1. To implement the laws, regulations and policies of the party and the state
concerning the administration of counter-smuggling, coast defense and seaport;
to draw up, organize and implement the local laws and regulations concerning the
administration of counter-smuggling, coast defense and seaport as
entrusted; to work out, organize and implement the development plan, work
plan and detailed policy of the province concerning the administration of
counter-smuggling, coast defense and seaport.
2. To organize, instruct, coordinate, check and supervise the
counter-smuggling, coast defense and seaport of the province; to organize
investigations and collect relevant information, sum up and spread experience,
and study countermeasures to provide reference for the decision-making of the
provincial committee and government.
3. To organize and coordinate the fight and joint-activity on the sea against
various illegal activities such as smuggling and stowaway; to instruct,
investigate and deal with smuggling, major cases of trafficking in smuggled
goods, prominent cases and difficult cases, and deal with accidents and
emergencies.
4. To carry out the publicity of counter-smuggling and counter-stowaway; to
organize the investigation on counter-smuggling; to implement the comprehensive
administration, and organize the training on administration of
counter-smuggling, coast defense and seaport.
5. To cooperate with the relevant departments to coordinate the coastal
security.
6. To study and perfect the administrative system for coast, compile the
development plan of the province on opened seaport I and II and the application
of open and close of seaport; to inspect and supervise the auxiliary work on
seaport plan, construction and technical renovation; to coordinate and handle
the work concerning foreign relations and organize to arbitrate the disputes
concerning coast affairs; to organize and coordinate the construction of customs
clearance of the province.
7. To take charge of statistics and comprehensive analysis on information
concerning the administration of counter-smuggling, coast defense and seaport;
to perfect the report system.
8. To implement other duties as commissioned by the Provincial Government.
