Zhejiang Provincial Commission for Discipline Inspection of the Provincial
Committee of the Communist Party of China (CPC) shares premises and staff with
Zhejiang Provincial Department of Supervision, undertaking the responsibilities
of both discipline inspection of the Party and administrative supervision of
government functionaries and reporting to both the Provincial Party Committee
and the Provincial Government.
I. Main Responsibilities 1. Carrying out discipline inspection of the
Party in the province; implementing decisions of strengthening the Party¡¯s work
style and building a clean and honest government by the Central Committee of the
CPC, the Commission for Discipline Inspection of the Central Committee, and the
Provincial Party Committee; safeguarding the Party Constitution and other
inter-Party laws and regulations; supervising the implementation of guidelines,
principles, policies and resolutions of the Party; supervising and examining the
implementation of the accountability mechanism of strengthening the Party¡¯s work
style and building a clean and honest government.
2. Carrying out administrative supervision in the province, implementing
decisions concerning administrative supervision by the State Council and the
Provincial Government; supervising the implementation of laws, regulations,
policies, decisions and national economic and social development plans by
departments and staff of the Provincial Government, city governments and leading
city officials and other officials commissioned by the Provincial Government;
coordinating, supervising and giving guidance to the work of departments
concerned in the province in rectifying unhealthy departmental and industrial
practice.
3. Organizing and coordinating the work of strengthening the Party¡¯s work
style, building a clean and honest government and fighting against corruption;
undertaking the responsibilities as the Joint Conference Office of Fighting
Against Corruption of the Provincial Party Committee and the Provincial
Government.
4. Investigating and handling violation cases of departments of the
Provincial Government, Party organizations in cities and Party members in
leading positions in the Provincial Party Committee against the Party
Constitution and inter-Party regulations; taking disciplinary actions against
the Party organizations and Party members involved or giving advices on the
punishments; investigating and handling misconducts that violate the national
laws, regulations, policies and government disciplines by departments of the
Provincial Government and their staff, city governments and their leading
officials, and officials commissioned by the Provincial Government, taking or
advising taking disciplinary actions according to law against people who are
held responsible; taking over and handling highly complicated cases or cases of
major influence which are under the jurisdiction of discipline inspection and
administrative supervision organizations at a lower level.
5. Accepting and hearing complaints and appeals lodged by Party members,
appeals by those who are under supervision but unconvinced by the disciplinary
actions taken against them, accusations by individuals or organizations against
Party members or against those who are under supervision; protecting the lawful
rights and interests of Party members and government personnel.
6. Drafting inter-Party and local laws and regulations of strengthening the
Party¡¯s work style, building a clean and honest government and fighting against
corruption; working out standardized documents and policies in strengthening the
Party¡¯s work style, building a clean and honest government and fighting against
corruption; adjusting or revoking improper decisions or regulations by
discipline inspection and administrative supervision organizations in cities and
counties (including county-level cities and districts).
7. Designing education programs in strengthening the Party¡¯s work style,
building a clean and honest government and disciplines of the Party and the
state; assisting departments concerned in publicizing the principles, policies,
laws and regulations concerning the Party¡¯s discipline inspection and
administrative supervision; instructing Party members and government personnel
to abide by laws and disciplines, be honest and upright.
8. Conducting theoretical researches in carrying out the Party¡¯s discipline
inspection and administrative supervision; researching into those symptomatic
and tendentious problems in strengthening the Party¡¯s work style, building a
clean and honest government and fighting against corruption.
9. Cooperating with the Organization Department of the Provincial Party
Committee in investigating secretaries and vice secretaries of discipline
inspection commissions in cities, chief discipline inspectors or secretaries of
discipline inspection in departments of the Provincial Government, and in
examining and approving their appointments and removals; assisting in
investigating cities¡¯ standing committees of commissions for discipline
inspection, collective leadership and officials in leading positions of cities¡¯
supervision bureaus and in appointing the vice chief discipline inspectors, vice
secretaries of discipline inspection and directors-general and vice
directors-general of supervision offices in departments of the Provincial
Government; making recommendations on the appointments and removals of
candidates for the positions of chief discipline inspectors, secretaries of
discipline inspection and commissioners of supervision in departments of the
Provincial Government, investigating the candidates together with the
Organization Department of the Provincial Party Committee who will submit the
agreed decision to the Provincial Party Committee for approval; appointing and
removing personnel accredited as vice chief discipline inspectors, vice
secretaries of discipline inspection, directors-general and vice
directors-general of offices of commissioners of supervision; investigating and
researching into the organizational structuring of the discipline inspection and
supervision system; cooperating with departments concerned in guiding the work
by officials in the discipline inspection and supervision system; organizing and
giving guidance to the training of officials in the discipline inspection and
supervision system.
10. Undertaking tasks entrusted and assigned by the Commission for Discipline
Inspection of the Central Committee, the Ministry of Supervision, the Provincial
Party Committee and the Provincial Government. |
