REPORT ON THE WORK OF ZHEJIANG PROVINCIAL GOVERNMENT 2019

Fellow Deputies,

 

On behalf of Zhejiang Provincial Government, I will now report to you on the work of the government and ask for your deliberation and approval. I also invite comments from members of the Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC) and those who are present.

 

I. 2018 in Review

 

The year 2018 is the 40th anniversary of the reform and opening up, the 15th anniversary of the implementation of the "double eight strategies", and the first year of the new provincial government. Over the past year, in the face of the complicated external environment and the arduous and heavy tasks of reform and development, under the firm leadership of the Party Central Committee, the State Council, and the Zhejiang Provincial Committee of the Communist Party of China, the provincial government, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implemented the spirit of the 19th CPC National Congress and the Second and Third Plenary Sessions of the 19th CPC Central Committee, earnestly carried out the important instructions of General Secretary Xi Jinping on the work of Zhejiang Province, and thoroughly implemented the spirit of the 14th Provincial Party Congress. We pursued coordinated progress in the five-sphere integrated plan, and balanced progress in the four-pronged comprehensive strategy. To deepen the "double eight strategies" and re-start the reform and opening up, we fully carried out the policies and plans of the Provincial Party Committee and the tasks set by the 13th National People's Congress. We followed the general principle of pursuing progress while ensuring stability, and adhered to the new development concept and the main line of supply-side structural reform. We focused on high-quality, competitiveness and modernization, solidly promoted the ten major action plans for enriching the people and strengthening the province, and strived to win the three major battles. We continued to focus on high-quality development and pooled our financial resources to do major projects. As a result, the province's economy continued to develop healthily, the society maintained harmonious and stable, and the ten aspects of people's livelihood were successfully completed, with a good beginning in the "two high-level" development. The GDP of the province increased by 7.1%, the general public budget revenue rose to the fourth place in the country, an increase of 11.1%, and the per capita disposable income of urban and rural residents increased by 8.4% and 9.4% respectively, with a good momentum in quality development. Our “Green Rural Revival Program” won the UN’s Champions of the Earth Award, and Zhejiang’s popularity and influence were further enhanced.

 

1.     Solid actions on reform and opening up

 

Reforms such as “maximum one visit service procedure” have been comprehensively deepened. According to the requirements of the Standing Committee of the Provincial People's Congress, we formulated regulations for the reform towards “maximum one visit service procedure” and achieved "access at one window, via one network, with one certificate, via one visit". 100% of the matters can be handled online, and 63.6% of the matters concerning people's livelihood can be handled with one certificate, which is more convenient for the people. The whole process of approval for an enterprise to start its project needs “maximum one visit” and takes at most 100 days. We deepened the reform of the commercial system, and the normalized enterprise start-up time is compressed to 4 business days, which is more convenient for business investment. We deepened the reform towards "acre-based assessment", with an increase of 9.8% in the average tax revenue per mu of industrial enterprises, and an increase of 7.4% in the average added value per mu. The pace of reform and development of state-owned enterprises has accelerated, and a unified supervision system for state-owned assets has been initially established in provinces, cities and counties. The provincial government has fully completed the task of institutional reform.

 

We have further advanced the opening policy in depth. With a cargo throughput of 1.08 billion tons, Ningbo Zhoushan Port has ranked first in the world for 10 consecutive years. Its container throughput is of 26.35 million TEUs, which is the third largest in the world. We have promoted the expansion of China (Zhejiang) Free Trade Pilot Zone, the smooth on-going of Zhoushan Green Petrochemical Industry Project, and the completion of the first Boeing aircraft. Cross-border e-commerce imports and exports increased by 35%. The “Yiwu-Xinjiang-Europe” train has run 320 times, and the “Belt and Road” Czech station is now in operation. We have successfully hosted the World Internet Conference, the World Oil Merchants Conference, the United Nations World Geographic Information Conference, the China-CEEC Investment and Trade Expo, the China International Tea Expo, and the Zhejiang-Taiwan Cooperation Week.

 

2. Solid actions in the three critical battles

 

We have had effective prevention and control against financial risks. The province's non-performing loan ratio was 1.15%, a decrease of 0.49 percentage points. We spared no effort to resolve the risk of private enterprise bond redemption and the risk of closing the position of the listed company's equity pledge. We firmly cracked down on illegal fund-raising and strengthened measures against the risk of P2P network lending, resolutely curbed illegal debts, and orderly resolve the hidden debt risks of local governments.

