   Brief Introduction of Zhoushan

Geographical Location

Zhoushan is located between 121¡ã31¡ä-123¡ã25¡ä east longitude and 29¡ã32¡ä-31¡ã04¡ä north latitude at the south side of the Yangtze River mouth, and on the East Ocean off Hangzhou Bay. Bordering main cities such as Shanghai, Hangzhou and Ningbo, facing the Pacific Ocean, it is a strategic passage where the coastal south-north sea lanes intersect with the Golden Waterway of the Yangtze River, and is the ocean gateway through which the Yangtze River Area and Yangtze River Delta open to the outside world, presenting a fan-shaped radius towards the new and developing port cities in the Asia-Pacific area.

Topography & Landform

Zhoushan Islands belong to hilly landform. The entire coastline is 2,448 km long, 1,855 km of which are rocky coast, making up 75.8% of the total length; 530 km, manmade coast, or 21.6%; 50 km, grit coast, or 2.1%, and 13 km, silt coast, or 0.5% of the total length.

Natural Climate

Zhoushan has a subtropical monsoon marine climate featuring mild seasons all the year round. The average annual temperature is around 16¡ãC and the annual average rainfall ranges from 927 to 1,620 mm.

Administrative Divisions

Zhoushan is the only prefecture-level city in China consisting solely of islands. It has jurisdiction over two districts and two counties: Dinghai District and Putuo District, Daishan County and Shengsi County.

Area & Population

182km from east to west, and 169km from south to north, the city covers an area of 22 thousand sq. km, including a maritime area of 20,800 sq. km and a land area of 1,440 sq. km, with 1,390 islands and 3,306 reefs. There are 103 inhabited islands, with Zhoushan main island (503 sq. km) boasting the fourth biggest island in China. Zhoushan has a population of 970 thousand, and the population density is 672 people per sq. km.

History & Culture

Zhoushan used to be called Haizhongzhou, Yongdong, Wengshan, Changguo, etc. in ancient times. It was set up as a county in the 26th year of the Kaiyuan Period of Tang Dynasty (738AD), and was upgraded from an administrative district to a city in March, 1987. Zhoushan has a long history. There were inhabitants on the island in the Neolithic Age 6,000 years ago. Zhoushan, this well-endowed place, has brought forward men of talent, among whom are Mr. Qiao Shi, the former chairman of the National People's Congress, Mr. Dong Jianhua, the first Chief Executive of Hong Kong Special Administrative Region and vice chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), and Mr. An Zijie, former vice chairman of CPPCC. Zhoushan has been an important place for coast defense from ancient times. It is also the meeting point of Chinese-Western cultural communication and the starting point of maritime Sino-Japanese and Sino-Korean transportation.

Economy & Trade

Zhoushan ranks among the top 100 cities with the greatest comprehensive strength in China. It was listed in the first group of economic development cities along the coast and the first group of advanced development cities in the Yangtze River Delta and coastal areas in China. It is an important ship building and repairing base, aquatic product processing base, staple cargo transferring base and maritime shipping and tourism base in China. During the period of Tenth Five-year Plan, the average annual growth of its economy is 15%, with the GDP per person exceeding 3,300 USD. The ratio of the primary, secondary and tertiary industries is 14.3:39.5:46.2. The import and export volume has exceeded 1.5 billion USD, with the export volume over 1 billion USD. At present, the contracted foreign capital adds up to more than 0.7 billion USD, while the registered foreign capital is more than 0.3 billion USD.

Infrastructures

Sea Transport

Traffic by sea is very convenient. There are more than 60 passenger lines connecting the islands with the mainland. The freight transport routes extend in all directions¡ªto Guangdong and Hainan in the south, Dalian and Dandong in the north and the midstream and downstream areas of Yangtze River to the west. Ocean transportation routes reach Hong Kong, Macao, Japan, Korea, Singapore, etc.

Highways

A highway network with over 1,100 km traffic mileage covers the island. With the ferries, passenger cars and freight vehicles can reach all the places in the country. More than 70 coach routes have been opened and more than 120 towns can be directly reached. The East Sea Bridge linking Shanghai to Xiaoyangshan Island is completed and open to traffic. The mainland-island connecting project from Zhoushan to Ningbo will be completed in 2008. Many other islands have direct traffic to Zhoushan main island.

Airport

Zhoushan Putuo Airport is situated on Zhujiajian Island, and is linked with Zhoushan main island by the newly-built Strait Bridge. The airport has flights to Beijing, Shanghai, Xiamen, Jinjiang, etc. and charter flights to Hong Kong.

Telecommunication

Zhoushan has set up advanced, highly-digitalized local communications network and long-distance telephone systems which connect Zhoushan with all the cities in China and more than 200 countries and areas in the world. Mobile telecommunications network coverage takes a leading position. The international express mail service is also available by land, sea and air.

Power and Water Supply

The freshwater supply capacity of Zhoushan is 350 thousand tons per day. The water channeling project from the mainland has been completed. The installed electric power capacity is more than 350 thousand KW. A direct current transmission line has been set up with the mainland with a capacity of 50 thousand KW. The power and water supply is sufficient and dependable.

