1. Enforcing state guidelines, policies, laws, rules and regulations concerning administration for industry and commerce; investigating and formulating the policy of industrial and commercial administration at Zhejiang Province; drafting on authorization and implementing after approval local regulations and rules on industrial and commercial administration.

2. Registering enterprises, units and individuals engaged in business; checking and ratifying according to the law the names of enterprises registered; checking, granting and issuing the business license; and implementing supervision and regulation thereof.

3. Supervising market competition; investigating and handling according to the law cases on monopoly, unfair competition, smuggled goods transaction, unlicensed business, and other illegal trade practices, and then meting out corresponding penalties according to the law.

4. Protecting consumer rights; investigating and handling the cases on consumer rights tort; investigating and handling cases on selling adulterated or counterfeit goods; cooperating with Bureau of Quality and Technical Supervision in investigating and penalizing illegal acts such as manufacture of goods of poor quality; accepting and handling "96315" consumer¡¯s reports and complaints of offenses.

5. Implementing standard administration and supervision in accordance with law to ensure healthy order of business operation in various markets.

6. Regulating the operation of brokers and brokerage agencies.

7. Regulating contract performance, auctions and registration of chattel mortgage; investigating and handling contract frauds; administering administrative intermediation on contract disputes.

8. Taking administration over registration of trademark and recognition of provincial famous trademark; instructing application for well-known trademark; investigating and penalizing trademark infringements; supervising trademark agencies.

9. Regulating advertising activities.

10. Regulating operation of self-employed businessmen, private partnerships and private enterprises.

11. Guiding and supervising local administrative authorities for industry and commerce at the municipal and county level; instructing various institutions relating to industrial and commercial businesses.

12. Undertaking other duties assigned by the Provincial Government and The State Administration of Industry & Commerce.
