Zhejiang Provincial Department of Agriculture is established according to
¡°The Circular of the Central Committee of the Chinese Communist Party and the
State Council Regarding the Institutional Restructuring Plan for Zhejiang
Provincial People¡¯s Government¡± (The Central Committee (2000) No. 38 ). Zhejiang
Provincial Department of Agriculture is the Provincial Government¡¯s composing
department in charge of the province¡¯s agriculture and rural economic
development. According to the above adjusted functions, the main
responsibilities of Zhejiang Provincial Department of Agriculture are:
1.
To study and formulate agricultural and rural economic development strategies,
medium-to-long term development plans, to organize the implemetation of these
programs after being approved. To draw the agricultural development plans and
supervise the implementation of the plans.
2. To study and formulate
agricultural policies, and guide the rational restructuring of agricultural
industries, the rational allocation of agricultural resources and the
improvement of the products¡¯ quality. To put forward the policy proposals for
the prices of the related agricultural produces and production materials, the
circulation of staple agricultural produces, rural credit, taxation and
agricultural subsidies. To be authorized to study and draft regional laws and
regulations related to the administration and management of agriculture and
rural economy.
3. To participate in the study and put forward the
proposals for deepening the reform of rural economic system. To take charge of
stabilizing and improving rural basic management system and policies, and adjust
the benefit relations of rural economy. To manage and supervise the work of
reducing farmers¡¯ burdens. To guide and supervise rural collective land
contracting and contract management, the turnover of the right to the use of
arable land, and the management of rural collective assets and the construction
of agricultural investment accumulation system. To guide and supervise the
financial accounting and audit of rural collective economic organizations. To
guide the construction of farmer¡¯s cooperative economic organizations and rural
social service system.
4. To study and formulate the construction and
development plan of market system of agricultural products. To study and
formulate the policies related to agricultural industrialized management to
promote the integration of pre-production, production and post-harvest. To study
and formulate plans and policies for the production base construction of the
province¡¯s vegetable basket program, and organize to implement it. To guide the
work of processing and circulating of agricultural products. To guide the reform
of circulating system of agricultural products jointly with the related
departments. To study and put forward the proposals on import and export of main
agricultural products and important agricultural production materials. To guide
the development of efficiency agriculture, agricultural industrialization,
agricultural advanced and new technology demonstration zone, agricultural scale
management and export-oriented agriculture.
5. To work out the
development plan for agricultural production. To study and put forward the plan
for agricultural infrastructure construction. To be responsible for the
construction of the production bases of agricultural and animal husbandry
products, seeds, seedlings, as well as the work of the agricultural
industrialization projects with demonstration roles. To be responsible for the
distribution of agricultural materials for the purposes of disaster prevention
and relief.
6. To participate in organizing the planning of agricultural
resources and regional development. To organize the work of ecological
agriculture and agricultural sustainable development. To participate in
small-scale agricultural field basic construction, land improvement, low-yield
land transformation and the development and utilization of ¡°four kinds of waste
land¡±. To be responsible for the development and utilization of agricultural
land and rural regenerative energy, as well as the protection and management of
agricultural biological species resources. To be responsible for the management
of flower industry.
7. To formulate the development plan and the related
policies of agricultural scientific research, education, popularization of
technology and its research team set-up, to implement the strategy of
revitalizing agriculture through science and education. To organize the
selection and implementation of important agricultural research and
technological popularization projects. To be responsible for the construction of
agricultural technological popularization system and the evaluation and
management of agricultural technological achievements. To be responsible for the
routine management work of the province¡¯s agricultural scientific and
technological achievement popularization. To carry out the routine work of the
Agricultural Technology Popularization Foundation. To be responsible for the
province¡¯s agricultural education and training, as well as the appraisal of
agricultural technical professionals and the development of agricultural
vocational skills.
8. To be responsible for the province¡¯s
administration law enforcement. To formulate and implement the technical
standards of agricultural industries. To organize and implement quality
supervision and certification of agricultural products and green food, as well
as the protection of new varieties of agricultural plants. To be responsible for
the management of the province¡¯s feed and feed additives. To be responsible for
the registration, quality supervision and appraisal of the province¡¯s
agricultural production and import, including seeds, seedlings,
pesticides, fertilizers, veterinary medicines, feed and feed additives etc. To
participate in the protection of basic agricultural land. To organize and
implement safety supervision, product quality check, appraisal and certification
of agricultural machinery, such as tractor, combine harvestor and farming
conveyor.
9. To be responsible for the work of the province¡¯s
agricultural information and guide the construction of the province¡¯s
agricultural information system. To forecast and promulgate agricultural
economic information including the supply and demand of agricultural products
and production materials.
10. To be responsible for the work of foreign
affairs, foreign investment and foreign economic cooperation in agricultural
field. To organize and develop international exchange and cooperation of
agricultural economy and technology.
11. To carry out other tasks
assigned by the Provincial Government.
