; taking the lead in implementing the integration and upgrading of major platforms across the province.  


(III) Coordinating the promotion of sustainable development strategies, and formulating and implementing strategies, plans and policies related to green development: formulating and implementing plans and policies for the development of circular economy; promoting the development and reform of ecological civilization, participating in the formulation of plans for ecological construction, coordinating ecological and environmental protection and restoration, and energy and resource conservation and comprehensive utilization, proposing policies and measures to improve compensation mechanisms for ecological protection, and comprehensively coordinating work related to environmental protection industries and the promotion of clean production.  


(IV) Being responsible for the comprehensive management of major infrastructure:  planning the layout of major infrastructure, and coordinating and promoting the development of major infrastructure construction; reviewing energy development strategies, major plans, major industrial policies, major reform programs and major investment projects, and promoting the adjustment of energy structure; overall coordinating major issues related to comprehensive transportation development, comprehensively coordinating railways and general aviation industries, and linking and balancing transportation development plans.  


(V) Being responsible for macro economic forecasting, early warning and expectation management: researching and analyzing important issues such as the operation of the provincial national economy, total balance, economic security and industrial security, and putting forward relevant suggestions; coordinating major issues in macro economic operations; being responsible for the mobilization for the provincial national economy, organizing the formulation of plannings and plans for the mobilization for the provincial national economy, and coordinating and organizing work related to the mobilization for the provincial national economy; promoting the implementation of strategies for military-civilian integration.  


(VI) Being responsible for the coordination of policies on social development and national economic development in the province, and coordinating relevant major issues: organizing the formulation of strategies and overall plans for social development in the province; coordinating and promoting the construction of the basic public service system and the reform of the income distribution system; putting forward policies and recommendations for promoting the coordinated development between promotion of employment, increase in the income of urban and rural residents and the improvement of social security, and economy.  


(VII) Formulating and implementing policies on pricing: organizing the formulation of standards for the pricing of a few important commodities and services and important charging managed by the government, formulating a provincial government pricing catalog, and being responsible for the coordination between major pricing reforms and policies across the province; formulating regulations on market pricing  in important areas and issuing relevant guidelines.  


(VIII) Being responsible for the comprehensive management of investment in the province: formulating objectives and policies for the total scale of fixed asset investment of the whole society, and structural regulation, and planning major construction projects and the layout of productivity; proposing suggestions on the scale and investment orientation of provincial fiscal construction funds; approving, verifying, reviewing, and filing major projects in accordance with its authority; promoting the reform of the investment and financing systems, and formulating and promoting the implementation of policies and measures to encourage private investment. 

 

(IX) Being responsible for the comprehensive management of provincial basic construction projects and provincial key construction projects: being responsible for the formulation and implementation of plans for provincial key construction projects, being responsible for the preliminary design of national and provincial government investment construction projects and other construction projects prescribed by laws and regulations, and the review and approval of project estimates, and being responsible for the evaluation and supervision of provincial key construction projects; being responsible for the implementation of ecological and environmental protection requirements in the process of approval, review, and filing of construction projects; doing a good job in the the regulation of work safety of provincial key construction projects according to the division of labor, and guiding and urging the temporary institutions for key construction projects at all levels to implement responsibilities of work safety.  


(X) Studying and analyzing the balance of funds and the fiscal and financial operations of the whole society, and putting forward suggestions for coordinating and solving major problems in fiscal and financial operations; participating in the formulation of fiscal and financial policies, and promote the establishment of mechanisms for the coordination of planning, fiscal and financial policies and for the coordination of work; putting forward the development goals and policies on the provincial direct financing, and guiding the investment of private funds; being responsible for the comprehensive management of the issuance of corporate bonds across the province; being responsible for the management of and the formulation of policies on entrepreneurship and investment. 

 

(XI) Guiding the advancement of and comprehensively coordinating economic system reforms, and putting forward relevant suggestions: taking the lead in advancing the supply-side structural reform in the province; coordinating the advancement of the reform of the property rights system and the market-oriented allocation of factors; promoting the improvement of the market economy system and the construction of a modern economic system, and organizing the implementation of the market access negative list system in conjunction with relevant departments; taking the lead in advancing the optimization of business environment across the province; taking the lead in the reform of intermediary service for administrative approvals across the province.  


(XII) Overall coordinating the opening up of the whole province: formulating opening-up strategies, plans and policies, and taking the lead in advancing the “One Belt One Road” initiative in the province; being responsible for the overall coordination of work related to “going global” in the province, and being responsible for the balanced development and layout optimization of the use of foreign capital and overseas investment in the province; being responsible for the total amount control, structural optimization and monitoring of foreign debts in all fields; being responsible for the overall planning of various development zones (parks); guiding the construction of major opening-up platforms across the province; participating in the construction of China (Zhejiang) Pilot Free Trade Zone.  


(XIII) Guiding and coordinating the transaction of public resources in the province, and coordinating and promoting the reform of the management system for public resource transaction; being responsible for guiding, comprehensively coordinating and supervising the bidding work in the province, and organizing the formulation of comprehensive policies for bidding in the province; being responsible for the regulation of the bidding for provincial key construction projects and major projects based on its authority; being responsible for guiding and coordinating the establishment of the provincial social credit system, and comprehensively coordinating the management of the provincial public credit information.  


