The organization is responsible for organizing the civil air defense construction of the whole province and the air defense battles during city in war times.

(1). To carry out the nation¡¯s guidelines, policies, laws, codes and regulations on civil air defense; to be authorized to study and draft out the local regulations, rules and other documents regarding civil air defense administration and to organize the implementation after getting the approval through careful discussion; to be in charge of supervising and urging the implementation of laws and regulations including the ¡°Law of CAD of The People¡¯s Republic of China¡± and ¡°Implementation Methods of ¡®Law of CAD of The People¡¯s Republic of China¡¯ of Zhejiang Province¡±; to lawfully supervise and urge the inspection on the implementation of the civil air defense of the urban construction and basic construction.

(2). To draw up the civil air defense construction programs and plans on the basis of the needs of national economy and social development plans and the national defense constructions; to participate in making out the plans on integrating the urban construction and civil air defense construction.
(3). To organize the civil air defense commanding work. To guide the relevant local organizations in making out the city¡¯s aerial attack defense strategy and all the protective measures and supervise and urge the fulfillment of the cities¡¯ air defense plans and all protective projects.

(4). To guide the relevant local authorities in building up the seven mass public air defense organizations known as training communication, chemical defense and epidemic prevention, medical rescue, emergency and urgent repair, fire control, public security and transportation; and to make out the civil air defense drill plans and schemes.

(5). To bring forth key defense targets together with relevant authorities and report to the provincial government for approval; to provide guidance in making out the defense measures of the important economic target units and the war-time urgent repair plans.

(6). To organize the civil air defense communication alarm construction and carry out the planning, technology and quality management. To be responsible for the civil air defense wireless administration.

(7). To organize the civil air defense engineering construction. To conduct planning, technology and quality management on the civil air defense engineering (including building the basements for war-time air defense purpose  in the light of the civil constructions); to be responsible for the administrative work on the backout and disqualification of the civil air defense projects; to guide the civil air defense projects maintenance management and development and application in peace times, the war-time functional shift and to fulfill the civil air defense work in the urban underground space development construction.

(8). To organize the educational propaganda on the civil air defense. To make out the civil air defense educational propaganda plans, implement the civil air defense education and to guide the relevant national institutions, social communities and enterprises to carry out the knowledge and skill education of civil air defense together with the national defense educational authorities; to carry out the knowledge and skill education of civil air defense in junior middle schools and universities and colleges at town and city level; to organize the educational training in local civil air defense leadership level.

(9). To organize the scientific and technological research and academic exchange of the civil air defense and popularize the application of the research results.

(10). To manage the civil air defense fund. To make out the civil air defense fund budget and supervise the expenditure of the civil air defense fund at all levels.

(11). To undertake other tasks given by upper lever civil defense authorities and the Provincial Government, the provincial military region and the provincial national defense mobilization commission.

(12). To release the civil air defense orders and policies according to the decisions of the Provincial Party Committee, Provincial Government and military command organization. To set up the command post in time to carry out effective commanding tasks.