 

We have conducted effective precision poverty alleviation. We launched a high-level comprehensive well-off plan for low-income farmers, and improved the medical insurance system and rescue system for poverty caused by illness. We achieved the same minimum living standard for urban and rural areas, and the minimum subsistence allowance reached 7,200 yuan. 315 joint-operated new projects between the mountain and coastal areas were settled, with a capital of 52 billion yuan. We carried out with high standards east-west cooperation in poverty alleviation, counterpart support and counterpart cooperation.

 

We have effectively prevented and controlled pollution. We launched actions to protect the blue sky, clear water, and clean land, and extended ecological civilization into every corner of urban and rural areas. We strictly carried out rectification of problems discovered during the Central Government Environmental Inspection and National Marine Inspection. We completed 100 exhaust gas renovation projects, achieved “zero straight emission of sewage” in 32 industrial parks and 210 living quarters, started the technology renovation of 100 urban sewage treatment plants, and completed renovation of 105 sewage outlets into the sea. We fully established the waste sorting system, launched restoration projects for 102 key polluted plots and landfills, and increased the capacity of hazardous waste treatment by 468,000 tons. The average concentration of PM2.5 in the cities decreased from 39 micrograms to 34 micrograms. We established the river (lake) chief system and the bay (beach) chief system, and raised the proportion of the I-III types of water in the provincial control sections by 1.8%, reaching 84.6%, thus comprehensively consolidated the results of the “five-pronged water conservancy project”. We renovated 263 million square meters of old living quarters and demolished 205 million square meters of illegal buildings. The urban and rural environment is becoming more beautiful, with even greater space of development.

 

3. Solid actions on innovation and transformation

 

The new momentum has been significantly enhanced. We launched the digital economy "No. 1 Project", and formulated a five-year multiplication plan for the digital economy. The added value of the core industry in digital economy increased by 13.1%. We built 66 “unmanned workshops and factories”, and made 120,000 new enterprises work on cloud platforms. We implemented a new policy for talents, recruited 320 talents of national or provincial level. We formulated new science and technology policies, successfully completed the Zhijiang laboratory, and formally established the West Lake University. 3,187 high-tech enterprises and 10,539 small and medium-sized enterprises were added, and R&D expenditures accounted for 2.52%. We fully implemented the Phoenix Action, the Eagle Action, and the Eaglet Action. 28 new companies were listed, with a total number of 535 companies. The research results of H7N9 Avian Influenza Prevention and Control have won the National Science and Technology Progress Special Award and achieved zero breakthrough.

 

The transformation and upgrading of traditional industries has obviously accelerated. Altogether 559 "Zhejiang Manufacturing" standards, 442 "good product standard" enterprises, and 222 small and micro enterprise parks came into being. 16,000 new industrial robots were put into operation; 48 provincial-level industrial innovation service complexes were established; 1733 enterprises of backward production capacity were eliminated; 36,179 "low and disorderly" enterprises (workshops) were rectified, and 393 zombie enterprises were disposed of. We greatly reduced the cost, and reduce the burden on enterprises by 165 billion yuan.

 

We have smoothly stipulated domestic demands. Carrying out the new policies of investment, we began the construction of 326 projects which were introduced and supervised by provincial, municipal and county heads. Transportation investment, high-tech industry investment, and private investment increased by 25.8%, 22.6%, and 17.8% respectively. The investment of the returned Zhejiang merchants reached 528.5 billion yuan, and the actual use of foreign capital was 18.6 billion US dollars. We implemented the strategy of quality imports and exports, and introduced 10 measures to stabilize foreign trade. As a result, exports increased by 9%, and imports increased by 19%. We carried out the activity of "safe consumption in Zhejiang", fostering 15,400 reliable enterprises for consumers, with a total of 15,600 companies promising no reason to return, and consumption increased by 9%.

