An Overview of Ningbo

Location & Administrative Division

Ningbo, neighboring Shanghai and Hangzhou, is located in the east of Zhejing Province, in the middle part of China¡¯s coastline and in the southern wing of the prosperous Yangtze River Delta.

Under the jurisdiction of Ningbo Municipality, there are 2 counties of Xiangshan and Ninghai, 3 county-level cities of Yuyao, Cixi and Fenghua, and 6 urban districts of Haishu, Jiangdong, Jiangbei, Zhenhai, Beilun and Yinzhou. It covers an area of 9,365 km2 and has a population of 5.567 million, among which 2,560 km2 are urban area with 2.134 million residents.

City Profile

Ningbo is a famous historic city with rich cultural heritage, and is the port from which the ancient ¡°silk road on the sea¡± started. It is also the birthplace of the Hemudu Culture dating back to over 7,000 years ago. Being one of the 14 quasi-provincial cities with provincial management of jurisdiction, Ningbo is the economic center in the southern wing of the Yangtze River Delta, and an important port city on the southeastern coast of China. It is one of the most promising cities in China as appraised by the United Nations. In 2006, the urban competitive power of Ningbo ranks 6th among China¡¯s inland cities.

Ningbo has an advantageous foundation for economic development. Ningbo is an important industrial city, and a foreign trade port. It is one of the central cities in the Yangtze River Delta and a heavy chemical industry base. Ningbo is the economic center of Zhejiang Province.

Traditional Industries

¡øTextiles

Textiles is one of the traditional industries in Ningbo, with a complete range of categories, and a reasonable structure. Its production value accounts for about 12% of the total industry output of the city.

¡øGarment

Ningbo is the birthplace of famous ¡°Hong Bang¡± style tailoring of China, with a profound cultural background. There are more than 2,000 garment manufacturers in Ningbo producing 1.3 billion pieces of clothing every year, accounting for about 12% of the total garment production of China. There are 4 famous Chinese brands in Ningbo: Younger, Firs, Romon and Progen.

¡øHousehold Appliances

Ningbo is one of the three major household appliances production bases in China. The region is home to over 3,000 household appliances manufacturers and about 10,000 accessory producers. The turnover accounts for about 30% of the total in China, with renowned brands including Aux, Bird, Fotile and Shuaikang.

¡øPlastic Machinery

¡°World Capital of Plastic Machinery¡± is another title of Ningbo. Over 130 plastic machinery producers are located in Ningbo, and about half of the world¡¯s plastic machines are produced here. Haitian is the largest plastic machinery producer in terms of production and sales. World famous names in this industry like Demag of German, Sumitomo of Japan, Woojin Selex of Korea, Kinki of Taiwan and Chen Hsong (Group) of Hong Kong have all established branches in Ningbo.

¡øAuto Parts

Ningbo is one of the leading auto parts production centers in China, with more than 2,300 manufacturers. The production value accounts for about 3.2% of the total in China. Famous companies include Huaxiang Group, Shenglong Group, etc.

¡øStationery

Ningbo is honored as the ¡°Capital of Stationery in China¡±. There are more than 800 stationery producers in this region, producing 1/3 of the exported stationery products of China. The largest office stationery producers, fine-art stationery producers and stationery producers in China are all located in Ningbo.

¡øMould

Ningbo is one of the three mould production bases in China, with 3,000 mould manufacturers. The production of foundry mould accounts for 60% of the total in China, and the die-casting mould and the powder metallurgy mould account for 40% and 25% respectively.

Harbor-based Industry

Petrochemical Industry

Ningbo is the major petrochemical industry base in East China. It has 179 petrochemical enterprises of major size, including Zhenhai Refinery Chemical Co. Ltd, which has the largest crude oil refinery capacity in China. The largest ABS production base of China¡ªLG Yongxing Chemical Co. Ltd¡ªis located in Zhenhai, Ningbo. The titans in the world chemical industry like Formosa Plastics, Esso, BP Amoco, and Messer have made their investments in Ningbo and started production.

¡øPaper Making

Paper making is an important part of the light industry in Ningbo, with over 20 producers in this region, including Ningbo Zhonghua Paper Co. Ltd invested by APP Group of Singapore, which is the largest industrial paper production base in China. In 2005, the gross output value of the paper making industry in Ningbo hit 3.831 billion RMB, with a sales income of 3.684 billion RMB.

Rising Industries

¡øElectronic & IT Industry

In the recent 5 years, the annual growth rate of Ningbo¡¯s Electronic and IT industry has been maintained at 30%. Now there are more than 2,000 manufacturers of electronic and IT products. The famous companies here include Bird, Yunshen, Gigabyte, etc. The output value accounts for 10.5% of the total GDP of Ningbo.