(XIV) Organizing the formulation of comprehensive industrial policies: being responsible for coordinating major issues in the development of primary, secondary and tertiary industries and coordinating and linking related development plans and major policies; coordinating the implementation of major industrial projects; coordinate major issues in industrial upgrading and the promotion of application of major technical equipment; organizing the formulation and promoting the implementation of strategic plans and major policies for the service industry and the modern logistics industry in the province, be responsible for promoting the integrated development of the service industry and other industries, and fostering new formats and models of the service industry; following up, researching and analyzing changes in consumption trends, and formulating and implementing comprehensive policies and measures to promote consumption.  


(XV) Promoting the implementation of innovation-driven development strategies, formulating plans and policies for promoting entrepreneurship and innovation in conjunction with relevant departments, and proposing policies and measures for innovative development and fostering new drivers of economic development; working with relevant departments to plan and deploy major scientific and technological infrastructure in the province; organizing the formulation and promoting the implementation of development plans and policies for high-tech industries and emerging strategic industries; organizing and promoting the construction of Digital Zhejiang.  


(XVI) Putting forward policies and suggestions on development strategies and system reforms in agricultural and rural economic development: coordinating major issues of agricultural and rural economic and social development, and working with relevant departments to propose goals, policies and recommendations for the speed, balance in total amounts, and structural adjustment of agricultural and rural economic and social development; organizing the formulation of strategic plans for the rural revitalization in the province, and planning and coordinating the implementation of the layout of major agricultural and rural construction projects.  


(XVII) Being responsible for guiding, coordinating and supervising work in the same system across the province: taking the lead in the formulation of the overall plans and annual plans for work in the same system, and guiding the formulation of relevant special plans; comprehensively coordinating the relevant work of front command agencies, provincial units, cities and counties; providing classified guidance for counterpart assistance, counterpart support (poverty alleviation cooperation between the East and the West) and counterpart cooperation; taking the lead in implementing cooperation agreements with counterpart provinces and regions; taking the lead in implementing the mountain-sea collaboration project. 

 

(XVIII) Managing Zhejiang Provincial Energy Administration.  


(XIX) Completing other tasks assigned by the Provincial Party Committee and the Provincial Government.  


(XX) Transforming functions.  


1.Innovating and improving macro-control, unifying the planning system, accelerating the formation of institutional arrangements for building a modern economic system and achieving high-quality development, establishing and improving policy reserves and policy tools and using them at appropriate times, comprehensively implementing policies to prevent and resolve risks in key areas, and effectively responding to external risks and challenges, to keep the economy operating within a reasonable range.  


2. Deepening the reform of the “Maximum One Visit Service Procedure” in enterprise investment projects, continuing to promote the streamlining of administration and delegating of power such as the reform of “standard land”, commitment system, and intermediary services for administrative approvals, strengthening the classified guidance of investment projects and supervision during and after the projects, and promoting the establishment of regulatory platforms for online approval of investment projects, to deepen the digital transformation in the field of development and reform.  


3. Promoting the implementation of the innovation-driven development strategy, organizing the implementation of the market access negative list system, improving the social credit system, stimulating the vitality of various market operators, vigorously supporting the development of the private economy, developing the real economy, increase the supply of policies on guiding and supporting the transformation and upgrading of traditional industries, vigorously promoting the high-quality development of manufacturing and modern service industries, and striving to create an upgraded version of “entrepreneurship and innovation by the public” to continuously strengthen the new momentum of economic growth.  


4. Continuing to deepen supply-side structural reforms, coordinating domestic and foreign markets, focusing on key fields and promoting effective investment, accelerating the improvement of systems and mechanisms for promoting consumption, actively expanding new growth points of consumption, and vigorously cultivating and developing the domestic market; improving the level of opening up, expanding market access for foreign capital, and fully optimizing the environment for utilizing foreign capital; perfecting management mechanisms, improving service, strengthening safety guarantee, and promoting the sound development of investment in foreign countries and regions.  


(XXI) Division of Related Responsibilities.  


1.The division of responsibilities with Health Commission of Zhejiang Province. Zhejiang Provincial Development and Reform Commission is responsible for organizing the monitoring and evaluation of the population changes and the related trends and impacts, implementing a population forecasting system, carrying out assessments of the impacts of major decisions on population, improving consultation mechanisms for major population policies, researching and proposing provincial population development strategies, formulating population development plans and population policies, and researching and proposing policies and recommendations for the coordinated and sustainable development of population and economy, society, resources, and environment, as well as for the overall coordination of the promotion of long-term and balanced population development. Health Commission of Zhejiang Province is responsible for carrying out the early warning for the monitoring of population, formulating birth policies, researching and proposing policies and recommendations on the number, quality, structure, and distribution of the population related to childbirth, promoting the matching of childbearing policies with relevant economic and social policies in the province, participating in the formulation of population development plans and policies, and implementing relevant tasks in the population development plans in the province. Zhejiang Provincial Development and Reform Commission is responsible for formulating and implementing plans and policies for the development of the health service industry and leading the organization and coordination of major issues in the development of the health service industry in the province; the Health Commission of Zhejiang Province  formulates and implements policies and measures for the development of the health service industry development in conjunction with relevant departments.  


2. The division of responsibilities with Zhejiang Food and Strategic Reserves Administration. Zhejiang Provincial Development and Reform Commission organizes the formulation of plannings and total plans for reserves of important materials like grain, cotton, meat, sugar, etc. Zhejiang Food and Strategic Reserves Administration is responsible for the storage, rotation and management of these reserves, and organizing relevant implementation through following established procedures in accordance with the instructions from Zhejiang Provincial Development and Reform Commission.
