The Provincial Development and Reform Commission is a department of comprehensive control, responsible for researching on and proposing the economic and social development strategy and planning of the whole province, carrying out overall planning and coordination, total volume balancing and structural adjustment, and guiding the overall economic system reform.

Its main responsibilities are as follows:

1.To formulate and implement the provincial economic and social development strategy, the mid-term and long-term planning and annual planning; to be responsible for the planning of system reform and the establishment of development planning system; to be responsible for such comprehensive administrative work as the formulation, examination, evaluation and adjustment of programs and plans, etc.; to organize the formulation, examination and approval for regional planning, and key special-item planning; to link and balance the relationship between such regional planning and special-item planning as industrial development planning, overall planning of land utilization, and overall urban planning, etc.

2.To be responsible for balancing important total economic volumes as aggregate demand and aggregate supply of the province, and adjusting important economic ratios, proposing the goals and policies for economic development and the optimization of important economic structures as well as the implementation of sustainable development strategy, guiding and promoting the coordinated development of regional economy, and advancing the overall planned development of urbanization and integration of cities and rural areas; to organize the compiling of development programs of land renovation, rational exploitation and utilization of resources, protection and construction of ecological environment and development of marine economy; to organize regional cooperation, compile the economic development programs for old, minority, rural and poor areas, organize the help and support for less developed towns and townships; to propose the annual planning of the conversion of key project agricultural land to construction land and the supply and demand of water resources, and to join with other departments in the organization of implementation and management.

3.To conduct researches and analyses of the provincial economic and social development, and carry out the supervision and alert of macro-economy; to be responsible for the data collection and analysis of the fiscal, financial and price changes, and the research on and proposal of policy suggestions of macro-regulations by economic means such as tax-collection, financing, investment and price changes; to research on and propose the development goals and policies of direct financing of the province; to research on and compile the plans and policy measures of the issuance of company bonds of the province, to be responsible for the examination, approval and regulation of the issuance of company bonds.

4.According to the overall arrangement of the national economic system reform, and combining the situations in Zhejiang Province, to conduct research on and propose the overall planning and implementation suggestions of the economic system reform of the province; to organize comprehensive reform trials; to be responsible for researches on important perspective and overall reform projects; to conduct research on and compile the system reform schemes on investment, planning and prices, etc., and to guid the implementation.

5.To conduct research on and propose the aggregate size of the fixed asset investment of the province, and plan the layout of important projects; to be responsible for the comprehensive management of the fixed asset investment of the province, projecting the size and direction for the investment of government-financed construction funds, involving it into investment plans and management, and coordinating and guiding the direction of other investments; take charge of arranging infrastructure construction projects within the quota or by the departments directly under the Provincial Government; to join with relevant departments in the administration of asset and equity transference projects of state-owned infrastructure facilities; to conduct research on and set up supervision and management regulations of government investment projects, and project reserve banks; to reinforce and improve the macro-regulation on non-governmental investments, to take the lead in establishing space layout planning, resource permission utilization and profession entry standards, etc. According to division of work, to be responsible for the tariff exemption confirmation and policy adjustment of facility import by using domestic and foreign funds (not including FDI).

6.To be responsible for the comprehensive management of infrastructure construction of the province; to compile the plans and organize the implementation of provincial key construction projects; to be responsible for the supervision and management of the bidding of provincial key construction projects and major projects; to be responsible for the administration of project consulting profession; to organize and manage the checking work on major projects of the province.

7.To join with relevant departments in the research and proposal of the development strategy of utilizing foreign and overseas investment by our province, the goals and policies of overall balance and structural optimization, and to be responsible for foreign debt management by all channels; to be responsible for the arrangement and reporting of big foreign investment projects, loan projects by international financial organizations, loan projects by foreign governments, international commercial loan projects and overseas investment projects.

8.To be responsible for the planning and management of the import and export of important agricultural products, important commodities such as grain, and material reserve in the province; to conduct research on and guide the construction planning and overall layout of market facilities of the province; to conduct research on and propose the development strategy, programs and policies of domestic and foreign trade and modern logistics, and coordinate important issues in the circulation system reform.

9. To coordinate social undertakings such as population and family planning, science and technology, education, culture, health, and national defense etc., and synchronize their development with the development of the provincial economy; to study and bring forward policies concerning coordinated economic and social development, for example, increasing employment, adjusting income distribution and improving social security etc. ; to coordinate the solution to major issues of social development and participate in working out the policies in terms of social security.

10. Working with relevant provincial departments to put forward the goals and suggestions associated with the agricultural development speed, aggregate balance, structural adjustment and overall productivity arrangement in rural areas; to organize and manage the work of key construction projects within the agricultural quota; to be responsible for the comprehensive management of the agricultural resources and regionalization throughout the province; to formulate overall agricultural planning and participate in comprehensive agricultural development and utilization in the province.

11. To put forward and coordinate targets and polices concerning the main industries in the province; to guide and promote the industrial development and the development of high-tech industries, and propel industrialization, informatization and the transfer of key science and technology achievements; to arrange the construction projects of transportation, energy, industry and high-tech industries; to formulate development and reform plans of power and the application of rare earth; to be responsible for the development planning and balancing of all types of economic zones throughout the province; to bring forward development policies of the Third Industry, study the strategies and key polices of the service industry and coordinate its development; to dovetail and coordinate the means of transportation of all types.

12.To participate in drafting and implementation of administrative laws and regulations concerning national economic and social development and economic systems restructuring; to coordinate the construction of credit system around the province; to formulate comprehensive policies of bidding and to guide and coordinate the work of bidding throughout the province.

13. To be responsible for the administration of the Provincial Price Bureau, the Office of Economic and Technological Cooperation of the Provincial Government, the Provincial Institute of Economic Planning, Provincial Economic Information Center, the Provincial Research Institute of Macro-economy and the Provincial Institute of Economic Reform and Development.

14. To undertake other tasks assigned by the Provincial Government.