¡øNew Materials

New materials and new energy industry is among the key hi-tech industries that Ningbo Municipal Government plans to develop. Since 2002, the growth rate has remained approximately 30%, and the output value accounts for 34.95% of the sum total of the hi-tech industry in Ningbo. Now there are 14 such enterprises, 3 of them state-level and 11 provincial and city levels.

¡øSemi-conductors and Photo-electronics

In recent years, the semi-conductor and photo-electronic industry in Ningbo has had a rapid development. Thanks to the complete upstream and downstream industrial chain, the convenient transportation system and uniquely advantageous preferential policies and location, a great number of semi-conductor and photo-electronic manufacturers have established their plants in Ningbo. Internationally famous companies in this industry such as Chi Mei Optoelectronics, Lili Electronics, SinoMos Semiconductor and Prodisc have invested in a wide range of products from IC design to LCD and TFT monitor. This region is growing into China¡¯s photo-electronic production base.

Development Prospect

General Target

GDP in the region shall reach 430 billion yuan, with an annual increase of 11%, and the per capita GDP exceeding 60,000 yuan. The investment in fixed assets shall exceed 1,000 billion yuan.

Industrial Structure

The composition of the primary, secondary and tertiary industries shall be adjusted to 3.5:53.5:43. The innovative ability of enterprises shall be improved, the proportion of research and experiment expenditure in GDP shall be raised to 1.5%, and the proportion of hi-tech output in the gross output value shall be higher by 40%.

Port Development

The cargo-handling capacity shall be 360 million tons per year, ranking among the world¡¯s top three, and the annual handling capacity of containers shall exceed 100 million TEU.

People¡¯s Living Standard

The rate of urbanization shall exceed 65%. The standard and quality of living of the residents in general will keep improving. Per capita disposable income for urban residents shall exceed 24,000 yuan, and per capita net income for rural residents shall reach 11,000 yuan.

Opening Up

By the end of the year 2010, the import and export volume of Ningbo Port shall reach 154 billion US dollars, and the local import and export volume shall total 67 billion US dollars. In the following five years, utilization of a total of 11.5 billion US dollars in foreign investment is expected, with the contractual volume reaching 23 billion US dollars. A volume of 1,200 million US dollars shall be achieved for contracted foreign projects and labor service cooperation, and approved cumulative overseas investment shall reach 300 million US dollars.

Science & Education

Efforts will be made to establish and perfect a diversified mechanism for scientific and technological investment, involving governmental guidance, enterprise investment and market financing. The growth rate of governmental investment in science and technology shall be no lower than that of other regular fiscal revenue. By the end of the year 2010, the city shall have set aside 1.5% of the GDP for R&D and for experimentation. A 15-year elementary education policy shall be implemented, with the enrollment rate at senior high schools reaching 98%. Over 30 provincially key disciplines, 3-5 doctoral programs shall be set up, with an enrollment of 5,000 graduate students. In addition, 5 or more state-level sci-tech innovation bases shall be set up, Ningbo Engineering College founded, and the project of Ningbo Postgraduate Garden initiated.

Industry Clusters with Competitive Edges to be Nurtured and Developed

¡øPetrochemical Industry

By 2010, the oil refining capacity will reach 30 million tons per year, and the ethene production capacity will reach 2.2 million tons per year.

¡øIron & Steel

The Ningbo Iron and Steel Program will be completed with a production capacity of 6 million tons a year. The expansion project of Baoxin stainless steel project shall be advanced, thus making Ningbo a new iron-steel industrial base along the southeastern coastline of China.

¡øPaper Making

With China White Paper Board Project with the backbone, paper product industries such as paper packing and printing shall be developed. The total output of white paper board is expected to reach 3 million tons a year and a white paper board production base shall be formed in Ningbo.

¡øShipbuilding and Repairing

Great efforts shall be made to introduce more large shipbuilding and ship repairing projects so that the overall capacity shall be raised to 2 million tons a year, thus forming an important base for ship building and repairing in the southern wing of the Yangtze River Delta.

Layout of Key Projects during the period of ¡°11th-Five-year Plan¡±

l         The Harbor-based Industrial Zone: to mainly develop port construction projects and harbor-based industrial projects such as petrochemical industry, energy, iron & steel, paper making, automobile, ship building and repairing industries.

l         The Central Industrial Zone: to mainly develop urban infrastructure construction projects such as transportation, environmental protection, culture, education, medical treatment, health care, science and technology; modern service projects such as port logistics, commerce, circulation, trade exhibitions; and high-tech projects, for example, electronic information, new materials, clean energies and biological engineering.

l         The Southern Industrial Zone: to mainly develop land reclamation, reservoirs, ecological tourism projects and other large-scale projects including energy, ship building and fixing, marine transportation, and seawater desalting.

l         The Northern Industrial Zone: to mainly develop traditional advantageous industries such as textiles, garments, household appliances, plastics, machinery and other key projects including land reclamation and ecological tourism.
