Zhejiang Bureau of Quality and Technical Supervision has been established according to the ¡°Circular of the Central Committee of the Communist Party of China and the State Council Concerning the Program for the Institutional Reform of Zhejiang People¡¯s Government¡±. It is directly under the provincial government to supervise the issues on quality, standardization and measure work and functions as law executor and supervisor.

Main responsibilities of Zhejiang Bureau of Quality and Technical Supervision:

1.To carry out the policies, laws and regulations; to prepare the policies concerning quality and technical supervision; to draft local laws and regulations on administrative management of quality and technical supervision, and implement the adopted laws and regulations; to guide and supervise the administrative enforcement of law; to take charge of the registration and examination of regulative documents relating to quality and technical supervision.

2.To organize and coordinate the inspection and discipline of the delicts in the production area according to the law; to cooperate with Industry and Commerce Administrative to investigate and punish the delicts of producing counterfeit and adulterated products in the circulation area; to administer the quality supervision; to administer and guide the quality supervision and inspection, the test and identification for product quality arbitration; to organize and coordinate the mediation of disputes on product quality and measure work.

3.To administer and guide the quality supervision of Zhejiang Province. To organize the implementation of the ¡°Guidelines on Quality Development¡± and ¡°Implementation Program for Zhejiang Quality Development¡± of State Council; to investigate and prepare the development strategy and program to improve the quality level of Zhejiang; to investigate and analyze Zhejiang quality status and release quality information; to organize the implementation of national and provincial quality incentive system; to organize the identification of famous-brand products; to organize and coordinate the investigation and management of the serious product quality accidents; to supervise the issuing of manufacturing licenses and quality of engineering facilities; to accept the quality appeals and administrative case of quality and technical supervision for reconsideration.

4.To administer the standardization issues of Zhejiang Province. To organize the implementation of national and industrial standards; to take charge of the planning, approving and issuing of local standards; to administer standard registration; to supervise the implementation of standards; to promote the implementation of international standards and advanced foreign standards; to administer code allocation of organizations and agencies of Zhejiangand the coding of goods.

5.To administer the meaure work of Zhejiang. To organize the implementation of national measure system; to promote the application of legal units of measurement; to organize the setup of provincial measure standards; to draw up the local regulations for measurement verification and technical standards of measurement; to organize the transfer of quantity and value in Zhejiang; to standardize and supervise the measure action in the areas of trade settlement, safety precaution, medical and health care, and environmental monitoring; to administer the licenses for the production and repair of measure instruments.

6.To administer and supervise the quality authentication of Zhejiang. To promote the authentication on both product quality and quality system of enterprises; to supervise the implementation of the compulsive safety certification; to authorize and supervise the quality inspection bodies and measure verification bodies; to carry out accreditation and supervision on quality and technical supervision relating to social intermediary organs.

7.To draw up the development program for quality and technical supervision and organize the implementation; to organize and coordinate the industrial and specialized quality and technical supervision; to administer and guide the quality and technical supervision; to take charge of the propaganda, education, training and information release on quality and technical supervision in Zhejiang; to organize the accreditation for quality and technical supervision on specialized vocational qualifications; to organize the technical cooperation and academic exchanges between China and foreign countries.

8.To administer the supervision and inspection of fiber products in Zhejiang; to take charge of the entire allocation and operation guidance for fiber inspection bodies in Zhejiang.

9.To administer the safety supervision of special equipment as boiler, pressure vessel, elevator, explosion-proof electrical apparatus etc. To take charge of the implementation, supervision and inspection of correlative rules, regulations and technical regulations; to supervise and inspect the import and export of special equipment as boiler, pressure vessel, elevator, explosion-proof electrical apparatus etc.

10.To guide and administer bureaus of quality and technical supervision at city and county level; to administer organizations directly under Zhejiang Bureau of Quality and Technical Supervision; to guide affiliated institutes and associations.

11.To undertake the work assigned by the Provincial Government and National Bureau of Quality and Technical Supervision.