 

The rural revitalization momentum is good. We have vigorously promoted the "five-pronged ten-thousand projects," newly cultivated 2.57 million mu of high-standard farmland, and upgraded 650,000 mu of grain production functional areas. We launched 150 rural comprehensive land improvement projects, improved 6,171 villages with weak collective economy, set up 16,000 rural e-commerce service stations and 1,235 e-commerce professional villages. We launched a three-year operation of upgrading the rural settlement environment, with 2640 Villages of Grade A Scenic Spots and 465 Villages of Grade AAA Scenic Spots established. We planted a total of 24.13 million precious trees, newly built and or upgraded 10,000 kilometers of rural roads, and newly established 7 national-level famous historical and cultural towns and 16 famous villages. Huzhou Mulberry Fish Pond has become an important agricultural cultural heritage in the world, while Jiangxiyan in Longyou has become a world heritage of irrigation project. A total of 1.47 million more rural people have access to standard drinking water.

 

4. Solid actions on construction of 4 Greater Projects

 

We have fully launched the construction of the Greater Bay. We formulated the Greater Bay Construction Plan, set a high starting point for the layout of the Hangzhou Bay Economic Zone, and started a series of landmark projects such as the Greater Bay Smart Transportation System and the major science and technology innovation platforms, with a number of major industrial projects settled in the Greater Bay. The total economic volume of Hangzhou reached 1.35 trillion yuan, and Ningbo broke through the trillion mark.

 

We had a good start in the construction of the Greater Garden. We made an action plan for the construction of the Greater Garden, and promoted the construction of the Tang Poetry Road in the east of Zhejiang, the Tang Poetry Road along the Qiantang River, the Scenic Poetry Road along the Oujiang River, and the Cultural Belt along the Grand Canal (Zhejiang). We formulated the plans for the development of the cultural belt and the poetry roads, and the issued the plans for Quzhou and Lishui as the core area of the Greater Garden, so as to make famous the brand of “Poetic and Picturesque Zhejiang”. The World Tourism Alliance headquarters was settled by Xianghu Lake, Xiaoshan District, which received 690 million tourists in a year, and the total tourism revenue reached 1 trillion yuan.

 

The construction of the Greater Channel has obviously accelerated. We formulated an action plan for the construction of the Greater Channel, and completed the Hangzhou-Huangshan Railway, the Ningbo-Taizhou-Wenzhou Expressway, the Taizhou Bay Bridge, the Sanmen Bay Bridge, the Yueqing Bay Bridge and the Yushan Bridge. The middle and upper reaches of the Qiantang River, which were suspended for 60 years, are now open to navigation. The Hangzhou-Shaoxing-Taizhou Expressway, the Hangzhou-Wenzhou Expressway, the Jinhua-Taizhou Expressway and the Jingwentai Expressway are under fast construction, and Hangzhou Xiaoshan Airport Hub and Lishui Airport started construction. The number of international air routes has reached 31, and Zhejiang has become a province with three large airports in Hangzhou, Ningbo and Wenzhou with a flow volume of tens of millions of passengers.

 

The Greater Metropolitan Area has improved its energy level. We formulated an action plan for the construction of the Greater Metropolitan Area, planned to construct an integrated transportation hub, so as to accelerate the gathering of high-end talents, high-end elements, and high-end industries, and the function of radiation belts in urban areas has been significantly enhanced.

 

5. Solid actions on improvement of culture soft power

 

The construction of spiritual civilization has been carried out in depth. We further publicize the theme of "the most beautiful Zhejiang people", and extensively carry out the competition for "the most beautiful profession" and "the most beautiful family" to promote the construction of good customs and good family style. 18 more cities and counties were nominated for national civilized cities, ranking the top in the country.

 

Cultural undertakings are under fast development. We carried out cultural activities for the benefit of the people and create a national demonstration zone for public cultural service system. We launched a series of projects for public cultural services, created 30 cultural towns and 89 cultural demonstration villages (communities), built 3,143 new rural cultural auditoriums, performed 25,800 plays to the villagers, and sent 2.6 million books to the countryside.

 

The quality and efficiency of the cultural industry has been improved. We planned to construct Zhijiang Cultural Center and Zhijiang Cultural Industry Belt, and established the Provincial Cultural Industry Investment Group. Zhejiang News Holdings, Zhejiang Publishing, Huace Film and Television, and Songcheng Performing Arts rank among the “Top 30 National Cultural Enterprises”, and China (Zhejiang) Film and Television Industry International Cooperation Experimental Zone has become the first batch of national cultural export bases.

 

6. Solid actions on improvement of people’s livelihood and security

 

We have achieved sufficient employment. A further 1.253 million new urban jobs were added, and the surveyed urban unemployment rate was 4.1 percent, registered unemployment rate 2.6 percent. We made efforts to improve the employment of key groups and help 159,300 people with difficulties to achieve employment.

