A senior economist and a graduate from Zhejiang University with a MasterĄŻs Degree in Economics,   he joined the Communist Party in June 1974. Beginning his professional career in July 1972, Zhong served successively as Division Chief of Zhejiang Textile Import & Export Company, Vice General Manager and General Manager of the International Advertising Company of Zhejiang Province, General Manager and Party Secretary of the Garments Import & Export Company of Zhejiang Province, Chairman of the board, Party Secretary and General Manager of Zhejiang Zhongda Group Ltd., Chairman of the board and General Manager of Zhejiang Zhongda Group Holdings Ltd., Director-general and Party Secretary of Zhejiang Foreign Trade and Economic Cooperation Department. He was elected Vice Governor of Zhejiang Province in January 2003.
