1. Based on the family planning guidelines and policies of the Party and the State, to study and work out population and family planning guidelines and policies for the province; to be commissioned to study and draft out local administrative laws, rules and regulations concerning family planning, and initiate and put them into operation after examination and approval.

2. In conjunction with other departments concerned, to study population development strategies, work out long-term and medium- term plans as well as annual plans for the population development in the province in accordance with the population control goal set by the state, and to examine and evaluate their implementation; to be responsible for provincial population and family planning statistics, initiate and conduct sample surveys of population and family planning, and analyze and study the population data for the province; to examine the enforcement of the law of population and family planning statistics, make plans for the development of population and family planning, and examine and evaluate their implementation.

3. To work out scientific and technological research plans for population and family planning, organize and make comprehensive and predictive studies on the population and family planning problems of vital importance; to direct the expansion of the New Family Planning Program Users; in coordination with the departments concerned, to work out and implement economic and social policies and social security programs that are favorable to population and family planning work and tackle the problems of population and family planning in a comprehensive way.

4. To work out plans for publicity and education of population and family planning for the province, initiate and carry out the work of publicity and education of the population and family planning, and help the broad masses of people to foster the scientific and culturally and ideologically advanced ideas of childbearing throughout the province.

5. To administer the affairs concerning the technical service in the implementation of family planning program; in cooperation with the public health department, to offer reproductive health care service as well as technical service in childbearing, birth control and infertility; to be responsible for the management of providing contraceptive agents and devices; in cooperation with the public health department, to help to improve newly-born population quality.

6. To work out the budget and the final accounts of the investments in the provincial family planning program and in capital construction; to work out a financial management system for the family planning program, examine and direct the management and use of funds for family planning program throughout the province; to be responsible for the management of the state-owned assets and finance of the public institutions directly under the provincial government.

7. To direct day-to-day work of the family planning for the migratory population, to locate the responsibilities of the family planning for the migratory population in coordination with the departments of public security, industry and commerce, labor insurance, public health, real estate management, and other departments concerned; to be responsible for the coordination of the family planning management for the migratory population among cities in the province as well as across the provinces so as to improve the administrative work of the family planning for migratory population in a comprehensive way.

8. To work out plans for the production of officials in the family planning system and plans for their education and training, and to initiate and carry them out throughout the province.

9. To be responsible for family planning publicity with foreign countries, international cooperation and exchange in family planning and to manage and carry out international aid programs of the family planning.

10. To direct the provincial Family Planning Association, Population Association and Ma Yinchu Population Fund and other mass organizations in their work.

11. To take charge of other tasks entrusted by the Provincial Government.
