Directly under Zhejiang Provincial Government, Zhejiang Grain Administration
(ZGA) is an authority that takes charge of the grain (including edible oil)
circulation, grain industrial guidance, and administration of the provincial
grain reserves in the province. Its internal functional divisions and offices
include the General Office, Personnel and Education Division, Supervisory
Office, Purchase and Sale Regulatory Division (Provincial Army Provisions
Administrative Office), Administration and Watchdog Division, Financial
Accounting Division, and the Party Committee of the Institution. The institution
is staffed with 38 members (including logistic office staffing of 5 members),
plus a staff of 5 for veteran cadres separately authorized by the Provincial
Organization Commission, totaling a staff of 43 members. ZGA practices the
system of separating governmental functions from enterprise management. It is no
longer in direct charge of state-owned grain enterprises except the provincial
reserved grain management Co., Ltd.
Its major duties are as follows:
1. To carry out the guidelines, policies, and regulations of the state
concerning grain-related work, investigate and draw up draft of local rules and
regulations concerning grain circulation and grain reserves administration with
authorization and organize the implementation of such rules and regulations
after they are discussed and passed; to study and formulate the policy of grain
purchase and sale in the province; to follow the municipal and county
governments tiered responsibility system under the consolidated leadership of
the provincial government, and take responsibility for grain circulation
administration in the whole society.
2. To be responsible for working out long- and medium-term planning of
provincial grain circulation and the plan of grain purchase and sale,
deployment, storage and import and export; to organize and coordinate the
implementation of grain purchase assignment of the state; to direct and help the
reservoir areas, disaster-stricken areas and grain-shortage distressed areas
with their grain supply; to arrange the grain supply for work-relief programs
and key construction projects of the state; to be responsible for transportation
management of inter-provincial grain deployment; and to guarantee the supply of
army provisions.
3. To provide guidance for grain industrial management and training in
respect of the provincial grain circulation; direct and promote technical
renovation and new-technological popularization for the grain industry; to be
responsible for external exchange and cooperation of the grain industry; and to
undertake the statistical work of the grain industry.
4. To formulate the program of provincial grain circulation restructuring,
and organize the implementation of it; to cooperate with relevant departments in
managing grain venture capital; to supervise and inspect the situation of
implementing the ordering price, purchasing price and sales ceiling price for
grain of the state.
5. To formulate technical specifications for administration of provincially
reserved grain and edible oil; to study and figure out the scale and overall
layout of provincial reserved grain and edible oil, and to supervise the
implementation of it; to cooperate with the Bureau of Quality and Technical
Supervision in the management of grain quality standards; to supervise and
inspect the storage, quality and safety of the central reserved grain and edible
oil in Zhejiang and provincial reserved grain and edible oil; to direct and
coordinate the construction of provincial grain warehousing, and to supervise
and guide the work of municipal and county grain reserves and rural grain
reserves; and to manage the Zhejiang Reserved Grain Management Co., Ltd.
6. To undertake other tasks assigned by the Provincial Government.
