Zhejiang Food and Strategic Reserves Administration

Institutional functions:


Zhejiang Food and Strategic Reserves Administration implements the guidelines and policies, and decisions and deployments on food and strategic reserves made by the Party Central Committee and the Provincial Party Committee, adheres to and strengthens the Party’s centralized and unified leadership of food and strategic reserves in the process of performing its duties, and builds a unified food and strategic reserves system to enhance the capabilities to respond to emergencies through reserves. Its main responsibilities include:


(I) Drafting local laws and regulations on the regulation of food circulation and strategic reserves in the province; researching and putting forward and implementing the reform plans for the food circulation and strategic reserves system.


(II) Researching and putting forward plans for important strategic reserves in the province and suggestions on provincial reserve catalogs; organizing the implementation of the storage, rotation and routine management of important materials and emergency reserve materials across the province, and implementing relevant utilization plans and instructions, according to the province's overall development plan and catalogue of reserves.


(III) Formulating development plans and policies for the food circulation industry across the province, and organizing and supervising the implementation of relevant standards for food circulation and strategic reserves, food quality standards and relevant technical specifications.


(IV) Regulating the strategic reserves of grain, cotton, meat, sugar and other materials across the province, being responsible for the regulation of grain circulation industry across the province, and being responsible for the provincial-level administrative management of the strategic reserves of grain, cotton, meat and sugar; working with relevant departments to study and put forward and implement suggestions on the scale, overall layout and utilization of provincial grain reserves; urging and guiding localities to implement reserve tasks, and guiding and coordinating the regulation of local grain reserves of the municipal and county grain departments; monitoring changes in the supply and demand of important commodities such as grain and providing forecast and early warning, and undertaking the specific work of the regulation of the grain circulation markets across the province; undertaking the routine work of the Food Security Office of the Provincial Food Security and Promotion of Agricultural Modernization Coordination Group; managing Zhejiang Grain Reserves Corporation.


(V) Taking charge of the construction and management of reserve infrastructure in accordance with the overall development plan for the provincial reserves; formulating and implementing the construction plans for the reserve infrastructure and grain circulation facilities across the province, and managing the provincial investment projects related to the reserve infrastructure and grain circulation facilities.


(VI) Being responsible for supervising and inspecting the managed government and corporate reserves and the implementation of reserve policies; being responsible for the regulation of work safety in the grain circulation and processing industries in the province; being responsible for the supervision and inspection of grain circulation, being responsible for the regulation of the grain quality and safety and raw grain hygiene in purchase, storage and transportation across the province, and organizing the implementation of the grain inventory inspection across the province; undertaking the responsibility of supervising the work safety of provincial-level grain and material reserve institutions.


(VII) Being responsible for the statistics of the grain and material reserves across the province; being responsible for the publicity of food emergency reserves; ensuring the quantity and quality of military rations; being responsible for the foreign exchange and cooperation related to the provincial grain and material reserves.


(VIII) Completing other tasks assigned by the Provincial Party Committee and the Provincial Government.


(IX) Transforming functions.


1.Continuing to deepen the reform of “Maximum One Visit Service Procedure”to promote the digital transformation of the food and strategic reserves departments, giving full play to the decisive role of the market in resource allocation, further streamlining administrative approvals, promoting the transformation of functions, and significantly reducing institutional transaction costs and increasing work efficiency.


2. Reforming and improving the reserve system and its operation pattern, strengthening provincial reserves, improving municipal and county reserves, further giving play to the guiding role of government reserves, encouraging corporate and commercial reserves, and promoting the formation of coordinated development patterns of mutual complementation between provincial reserves and municipal and county reserves and between government reserves and corporate reserves.


3. Strengthening market analysis and forecasting, and monitoring and early warning, improving emergency management mechanisms, making full use of big data and other scientific and technological means to strengthen dynamic monitoring and improve the abilities to prevent risks in food and strategic reserves, and making use of reserves in ensuring overall security, stabilizing social expectations, and guiding the market.


4. Strengthening innovate supervision methods in regulation, comprehensively promoting “double randomness, one openness” and “Internet + supervision”, focusing on strengthening work safety, and supervising the reserve operator to do a good job in storage and rotation in accordance with the provincial overall development plans for reserves, catalogs of varieties and utilization instructions, to ensure that the reserve materials are successfully collected, well stored, certainly transferred, and practically used.