 

Public services have steadily improved. We carried out pilot reforms of rural preschool education supplements in Qingyuan County, and built or renovated 219 kindergartens. We eliminated large classes in schools of compulsory education, expanded the scale of integration of middle schools and vocational schools, and supported the development of universities which aim to become “first-class” in the world, and key provincial universities. We decisively handled the English weighted assignment event in the college entrance examination. We carried out the construction of the county medical community in 70 counties (cities, districts). Social security has been improved. The province's basic pension insurance participation rate reached 92%, basic medical insurance participation rate reached 98.6%, and 333 new home care centers were built. We planned to build 406,000 sets of resettlement departments, of which 337,000 sets have been completed. The World Short Pool Swimming Championships and the Provincial Sports Games were successfully held. Zhejiang athletes achieved the best results in the history of the Asian Games in Jakarta.

 

The construction of a peaceful Zhejiang has achieved remarkable results. We adhered to and developed the experience of Fengqiao in the new era, strengthened the construction of four platforms for grassroots governance, and built a social governance system consisting of 68,000 grids. We strengthened safety production and risk management in fire protection, hazardous chemicals, food and drug, and transportation, and effectively handled all kinds of emergencies. The number of production safety accidents decreased by 33%, in which the number of deaths decreased by 28%. The number of fire accidents decreased by 32.5%, in which the number of deaths decreased by 37.5%. The number of road traffic accidents decreased by 35.4%, in which the number of deaths decreased by 29.1%. We renovated 122,000 rural dilapidated houses, reduced 2,426 hidden points of geological disasters, and completed 679 projects of relocation of major hidden risks and project management. We will resolutely defend  political security, comprehensively carry out special struggles against gang crimes, and effectively prevent and resolve the risks of social stability. People’s sense of security continues to increase.

 

7. Solid actions on improvement of governing abilities

 

We have taken active measures to learn and understand Xin Jinping thought on socialism with Chinese characteristics for the new era, to keep firmly in mind the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment, to strengthen our confidence in the path, theory, system, and culture of socialism with Chinese characteristics, to resolutely uphold General Secretary Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and resolutely uphold the Party Central Committee’s authority and its centralized, unified leadership. Focusing on deepening the "double eight strategies" and restarting reform and opening up, we took solid actions on study, research, and implementation, formulated the ten major action plans for enriching the people, and solidly promoted the construction of Zhejiang at high levels. We further implemented the government's improvement action plan, promoted research and investigation, and formulated a series of long-term plans and policies. We did our best to solve major problems and do practical things, to ensure a good start. Focusing on planning and implementation, we improved the working rules of the Provincial Government, and established the indicator system, work system, policy system and evaluation system. We started the digital transformation of the government, and the government service network has become an influential public data platform in the country, with the promotion of applications such as "Zheliban" and "Zhezhengding" mobile offices. We established the legal advisor system at every level of the province, the city, the county and town, promoting all levels of government to rule by law, to be clean and honest, to continuously improve administrative quality, administrative efficiency, and government credibility, so as to build a service-oriented government that the people are satisfied with.

 

Fellow deputies, in the past year, when the external environment has undergone profound changes and the risks and challenges have increased significantly, our achievements have not been easy. This is the result of the firm leadership of the Party Central Committee with Comrade Xi Jinping as the core, the result of the correct leadership and scientific decisions of the Provincial Party Committee, and the result of the hard work of the cadres at all levels and the people in the province. Here, on behalf of the Provincial People's Government, I would like to express my heartfelt thanks to the people of the province, the builders and the Zhejiang-based units of the Central Government. I would like to express my heartfelt thanks to the deputies of the National People's Congress, the CPPCC members, the democratic parties, the Federation of Industry and Commerce, the people's organizations and people from all walks of life! I would like to express my heartfelt thanks to the People's Liberation Army in Zhejiang, the officers and soldiers of the Armed Police Force, the police officers, and the fire fighters. I would like to express my heartfelt thanks to the Hong Kong and Macao compatriots, Taiwan compatriots, overseas Chinese and friends at home and abroad who care about the development of Zhejiang.

