1 To carry out the state¡¯s laws, rules, guidelines as well as policies relating to the administration of land and mineral resources; to study and draft local rules and regulations relating to the administration of natural resources (land and mineral resources) and geological environment, and supervise their implementation after being approved; to work out policies on the administration, protection and proper utilization of natural resources and geological environment; to work out technical standards, regulations, criteria and methods of provincial administration on natural resources and geological environment; be responsible for work on administrative reconsideration according to the laws.

2 To organize the constitution and implementation of provincial plan of land resources plan, including the long term overall and annual land-use plan and other plan of special projects ; to participate in the examination of city plans approved by the provincial government; to supervise general land-use plan on at the city, the county (municipality, district) and the village level; to pre-examine land occupying applications raised by the provincially established projects; to organize the constitution and implementation of provincial plan on mineral resources, geological environment protection, and other special subjects; to supervise and check plans on mineral resources, geological environmental protection and other special subjects of the city, the county (municipality, district) and the village level;

3 To supervise and examine administrative law execution at the city, county (municipality, district) level by superintendent authorities of state land resources and the implementation of plans on land and mineral resources; to protect the legitimate rights of the owner and user of land and mineral resources in accordance with the law, to organize the mediation and handling of serious rights disputes, to investigate and punish serious law-violating cases.

4 To work out and implement polices to reinforce the protection of arable land and land reclamation; to carry out agricultural land-use control and protect standard agricultural land, to monitor and guide the development of unused land, land level-off, land re-cultivation so as to ensure the balance between land occupation and land supply.

5 To manage activities relating to provincial land resources, land record and land administration; to work out land record administration methods, to organize activities relating to land resources investigation, land record investigation, statistics and dynamic land-monitoring; to direct and organize activities of verification of land right, ranking and registration of the urban and rural land.

6 To work and carry out administrative rules and methods on land right transfer (such as sale, lease, investment with land at a reasonable price, transfer, trade and government purchase), administer and monitor land property and market; organize the implementation of checking, ratifying and handling of the state-owned land property; work out and implement administrative methods for rural (township) land usage and direct the administration on circulation of the usage right of rural collective nonagricultural construction land.

7 To give guidance to the valuation of average and announced land price, to examine and approve the qualification of agencies engaged in land assessment£¬and confirm land price;

8 To administer the mining and the mine exploration right in accordance with law; to work out the operating rules and administrative methods for the provincial mine exploration and mining right market, to implement and direct the conferring, tender bidding and auction of the mine exploration right and mining right, to examine and approve the application of the transferring of mine exploration right and mining right; to collect fees for mine exploration right and mining right;

9 To carry out unified management of mineral resources reserve and of the collection and exchange of geological material, to carry out supervision and management on mineral exploration, exploitation, protection and rational utilization of mineral resources; to organize the annual examination and report on the utilization of mineral resources, to organize the supervision on mineral resources; to administer geological exploration trades, to examine and confirm the qualification of geological units, to administer geological exploration projects funded by national and provincial government and manage achievements of geological exploration; to collect and use mineral resources compensation fee in accordance with law, to carry out acceptance check and supervision on projects improvement and tackle the mine environment ; to examine and issue licenses of mine selection, to supervise and administer independent mine selection activities.

10 To organize activities in order to explore, monitor and prevent the geological disaster; to issue license to units engaged in assessing geological disaster, exploration and designing, engineering monitor etc.; to guide the exploration and appraisal of hydrogeology, engineering geology and environmental geology; to monitor and supervise the over-exploitation or pollution of underground water; to confirm protection areas of high-valued geological relics (such as the origins of paleontology fossil, the standard geological bisects etc.) ,to protect the geological relics.

11 To examine and supervise on the use of land resource expenditure supported by the national and provincial finance.

12 To organize and develop the scientific work and to promote cooperation in the field of land and mineral resources.

13 To manage the Mapping and Surveying Bureau and Geology Exploration Bureau.

14 To undertake other tasks given by the Provincial Government.
