1. To implement the Party and government principles, policies and regulations
concerning the personnel work. To take charge of the macro-planning,
comprehensive management, directive supervision and coordination of
province-wide personnel work; to formulate the program for reforming the
personnel system of government organs and public institutions; to draft,
entrusted by local government, local administrative laws and regulations
concerning personnel management, and organize the implementation after approval;
to participate in reform on the system of administrative management,
organization sets-up and personnel management in enterprises.
2. To draw up macro-policies relating to the staff¡¯s overall planning,
reconstruction and position allocation in province-wide government organs and
public institutions; to compile the personnel and salary plans for those organs
and institutions; to examine and assess the unified salary system for provincial
departments and their subordinates£»to count and analyze talent resources of the
Province; to administer the salary foundation of provincial government organs
and public institutions.
3. To take overall administration of the civil servants in the province; to
study and complement the laws and regulations of the civil servants and organize
the implementation thereof; to provide guidance and coordination to the
implementation of civil service systems in different areas and government
departments of the province.
4. To take overall administration of professionals in the province; to draft
development plans and measures for professionals; to take charge of reform of
the professional title verification system and overall management on
professional accomplishment evaluation; to promote licensed qualification system
and supervise license registration; to select leading persons of academics and
techniques, candidates for Government Special Subsidy and Award to Specialists
of Contribution; to manage and service for overseas experts and students
dwelling in Zhejiang; to take charge of the promotion of post-doctorate system
and management of post-doctorates.
5. To direct and coordinate reform on personnel management system of public
institutions in the province; to draft the administrative regulations for
professionals, technicians and working staff in the public institutions and
organize the implementation thereof.
6. To take charge of the planning and development of human resources in the
province; to draft policies concerning the talents flow and job market; To
promote and regulate talents marts and intermediaries; to provide guidance to
the employment of graduates from technical schools; to participate in the reform
of the college graduates employment systems; to draft regulations concerning
removal and transfer; to establish and improve the personnel affairs dispute
arbitration system.
7. To take overall administration of the salaries and welfares of government
organs and public institutions; to draft the policies and measures concerning
the salary, allowance and subsidy of employees in the organs and institutions;
to perfect the welfare system in the organs and institutions; to give guidance
to the institutions concerning the payment system; to draft the welfare policies
for the retired staff of the organs and institution and supervise implementation
thereof; to participate in the reform of the social security system of pension
and unemployment in the organs and institutions.
8. To formulate the governmental praising and awarding mechanism; to grant
awards on behalf of the provincial government; To supervise the rewarding on the
provincial level; to undertake appointments and dispositions of director level
leaders in provincial departments.
9. To formulate policies for veteran placement; to draft annual training
program and placement scheme for veterans; to allocate the veterans to
provincial organs and institutions.
10. To take overall administration of training system for the civil servants,
as well as further education for professionals and technicians; to administer
Zhejiang Provincial Administration institution, entrusted by the Provincial
Government.
11. To take charge of the work of foreign talents introduction in the
province; to administer and coordinate foreign talents affairs; to take charge
of the government sponsored training programs abroad.
12. To undertake other assignments entrusted by the Provincial Party
Committee and the Provincial Government.
