1. To implement and carry out the principles and policies of the CPC and the
state on culture and historical relics; to be authorized to draft out the local
regulations and rules of law concerning culture and historical relic
administration, and organize their implementation after discussion; to research
and work out the development plan of the culture and the historical relics of
Zhejiang Province.
2. To study and guide the management system reform on culture and historical
relic undertaking of Zhejiang Province, to strengthen to build a healthy
employment structure of culture, arts and historical relic undertaking, to
promote the reform of the personnel system in the system.
3. To comprehensively administer drama, music, dance, quyi, acrobatics, fine
arts, literature, film, etc. of Zhejiang Province, to make great efforts
on the creation and production (not including the film) management of fine
works of art of every type£¬and the scientific and technical research of culture
and historical relics, to organize and guide the major art activities.
4. To comprehensively administer the social culture and library undertaking
of Zhejiang Province, to strengthen the work of library, mass culture and
national culture.
5. To research and work out the development strategies of cultural industry
and mid and long- term development plans of Zhejiang Province, to research and
work out the policies of cultural industry, coordinate the development of
cultural industry.
6. To be responsible for the administrative law enforcement, management and
check of markets of culture and historical relics of Zhejiang Province, to
research and work out the policies and development plan of markets of
culture and historical relics of Zhejiang Province, guide the management and
check of markets ofculture and historical relics of the province as well as the
establishment of a check team, be responsible for handling the culture
administrative reconsideration case.
7. To research and work out the development plan of foreign exchange of
culture and historical relics of the province, to be put under direct
administration cultural exchanges with Hong Kong Special Administrative Region,
Macao Special Administrative Region and Taiwan area; to report and organize
implementation of foreign cultural exchange planning and items of the province
according to the fixed limits of authority .
8. To work out the basic construction plan of the undertaking of culture and
historical relics of Zhejiang Province, to guide the facility construction of
culture and historical relics of the province, and instruct the subordinate
units to do the management of the capital construction well.
9. To verify and approve the major historical and cultural sites under
state and province protection, to undertake the relevant verifying, report and
the management of national-level, provincial historical and cultural cities,
historical and cultural protection areas, projects of world cultural
Legacy, implement protection of historical relics and rescue work; to verify and
approve archaeological exploration, protection of historical relics , historical
relic maintenance items in accordance with the law, to work out the budget
of the maintenance of historical relics, to report, exam and allocate,
manage the funds of the maintenance of historical relics.
10. To research and work out the development plan of museums, memorial halls
of Zhejiang Province, to guide museum construction and the cooperation, exchange
between the museums of the province, to organize the appraisal of state-run
historical relics of the province, responsible for the use, exchange and
allotment of museums¡¯ collection, to verify and approve the major
exhibition items.
11. To guide and manage t enterprises and institutions directly under the
department; to guide the operational activities of associations and societies of
culture and historical relics.
12. To undertake other tasks of the CPC Zhejiang Committee and the Provincial
Government.