Culture and Medical Care

The science and education in Zhoushan have developed fast, with over 10 scientific research institutes, 3 colleges, 2 colleges for adults, 55 middle schools, 15 vocational schools, 82 primary schools, 147 kindergartens and 2 special schools, totaling more than 130 thousand registered students. Cultural undertakings abound, with 4 public libraries, 46 state-run cultural centers, 8 museums and 3 art performance groups. There are more than 400 medical institutions, together with central blood stations, cardiovascular research centers and so on.

Deep Harbor & Excellent Port

Endowed by nature, Zhoushan boasts favorable deep-water harbors and channel resources. The entire coastal line is 2,444 km long. There are 38 sections of deep-water, with 200.7 km deeper than 15 meters and 103.7 km deeper than 20 meters, which makes it an ideal large-tonnage deep-water harbor in southeast China. The harbor has lots of routes, steady water currents and ice-free deep water all the year round. The main route allows ships of 200,000-300,000 tonnages to pass through. The anchoring water area inside the harbor is more than 1,000 sq. km, providing an excellent shade. Zhoushan port ranks the 9th among the coastal ports in China, and is one of the big harbors of 100 million tonnages.

Fishing Metropolis

As a famous fishing ground and one of the most important marine product processing bases in China, Zhoushan has won the fame of a national fishing metropolis. There are about 317 species of fishes, 33 species of shrimps, 55 species of crabs and 131 kinds of algae in Zhoushan, the annual catches of which take up 10% of the whole country and half of Zhejiang Province. About 4 million hectares of low-lying beach land around the islands offer great potential for the development of aquiculture. Pelagic fishery has made rapid progress in recent years with more than 245 fishing vessels sent out to work in West Africa, Indonesia, Argentina, the North Pacific Ocean and other areas. Aquatic products have found a ready market in Japan, Korea, USA, and more than 50 other countries and regions.

Tourism Resort

Zhoushan is an island city having extremely rich tourism resources. There are two state-level scenic spots in Zhoushan: Mount Putuo¡ªthe Land of Buddhism on the Sea, and Shengsi Islands¡ªSouth Beidaihe. Mount Putuo, one of the four most famous Buddhism mountains in China, forms a golden triangle for marine tourism together with Zhujiajian Island (also called the Green Sea & Beautiful Mountain), and Shenjiamen, the famous fishing port. There are two provincial-level scenic spots, the Daishan Island¡ªthe East Sea Penglai, and the Taohua Island¡ªthe Fairyland on the Sea. Zhoushan receives more than 10 million tourists every year.

Harbor Logistics

Zhoushan has been listed among the 100-million-tonnage harbors, ranking No. 9 among China¡¯s coastal harbors. There are more than 400 berths, including 12 berths over 10 thousand tonnages. Sinochem Ao'shan base, the biggest commercial petroleum transit base in China, has 1 oil transit dock of 250 thousand tonnages; Sinochem Cezi crude oil transit base with a 300,000-tonnage oil transit dock is one of the biggest crude oil docks in China while Baosteel Majishan ore sand transit base has a 250,000-tonnage (also for 300,000-tonnage) ore sand transhipment dock. The first-phase project of Yangshan deep-water harbor of Shanghai International Shipping Center (Zhoushan) has been officially put into use. Ao'shan national strategic oil storage base, Jintang Dapukou container harbor area, the second-phase project of Baosteel Majishan and Zhonghaiyou Zhoushan logistics base are under construction. There are more than 130 shipping enterprises in Zhoushan, totaling a transportation capacity of more than 2 million tonnages, the coastal transportation capacity being No.1 in Zhejiang.

Shipping Industry

The shipping industry in Zhoushan has a long history. A functional shipping industry system of ship design, production, repair and disassembling has been formed. There are more than 150 ship-building enterprises in Zhoushan, covering nearly 30% of the total number in Zhejiang. There are more than 100 docks and over 100 slipways, including 10 docks of 10 thousand tonnages, with a capacity of building 80,000-tonnage ships and repairing 300,000-tonnage ships at sea and at the dock. The annual ship-building capacity is above 1.2 million tons. A lot of famous ship-building enterprises have invested in Zhoushan, such as COSCO, Chinese Heavy Ship Industry, IMC Group, TSUNEISHI Group, Singapore Pacific Shipping Company and so on. Zhoushan IMC Yongyue Group owns a dry dock of 300,000 tonnages, the biggest among all the private enterprises and COSCO Liuheng base is building the biggest dry dock in China.

Aquatic Product Processing

Aquatic product processing industry is the traditional, advantageous and highly developed industry in Zhoushan. It has more than 700 aquatic product processing enterprises, over 400 refrigerators with a refrigeration capacity of 120,000 tons, and more than 200 modern processing lines with an annual processing capacity of more than 600,000 tons. The annual aquatic production value is more than 15 billion RMB. The products are exported to more than 50 countries and areas like Japan, Korea, USA, EU and Southeast Asia.

