1. To carry out the national laws, regulations and policies on urban
planning, rural (village and town) planning, project construction, urban
development, rural (village and town) development, building industry, housing
and real-estate industry, investigation, design, consultancy, public utilities
and scenic and historic interest areas. Upon authorization, to organize the
draft of local laws, regulations and rules on construction administration, and
to organize to enforce them after review and approval.
2. According to
the provincial master planning and targets of economic and social development,
to develop the construction sector development strategy, mid- and long-term
planning, industrial policies and institutional reform schemes, and give
guidance and direction to the implementation of them.
3. To be
responsible for management of urban planning, rural (village and town) planning,
urban investigation and municipal engineering survey in the whole province; to
be responsible for the organization and coordination in promoting urbanization;
Trusted by the provincial government, to take the responsibility for review of
urban master planning, urban system planning and agglomeration planning, and
submission of them for approval; to take the responsibility for the review of,
and application for approval of historical cities and historical conservation
areas, and supervision over the protection of them; to give guidance and
direction to planning management for optimizing disposition and utilization of
urban land resources; to participate in the review of land use master planning,
land planning and regional planning; to administer urban construction archives.
4. To organize to develop the economic assessment methods for
feasibility study of construction projects, economic parameters, construction
standards and construction period quotas, construction land use quotas and
construction costs management system, which will be issued jointly by the
Provincial Development and Reform Commission and/or other departments concerned;
to organize to prepare local standards for the construction sector; to guide and
supervise the implementation of all kinds of construction project standards,
specifications and quotas.
5. To guide and supervise construction
activities in the whole province. To be responsible for the administration on
investigation and design of construction projects, construction supervision, and
construction costs consultation; to develop the policies and regulatory systems
for investigation, design, building and supervision of construction projects as
well as management of relevant intermediaries; to supervise and guide to
implement them; to standardize the construction market, guide and supervise the
construction market access and construction project tendering.
6. To be
responsible for administration and supervision over the quality of
investigation, design, civil works, installation and decoration of construction
projects. To execute professional management and supervision on all kinds of
agencies specializing in supervision and testing of construction quality; to
organize singly, or jointly with relevant departments, to investigate and deal
with serious quality accidents; to be responsible for administration and
supervision on the safety of construction and production; to be responsible for
administration and supervision on safe use of constructional plants.

To give guidance and direction to the urban and rural (village and town)
construction in the whole province; to be responsible for the administration of
water supply, gas, heating, public transit, municipal utilities, landscaping,
urban appearance and environmental hygiene in the urban areas within the
province; to be responsible for the administration of scenic and historic
interest areas within the province; to give guidance and direction to water
supply and water conservation in the urban areas; to give guidance and direction
to exploitation, utilization and protection of underground water in the urban
planning areas; to give guidance to urban appearance and environmental
improvement; to be responsible for the inspection over construction law
enforcement.
8. To be responsible for the administration of housing and
real-estate industry; to be responsible for the regulation of housing
industrialization, real-estate development (property management), urban housing
demolition and resettlement; to standardize real estate markets; According to
the functions authorized by the law and regulations concerned, to manage
transfer, mortgage and lease of properties; to give guidance to paid transfer of
the right of urban land use, development and utilization of urban land.
9. To be responsible for preparing aseismatic design specifications for
all kinds of buildings and their affiliated facilities as well as municipal
utilities; to give guidance to developing and utilizing underground spaces in
urban areas. 10. To make sci-tech development plans in construction sector;
to organize to tackle key problems in major sci-tech projects£¬and transfer and
popularize sci-tech results; to guide the work of technological innovation and
introduction.
11. To manage foreign economic cooperation and foreign
affairs in the construction sector; to organize and coordinate construction
enterprises to participate in international projects and cooperation of labor
services for construction; to give guidance to enterprises in opening up
international construction markets and real-estate markets.
12. To
prepare professional personnel training programs for the sector; to give
guidance for the development of scientific and technical professional team; to
be responsible for vocational skill education and staff and workers training for
the sector; to be responsible for management of professional technicians in the
sector; to be responsible for organization and implementation of certified
qualification system and post skill identification system in the construction
sector.
13. To undertake daily work for the Office of the Provincial
Coordinating & Guiding Group for Promoting Urbanization, the Provincial
Law-enforcement & Supervision Office for Construction Project, and the
Planning Committee Office for Hangzhou and Its Periphery.
14. To
undertake other work trusted by the Provincial Government.