 

We are also clearly aware that there are still many contradictions and problems in the economic and social development of Zhejiang Province. Mainly: we have changes in what is a generally stable economic performance, some of which have caused concern; the private enterprises and the real economy are facing more and more difficulties, and the downward pressure on the economy has increased; the problem of imbalanced and insufficient development and structural contradictions have not been fundamentally resolved; the quality and efficiency of development are still not high enough, the ability of innovation is not strong enough, and the task of upgrading traditional industries is still heavy; P2P illegal online loans and illegal fund-raising risks are prominent, and the task of financial risk prevention and control is still arduous; we still have a long way to go in ecological environmental protection, and there are still many shortcomings in the people's livelihood, where the people are dissatisfied with education, medical care, old-age care, and public services; security risks are still at a high level, fires and traffic accidents are frequently occurring, and risk management and control capabilities need to be improved. At the same time, a small number of government workers fail to work in accordance with the law, to take responsibility or take actions, as they value more superficial impressions than solid actions. The burden at the grassroots level is still heavy, and the administrative quality and efficiency are still to be improved; there are still many problems with Party conduct, where corruption occurs occasionally, and the task of building a clean and honest government has been arduous.

We must adhere to the bottom line thinking, enhance the sense of urgency, seize the main contradictions, and effectively solve them.

 

II. Targets and key tasks in 2019

 

The year 2019 is the 70th anniversary of the founding of New China, and a crucial year for building a well-off society at a high level. Facing an external environment full of uncertainties and the long-term development trend of China's economy, we have the following overall demands for this year's work: comprehensively implement the spirit of the 19th National Congress of the CPC and the Economic Work Conference of the Central government; hold high the great banner of Xin Jinping thought on socialism with Chinese characteristics in the new era; pursue coordinated progress in the five-sphere integrated plan, and balanced progress in the four-pronged comprehensive strategy; always remember and practice General Secretary Xi Jinping's expectation on Zhejiang; With the theme of "double eight strategies" and restart of reform and opening up, and by implementing the top ten action plans to enrich the people, we shall follow the general principle of pursuing progress while ensuring stability, pursue high-quality development, and the main line of supply-side structural reform; keep market-oriented reforms, and expand high-level openness; make efforts to stabilize enterprises, increase momentum, and ensure security; work holistically to maintain stable growth, advance reform, make structural adjustments, improve living standards, and guard against risks; improve people's sense of acquisition, happiness, security; maintain sustained and healthy economic development and social stability; lay a foundation for building a moderately prosperous society at a high level, and mark the 70th anniversary of the People's Republic of China with remarkable achievement.

 

According to the spirit of the Provincial Economic Work Conference, it is suggested that the main expected aims in economic and social development of the province in 2019 is: the province's GDP shall increase by about 6.5%, while we strive for higher quality and better results; R&D expenditure shall account for 2.6%; the general public budget income, the income growth of urban and rural residents and the economic growth shall be basically synchronized; the labor productivity of all employees shall be steadily increased, and in energy conservation, emission reduction and carbon reduction, we shall complete the target tasks assigned by the state.

 

In practice, we shall focus on two major orientations:

 

First, we have to adhere to the bottom line thinking and take the initiative to deal with difficulties, risks and challenges. We must seize the important strategic opportunity period, take the risks and challenges as an opportunity to solve our own problems, so as to push for reform and innovation. We must never retreat in the face of difficulties, never get impatient in hard work, and never get relaxed. We must maintain strategic strength, improve risk prevention and control system, and improve risk management and control capabilities. We must identify risks in advance, accurately grasp the risk direction, identify major problems in time, and make scientific decisions decisively. We must do a good job of preventing and resolving major risks, and confine risks and hazards to their own territories, and eliminate them in the bud before they break out. We must carry forward the spirit of struggle, improve fighting skills, and resolutely set off political responsibilities to prevent and resolve various risks, so that we can firmly hold the bottom line of political security, economic security, ecological security, and public security.

 

Second, we must be committed to high-quality development, competitiveness and modernization. We must adhere to the people-centered idea of development, and comprehensively implement the digital new policy, sci-tech new policy, talent new policy, and the new policy of ecological civilization, so that we can do a good job in high-quality development, stimulate the vitality of the market, enterprises and the public, and continuously promote the upgrading of Zhejiang economy. We must adhere to the advanced standards, strive for the first, and deepen reforms comprehensively with the "maximum one visit service procedure" reform as the lead. We must expand the opening up comprehensively under the "Belt and Road" initiative, vigorously promote comprehensive innovation with science and technology as the core, and enhance the competitiveness of the regions, industries, enterprises and brands, so as to create a “golden business card” of Zhejiang in the new era. We must take people's modernization as the core, and the people's yearning for a better life as the goal of struggle, so as to constantly promote the all-round development of the people and the overall progress of the society, and accelerate the building of a prosperous, strong, democratic, civilized, harmonious and beautiful socialist modernization of Zhejiang.

