1.To study and draw up policies of forestry ecological environmental construction, of forest resources protection and of land greening; to formulate and to organize to implement long-term and intermediate forestry development strategy; to be authorized to study and draft relevant local forestry administration laws, regulations, and to implement them after examination and adoption.

2. To organize and promote tree planting and conservation for regeneration; to organize and direct water and soil erosion protection and sand control by tree planting and grass growing; to direct construction and administration of state-owned forest centers, nurseries, forest parks, collective forest centers and forestry stations; to organize and direct construction and administration of tree and flower seed and seedling engineering.

3.To organize and direct management, investigation, dynamic monitoring and statistics of forest resources in Zhejiang Province; to organize and formulate provincial felling quota plan, and to supervise and implement it after being approved by the Provincial People¡¯s Government; to supervise wood and bamboo felling and transportation; to organize and direct administration of forest land and rights, and to preliminarily examine on forest land requisition and occupation.

4. To organize and direct protection and rational exploitation of terrestrial wild animals and plant resources; to organize and direct construction and management of nature reserves for forest and terrestrial wild animals under the principles of national and provincial nature reserve divisions and planning; to be responsible for examination and approval for import and export of endangered species and for export of state-protected wild animals, rare and precious tree species and wild plants and their products; to organize and coordinate protection of wetland in the province.

5. To direct forest public security and construction of forest public security troops; to direct, coordinate and supervise forest fire protection, forest pest control, forest plant quarantine, mediation and adjudication of forest disputes.

6. To study and propose economic measures for forestry development; to supervise and manage state-owned forestry assets; to examine and approve key forestry projects.

7.To direct cultivation of different kinds of commercial forest (including timber forest, economic forest, firewood forest, medicinal forest, bamboo forest, special use forest) and scenic forest.

8.To organize and direct forestry science and technology, education and propaganda; to coordinate foreign exchange and cooperation of forestry institutions; to direct construction of forestry team in the province;

9. To carry out other missions assigned by the Provincial People¡¯s Government
