1. To carry out the national policies, laws and regulations on environmental protection.
To be authorized to investigate and draft the local administrative regulations and rules on environmental protection and organize implementation after examination and adoption; to be authorized by the provincial government to implement Environment Impact Assessment (EIA) concerning high level economic policy and technical aspects, development layout and important economic development plans.

2. To organize to develop and supervise the implementation of environmental protection layout and pollution prevention and control, ecological protection layout for the key areas and water bodies decided by Zhejiang Province.

To develop the plan for the control of total pollutant release and the relevant policy;
to examine urban general layout concerning environmental protection of the cities and key counties (county-level cities);
to get involved in the compilation of the sustainable program of Zhejaing Province.

3. To supervise and manage the pollution prevention and control work related to air, water, soil, solid waste, toxic chemicals, noise, vibration and motor vehicle, etc.

To be responsible for the ecological environmental protection in rural areas;
to instruct, coordinate and supervise marine environmental protection;
to be responsible for waste report registration, permit for pollution release, levying charges for pollution release and pollution control in a certain time period;
to organize and coordinate the water pollution prevention and control in the major water bodies;
to carry out the administration activities for the leading group for water pollution prevention and control in the areas of Hangzhou, Jiaxing and Huzhou.

4. To supervise and control natural environmental protection.

To supervise the development activities on the natural resources which can influence the ecological environment, important ecological environmental construction and restoration work for the damaged ecology;
to supervise and check the environmental protection work in the natural reserves, famous scenic spots, forest parks, drinking water protection areas;
to supervise and check the biological diversity protection, wild animal and plant protection, wetland environmental protection work;
to put forward the approval proposals to the provincial government on the establishment of various natural reserves of provincial level;
to organize and promote pilot ecological area construction in Zhejiang.

5. To be responsible for the administrative inspection of environmental supervision and audit, environmental protection.

To organize and develop the administrative law enforcement inspection on environmental protection and promote the obligation system for the administrative law enforcement;
to investigate, deal with and coordinate environmental problems, pollution accidents, ecological damage events and significant environmental problems in administered regions and water bodies.

6. To supervise and implement the national environmental protection standards and the industrial standards on environmental protection, organize the development of local environmental protection standards and supervise their implementation.

To be responsible for the identification of environmental management system (ISO14000) and environmental logo, organic food and environmental protection products.

7. To organize and implement the environmental management regulations.

To examine and approve the Environment Impact Assessment (EIA) report (form) for development and construction activities based on the national and provincial regulations, check the application report for solid waste to be imported as raw materials and their environmental risk assessment report;
to guide the environmental management of the projects being constructed and the comprehensive renovation;
to be responsible for the goal and responsibility system of environmental protection.

8. To carry out the national technical policies on environmental protection.

To organize the development and implementation of the science and technology development plan of Zhejiang;
to organize and implement the pilot projects for environmental protection of science and technology development, scientific study and technology;
to establish and implement the system of environmental protection qualification certification;
to participate in developing environmental protection industry development plans;
to instruct and promote the development of environmental protection industry;
to guide the affiliated institutes and associations.
To be responsible for environmental monitoring, statistics and information.

9. To supervise and implement the environmental monitoring systems and regulations;
to organize the set-up and management of the environmental monitoring network and environmental information network;
to organize monitoring of environment quality and pollution sources for supervision purpose;
to organize compilation of the environmental quality outline and environmental quality report, release periodically information on the status of environmental quality in the major cities;
to organize, instruct and coordinate the environmental protection education, publicity, press and publication;
to advise the public and NGO¡¯s for getting involved into environmental protection.

10. To manage the international cooperation and communication on environmental protection.

To participate in the coordination of international cooperation on environmental protection in Zhejiang;
to manage and coordinate the domestic convention implementation of the international environmental protection convention and coordinate international contacts;
to manage the international economic cooperation within the environmental protection system;
to coordinate the projects using foreign investment related to the convention implementation;
to be responsible for contacting international environmental protection organizations;
to develop technical cooperation and academic exchange activities on environmental protection at home and abroad.

11. To supervise and monitor environmental radiation and radioactive wastes.

To develop the off-site emergency plan for nuclear power plants;
to organize the development, updating and implementation of off-site emergency plans for the nuclear power plants in Zhejiang;
to coordinate, promote and check the emergency plan preparation of professional emergency bodies;
to be responsible for the on-duty work and management in the emergency control center;
to conduct holistic supervision and management of pollution caused by electromagnetic radiation, nuclear technology application and processes related to development and utilization of mineral radioactive resources.

12. To undertake other work entrusted by the provincial government.