Marine Tourist Industry

The tourism in Zhoushan features "the Land of Buddhism on the Sea, Ocean Culture, Delicious Seafood  and Seashore Recreation". It has many functions and services, such as Buddhism worship, sea & mountain sightseeing, food, shopping, traveling, vacationing, seashore sporting, recreation & recuperation. Every year, more than 10 million tourists from home and abroad are attracted to Zhoushan, and the figure has increased at a rate of above 15% every year. The annual tourism income is more than 7 billion Yuan, making it the supporting industry of Zhoushan. The blue sky, blue sea, green islands, golden sand and silver waves have brought Zhoushan infinite vitality and will bring it a brighter prospect.

Development Target

In a future period of time, the overall targets of Zhoushan¡¯s social and economic development are: 1) to advertise, according to the spatial layout of "one body with two wings", the three shining name cards of "City of Strong Marine Economy, City of Rich Ocean Culture and Garden City on the Sea"; 2) to construct the four big bases of "Staple Commodity Transit and Storage, Portside Industry, Marine Tourism and Modern Fishery". Zhoushan will take the lead in developing into a fairly well-off city by 2010, and by 2020, it will basically realize modernization.

Zhoushan Economic Development Zone, Zhejiang

Zhoushan Economic Development Zone, a provincial-level development zone, was established in Aug. 1992. It is divided into A-zone in Bingang, B-zone in Xingang and C-zone in Lingang. A-zone is situated between the old city of Dinghai and the new city of Lincheng. It is the starting point of the economic development of Zhoushan and has now been built into a well-equipped industrial area.

B-zone in Xingang is located in the north of Zhoushan main island. The planned construction area is 40 sq. km. For the first construction period, there are 13.1 sq. km of salt fields and salt flat available for development. The coastal line is more than 8 km long, which is suitable for building a 50,000-150,000 tonnage dock. Xingang zone is targeted at becoming an important portside base of advanced manufacturing and heavy chemical energy industry by means of: 1) availing itself of the resources of the harbor; 2) taking advanced manufacturing and high-tech industry as the leading industries; and 3) focusing on energy industry, petrochemical industry, machinery, electric appliances, ship accessories and scientific research & counseling.

C-zone in Lingang (Zhoushan International Cereals & Oils Distribution Center) is located in the southwest of Zhoushan main island and at the entrance of Zhoushan Mainland-Island Connecting Bridge. The planned area is 21 sq. km, among which 15 sq. km are construction land. Inside the zone, there is a 3.6-km deep-water coastal line. The infrastructures in it are complete. The biggest cereals & oils distribution and processing base in east China is being planned, with an area of 6 sq. km and comprehensive supporting services for loading & unloading, storage, bonded goods, transaction and processing. Big enterprises like Zhonghai Cereals & Oils Company and Provincial Cereals Warehouse will be settled here. Lingang zone is mainly designed for the transit, processing, storage, sales and distribution of cereals, oils, coal, timber, etc.

Putuo Donggang Economic Development Zone, Zhejiang (Zhoushan Marine Aquatic Products Processing Specialization Zone)

Zhoushan Specialized Marine Aquatic Products Processing Zone is located at the southwest end of Putuo District, neighboring Goushan town to its east and the Zhoushan municipal government to its west. The distance from east to west is about 950 meters, and that from south to north 1,800 meters. The planned area is 2,560 mu, including 2,150 mu of industrial land, 150 mu of storage land and 260 mu of public road construction land. It is well equipped with supporting facilities. The water and land transport in the zone is very convenient: the National Highway No.329 passes through it, and it is only 10 minutes¡¯ ride to Zhoushan Civil Airport. Priorities in investments are: marine aquatic products processing, marine biochemistry, fishing machinery, electronics, electric appliances, plastics printing, etc.

Daishan Economic Development Zone, Zhejiang

Daishan Economic Development Zone is a provincial-level development zone. It is located at the midwest seashore of Daishan main island, with Daishan town to the east. It has adequate water and electric supplies and easy access to traffic. The planned area is 270 hectares. A group of new industries have been established, such as ship building & repairing, electric appliances, light industry, textile processing & bandhnu, metals, building materials, chemical adhesives, aquatic products processing, etc. To avail itself of the oceanic resources of Daishan, the specialized ocean industry zone has been set up inside the zone, focusing on intensive processing of aquatic products, health foods from the ocean, ocean medicine, ocean chemical industry and other high-tech industries.

Dinghai Industry Zone

Dinghai Industry Zone is located in Yancang, Dinghai. Zhoushan city proper, just one tunnel apart, lies to its east, the port and "Green Passage" Yadanshan Ferry to its south, and Cangzhou Avenue to its west. It is only 12 km away from the Laotangshan Container Yard. The zone is the first stop when Mainland-Island Connecting Project came into Zhoushan. The transportation, water & electric power supply and telecommunications are well-developed. The planned area is 133.3 hectares. Preferred areas of investments are: engineering industry, light industry, food industry and portside processing industry.
