Institutional functions:


(1) Implementing national and provincial laws, regulations, guidelines and policies on the supervision and management of food and drugs (including food additives, health food, cosmetics, traditional Chinese medicine, ethnic medicine, and medical devices, hereinafter), and be responsible for drafting relevant local laws and regulations, formulating and implementing relevant policies and plans, promoting the establishment of a mechanism for the implementation of enterprises’ main responsibility for food safety and municipal and county governments’ overall responsibilities, supervising the implementation of the direct reporting system for major food and drug information, and focusing on preventing regional and systemic food and drug safety risks.


(2) Being responsible for implementing and supervising food administration licensing, supervising and managing food safety in production, distribution, and catering services; establishing an inspection and management mechanism for food safety hazards, formulating and implementing annual food safety inspection plans, and major rectification plans; being responsible for implementing unified information publication systems for food safety; participating in the formulation of food safety risk monitoring programs and local food safety standards, and carrying out food safety risk monitoring in accordance with food safety risk monitoring programs.


(3) Supervising the implementation of health food and cosmetic standards and technical specifications, organizing the implementation of health food and cosmetics administrative licensing and supervision and management, being responsible for the preliminary review of health food registration and the review and filing of some cosmetics, and organizing the implementation of health food and cosmetic safety testing and evaluation, and adverse reaction monitoring.


(4) Being responsible for supervising the implementation of the national pharmacopoeia and other standards and classification management systems for drugs and medical devices; organizing the implementation of administrative licensing and supervision and management of drugs and medical devices, supervising the implementation of quality management specifications for the development, production, operation and use of drugs and medical devices; being responsible for drug and medical device registration and related supervision and inspection; establishing a monitoring system for and carrying out monitoring and disposal of adverse drug reactions and adverse events related to medical devices; organize the implementation of a licensed pharmacist qualification admission system, and guiding and supervising the registration of licensed pharmacists; implementing of national essential drugs systems.


(5) Organizing the implementation of the inspection system for food and drug supervision and management, and organizing the investigation and handling of cross-regional cases and major violations; carrying out quality sampling inspections of relevant products and issuing quality announcements; supervising the implementation of the recall and disposal system for problematic products; reviewing the advertising of drugs, medical devices and health food.


(6) Being responsible for the construction of the emergency system for food and drug safety accidents, organizing and guiding the emergency treatment and investigation and handling of food and drug safety accidents, and supervising the implementation of the investigation and handling.


(7) Being responsible for formulating and implementing the development plans for food and drug safety technology, and promoting the establishment of the review and evaluation system, the inspection and testing system, the electronic supervision and tracing system and information for food and drugs; guiding the work of the food and drug inspection and testing institutions across the province.


(8) Being responsible for carrying out food and drug safety publicity, education and training, international exchanges and cooperation; promoting the establishment of a food and drug quality and safety integrity system.


(9) Being responsible for formulating and implementing the plans for food and drug regulatory capacity building; using supervision and management methods to cooperate with the macro-control departments to implement the national food and drug industry policies.


(10) Guiding the supervision and management of food and drugs in cities and counties, standardizing administration law enforcement, and improving the linkage mechanisms between administration law enforcement and criminal justice.


(11) Undertaking the routine work of the Provincial Food Safety Committee: being responsible for the comprehensive coordination of food safety supervision and management, and promoting the improvement of the coordination linkage mechanism; supervising and inspecting relevant provincial departments and municipal and county governments to perform food safety supervision and management responsibilities and being responsible for the assessment and evaluation.


(12) Undertaking other matters assigned by the provincial government.
