Main responsibilities of Zhejiang Provincial Oceanic and Fishery Bureau

(I) To implement the state laws, statutes, policies, and international pacts and treaties related to marine and fishery industries£» to research and draft the local statutes and regulations related to administrative management of marine and fishery industries according to the commitment. To formulate technical standards, rules & regulations and methods related to management of marine and fishery resources in this province£»to organize preparation of division of marine functions, marine utilization planning, overall planning of oceanic and fishery development£»to organize preparation of planning of marine environmental protection and improvement in cooperation with relevant departments, and supervise their implementation.

(II) To organize the implementation of comprehensive management over the ocean£»to supervise and manage utilization of state-authorized maritime space. implment maritime space paid utilization system according to regulations; to supervise construction of foreign-related marine facilities, seabed projects and other development activities according to laws; to participate in examination and approval of important oceanic projects, sea island projects and coastal projects, as well as projects of exploitation of sea mines, sea sand£¬marine petroleum gas, and laying of seabed cable and pipeline, and installation of on-the-sea man-made structures.

(III) To take responsibility for supervising and managing over the marine environment, and ecologic environmental protection of water area for fisheries; to organize investigation, monitoring, surveillance and evaluation of the marine environment; to assist relevant provincial departments in preparation of standards on terrestrial pollutants discharging into the sea, and preparation of the system of control over total pollutants discharging amount, as well as be responsible for the supervision of the standard and the system; to take responsibility for oceanic prevention and improvement projects, for the protection of the ocean from pollution due to dumping of refuse, and for the protection of ecologic environment of water area for fishing industry; to check environment influence reports for new costal and oceanic projects, and modification and extension projects of this kind; to take responsibility for marine natural protective zones and multiplication of resources for fishing industry, and responsibility for management of state-assigned marine natural resources.

(IV) To implement the inspection of cruise in the administrated area; to exercise marine surveillance, supervision & management of fishery administration and fishing harbors, inspection of fishing boats according to laws; to take responsibility for supervision and management of quality of aquatic products and their seeds in the whole province; to formualte regulations and technical standards on construction of fishing boats, fishing machines, fishing nets, and to supervise their implementation; to direct the management of law-enforcement contingent and their equipment for oceanic and fisheries industries; to take responsibility for protection of aquatic and wild water animals; to direct the management of radio used in fishing industry and fishing boats.

(V) To take responsibility for management of fishing industry, and to organize implementation of production license system for fishing industry; to direct aquacultures, fishing, processing, marketing and deep-sea fishing industry development in the whole province; to direct economic system reform and restructuring of fisheries, improvement of product quality and industrialization fisheries; to take responsibility for planning and construction of fishing harbors, aquaculture farms for fine and original seed , aquatic product markets, leisure fishing industry, and modern exemplary zones; to organize implementation of epidemic prevention and quarantine of aquatic and hydrophytes; to take responsibility for construction and management of oceanic and fishery industries information network, fish diseases prevention and control network in the whole province; to supervise and administer the reduction of the burden on fishermen;

(VI) to research and formulate important technical improvement measures for development of oceanic and fisheries, and to take responsibility for scientific and technical management of oceanic and fishery industries; to organize the implementation of the strategy of ¡°Develop the ocean industry with science and technology¡± and ¡°Develop the fisheries with science and technology¡±, and to guide education and standardization work of oceanic and fisheries industries, and organize the management of achievements of key and important scientific and technological research projects;

(VII) To take responsibility for foreign affairs and foreign economic cooperation in oceanic and fisheries industries, and to organize technical and economic exchange and cooperation related to oceanic and fisheries industries with foreign countries, Hong Kong and Macao Special Administrative Regions and Taiwan Area, and to handle foreign-related affairs;

(VIII) To take responsibility for statistics and information work of oceanic and fishery industries, and to direct administrative management work of oceanic and fishery industries in the whole province;

(IX) To undertake other matters assigned by the Provincial Government;