 

To do a good job this year, we must fully implement the principles of “consolidating, enhancing, upgrading, and smoothing” in the supply-side structural reforms, firmly grasp and make use of opportunities, and work hard to solve problems and overcome difficulties. With our efforts in serving the enterprises, the people and the grass-roots units, we must work hard to do a good job in stabilization, to meet changes with stabilization, and promote the high-level development step by step.

 

 

1. Making solid efforts to stabilize enterprises and growth

 

We must do our utmost to ensure that the policy of supporting the high-quality development of the private economy is implemented. For an in-depth implementation of the important instructions of General Secretary Xi Jinping at the private enterprise forum, we must firmly support the private economy, fully implement the 31 regulations concerning private economy, focus on stimulating the vitality of the micro-subject, and enhance the momentum for enterprise innovation and development. We will adopt the “white list” system for enterprises to help quantify the list of demands for bonds issued by private enterprises, the list of subsidies for listed companies' pledges, and the list of difficult enterprises, so as to prevent the liquidity risk of private enterprises and the risk of equity pledges. We will carry out the micro-enterprise credit aeration program and the drip irrigation project for financial service to effectively solve the problem of financing difficulties. We will establish a working platform and long-term mechanism for serving private enterprises, and support Wenzhou to create a healthy pioneering area in the new era. We will ensure the personal and property safety of entrepreneurs in accordance with the law, and guide private enterprises to adhere to industry and strengthen the main business, so as to promote the private economy for more achievements.

We will vigorously promote tax cuts and fee reductions. Like raising fish, we need to let them relax, to make new measures to increase the mobilization of enterprises, and to have a new round of burden reduction on enterprises. We must reduce the actual burden of enterprises in social security contributions, reduce industrial and commercial electricity prices, and resolutely control arbitrary charges and fines. We must make efforts to ensure that the tax reduction policy be implemented in a down-to-earth manner, and that the burden on enterprises be cut by more than 150 billion yuan, so as to enhance the sense of corporate gain.

 

We must actively expand effective investment. We will comprehensively implement the new policy of investment, improve the infrastructure to set off disadvantages, and strengthen the work of attracting overseas Zhejiang merchants to return home. We will launch the projects introduced and supervised by the head of the province, the city and the county to drive the “four wheels” of private capital, state-owned assets, central enterprise investment and foreign investment. We will make efforts to promote the five 100-billion projects in digital economy, life health, high-end equipment, cultural tourism, energy and environmental protection, and plan to implement a number of industrial projects to enhance the competitiveness of the eight trillion industries.

We must promote steady growth of foreign trade. We will improve the comprehensive platform for order management, establish and improve the “order + list” pre-judgment and management mechanism, and strengthen the dynamic monitoring and tracking guidance for key enterprises. We will encourage enterprises to strengthen traditional markets and open up “Belt and Road” emerging markets, and improve economic and trade cooperation between Zhejiang and Africa. We will develop new models such as market procurement, comprehensive foreign trade service platform, and cross-border e-commerce. We will promote reduction of certificates at the port, reduce fees, raise speed and increase efficiency, so as to construct a leading “single window” for international trade.

 

We must vigorously promote consumption upgrades. We will strengthen the prevention and treatment of physical defects related to infants, and carry out cardiac ultrasound examination on more than 20,000 suspicious children identified through screening. We will set up 300 convenience service stations to provide medicines for the residents living in mountainous areas and on islands.

 

(8) We will improve the capacity of home-based care services and build 350 township (sub-district) demonstration home care centers.

 

(9) We will strengthen the capacity of serving the disabled, build 1,000 standardized township and community shelter centers for the disabled, and provide services for 20,000 severely disabled people.

 

(10) We will complete all the tasks of the three-year operation of “Removing the Housing Risks, basically eliminate the places with hidden risks of severe geological disasters, and write off 500 such places. We will build 3,000 standardized disaster prevention and resettlement sites, complete the transformation and upgrading of fire facilities in 500 old residential areas, and cultivate 100 social rescue teams.
