As a component department of Zhejiang Provincial Government, Zhejiang Provincial Economic & Trade Commission is responsible for regulating and controlling short-term national economic operations for the whole province. The functions and responsibilities are mainly as follows.

1. To monitor and analyze the operational situation and trends of national economy of the whole province, regulate the current national economic operation; to propose and implement the  objectives, policies and measures of short-term economic operation,  organize to resolve the major problems arising from the national economic operations, and make comment and suggestions to the Provincial Government.

2. To perform the national industrial policies,  organize the formulation of regional and specific industrial policies,  supervise and inspect their enforcement; to guide the industrial restructuring efforts, study and put forward restructuring programs for key sectors and key products£»to determine, organize and cultivate key enterprises in the province; to guide and liaise with the concerned social intermediaries such as trade society etc.

3.To be commissioned to draft comprehensive economic laws, regulations and policies in governing industry£¬commerce and trade, and then organize the implementation after passing deliberation ; to collect, sort out, analyze and publish economic information.

4.To organize the Industry Administrative Offices  in their efforts of formulating the draft proposals of sector plans, laws and regulations, and implement management of industries; to dispatch the important material for emergencies, and coordinate the matters of various conveyance; to manage the ports of the whole province.

5. To participate in the concerned administration of important construction projects on energy and raw materials around the province.

6. To study and plan investment layout in non-monopoly sectors, publish periodically the directories guiding project investment, to be responsible for reporting and approval of the technological renovation projects which are restricted or related to national or provincial policies; to direct implementation of the important technological renovation projects around province; to guide investment of industrial and commercial enterprises and commercial bank loans except for the financial allocation from government£¬incorporating them into the aggregate balance of the Zhejiang Provincial Development & Reform Commission (ZDRC)£»to recommend the destination for foreign loans utilized by industrial and commercial enterprises£»to participate in study and recommend policy proposals of developing international market and multi-markets strategy  for industrial and commercial enterprises, guide domestic enterprises in conducting internationalized business£¬guide the manufacture business with materials supplied by abroad clients and the assembly business; to coordinate foreign trade cargo shipment and important meetings and exhibitions of industry£¬commerce and trade.

7. To study and guide the provincial distribution system reform£¬cultivate£¬develop and refine market systems, and draft policies to regulate the distribution order and market rules£»to monitor and analyze the market operations as well as the supply and demand of the important commodities, and organize the adjustment and regulation£»to formulate and coordinate the domestic and foreign trade policies as well as import and export policies with related provincial departments, and in conjunction with the Provincial Development & Reform Commission, draw up the import and export plans for staple and crucial industrial products and raw materials critical to the national economy and the people¡¯s livelihood, make readjustments of the plans in light of the nation's economic operations and file with the Provincial Development & Reform Commission for any readjustments so made£»to guide advertising development; to coordinate matters of  cocoon and silk.

8. To be responsible for comprehensive coordination and administration in commerce and trade distribution, formulate the development plan, draw up the concerned regional laws and regulations, recommend policies and measures for distribution reforming & developing and put forward the implementation; to be responsible for the safeguard of antidumping and anti-subsidy, establish prewarning system, organize the investigation of the industries cases, guide and coordinate the response to the suits of damaged industries cases etc.

9. To be responsible for macro management and direction over enterprises of various ownerships£¬and regulate the rules for business conduct£»to study and work out the guidelines for the reform of state-owned enterprises, and promote the reform of state-owned enterprises; to participate in the guidance for enterprise direct financing; to be responsible for planning and cultivation of the large enterprises and conglomerates supported particularly by the Provincial Government; to coordinate to resolve major problems arising from enterprises reform, guide the reform and development of the small and medium-sized enterprises; to organize and administer the intra-corporate counselor work; to guide the training of the administrators from enterprises.

10. To study the guidelines and policies for enterprise technological progress£¬and guide the technical innovation, introduction of technology, the localization of key equipment as well as the research and development of key technology and equipment£»to study and recommend policies and measures for the technical innovation of the conventional industries with high and new-technology, and  organize the formulation of the related plans and programs; to organize and coordinate industrial environmental protection and the development of the environmental protection industry; to guide the efforts in the conservation and integrated utilization of resources; to be responsible for inviting public bidding for industry and commerce enterprises¡¯ technical innovation projects; to be responsible for administration of interior decoration sector; to guide administration of bulk cement and the reform of wall materials; to guide the reform of energy utilization.

11. To study and recommend the major proposals about policies of establishing the advanced manufacturing industry base, and follow monitor and assess the construction of advanced manufacturing industry base; to recommend  the developing way and objective of advanced manufacturing industry base construction, formulate the medium term & long term plan and annual plan; to guide and coordinate the work of establishing the advanced manufacturing industry base in the whole province, and solve the related problems in time.

12. To be in charge of Zhejiang Provincial Administration of Work Safety and Zhejiang Provincial Rural Enterprises Bureau (The Provincial Small £¦ Medium-sized Enterprises Bureau).

13. To undertake other tasks assigned by the Provincial Government.
